THE BUDGET INFORMATION BECAME SIMPLER AND MORE ACCESSIBLE TO THE CITIZEN

One of the main objectives of the Strengthening Fiscal and Financial Stability project and the Strengthening Governance in Mongolia project, jointly implemented by the Ministry of Finance of Mongolia, the European Union, and the World Bank, is to support the production and dissemination of Citizen's Budgets and the inclusion of e-features in the web-based portal that would allow citizens to participate in the planning of policies actively. 

Since 2018, the MOF has been producing the Citizen’s Budget and Execution Reports providing detailed fiscal and financial information in a highly didactic manner using infographics to facilitate citizen's understanding of the budget data. The Citizen’s Budget provides (i) detailed fiscal and financial data, including the budget proposal submitted to the Parliament, (ii) approved budget by the Parliament and (iii) the quarterly and annual budget execution, (iv) the Government's economic and fiscal policy reforms, and measures taken to improve the quality and accessibility of social services to citizens through infographics, and information on annual fiscal policy, revenue, expenditure, investment, Government foreign loans and aid, budgeting process, citizen participation, and citizen targeted services. 

In order to take this initiative to the next level and to provide information on the budget through various channels and in a timely manner, the European Union's “Strengthening Governance in Mongolia” project supports the MOF in designing and developing the next generation, interactive, and web-based Citizen Budget.

               
Launching the digital "Citizens 'Budget" is essential to ensure budget transparency, increase access to information and improve citizens' knowledge about the budget. Through this website, we aim to provide you with information related to the budget. Furthermore, Mongolia has joined the World Bank's BOOST Initiative, which plans to provide historical budget data for researchers and students through the Live Citizen Budget website. 
The Live Citizen Budget was launched on February 9, 2021, and currently, a total of 836 users have accessed the website. Graph 1 shows the countries that have accessed the Citizens' Budget website.

VIRTUAL MEETING WAS HELD AT THE REQUEST OF THE WORLD BANK

An online meeting was held on April 6, 2021 at the request of the World Bank to intensify the implementation of the Development Bank of Mongolia (DBM) and the Deposit Insurance Corporation of Mongolia (DICOM), which are implementing the objectives of Strengthening Financial Sector Stability component of the Strengthening Fiscal and Financial Stability Project. 

TO COMFORM THE INTERNAL CONTROL SYSTEM OF THE TREASURY WITH THE INTERNATIONAL PRACTICE

One of the main objectives of the “Strengthening Fiscal and Financial Stability Project”, jointly implemented by the Ministry of Finance of Mongolia and the World Bank, is to increase budget comprehensiveness and transparency by improving fiscal control and Government Financial Management Information Systems. Within this objective, the State Treasury's current practice of internal control was reviewed and assessed under the COSO Internal Control-Integrated Framework principles. 

IMPLEMENTATION OF THE PUBLIC FINANCIAL MANAGEMENT REFORM

Within the framework of the "Strengthening Governance in Mongolia" project, the Government of Mongolia has been cooperating with the Ministry of Finance and International development partner organizations to implement the Public Financial Management (PFM) Reform, which is consistent with the country's social and economic development priorities, for achieving the effective resource allocation, efficient public service delivery and improving governance and accountability.
