STRENGTHENING THE HUMAN RESOURCE CAPACITY OF THE MINISTRY OF FINANCE

With an objective to strengthen the human resource capacity of the Ministry of Finance of Mongolia, The Strengthening Fiscal and Financial Stability project cooperated in:

  • Developing the Human Resource Development Program of the Ministry of Finance 2019-2029;
  • Revamping the Human Resource Management Information System (HRMIS);
  • Developing social security and health sub-programs under the Human Resource Development Program. 

The following results have been achieved in the framework of implemented activities. Hereto: 

a) "Human Resource Development Program of the Ministry of Finance 2019-2029" was approved by Decree No.A164 of the State Secretary of the Ministry of Finance in 2019. The program outlines the Ministry of Finance's mission, operational strategy for achieving the objectives, human resource management, goals, human resource development program, and implementation mechanism.


b) Manuals and training materials for evaluating the 'Human Resource Management Information System' (HRMIS), improving its interoperability with other systems, revamping the salary calculation, property registration modules, and reward systems were developed.


c) In line with the Ministry of Finance's long-term human resource development program, sub-programs are being developed and implemented to increase human resource capacity, employee satisfaction and create a stable working environment. "Health" and "Social Security" sub-programs were approved by Decree No.B172 of the State Secretary of the Ministry of Finance in 2020. Furthermore, English language training, skills training, and professional training activities are being organized as part of the training plan to improve the skills of the Ministry's staff and create a favorable learning environment for them.

INFORMATION ON THE DEPOSIT INSURANCE CORPORATION OF MONGOLIA AND THE COMPENSATION SYSTEM DEVELOPMENT

The Deposit Insurance Corporation of Mongolia is a non-profit legal entity which was established under “The Bank Deposit Insurance Law,” and one of its main functions is to provide compensation to insured depositors. With support from the Strengthening Fiscal and Financial Stability project, jointly funded by the World Bank and the Ministry of Finance, the development of the compensation system is in its preparatory stages. With the implementation of the system, it will become possible to access depositor information and make calculations based on the information. Also, it will be possible for the reimbursing bank to connect to the system and make compensations, exchange reports and information, and file complaints.

MOF MENTORSHIP PROGRAM – AN OPPORTUNITY TO GET ACQUAINTED WITH THE ACTIVITIES OF THE MINISTRY OF FINANCE OF MONGOLIA

With the support of the European Union and the World Bank, the Ministry of Finance of Mongolia, in cooperation with Unread Media, is launching the “Budget Your Future” campaign. The purpose of this campaign is to support the Government's effort to strengthen fiscal transparency and accountability in Mongolia. The campaign will provide the public with a variety of content and events, a simple understanding of the budget as well as information on how to participate during the budget cycle - budget proposal, approval, and execution.
