REQUEST FOR EXPRESSION OF INTEREST.
Mongolia has received a
credit from the International Development Association (IDA) for the
Strengthening Fiscal and Financial Stability Project (SFFSP). The
Objective of the SFFS Project is to contribute to the Government of
Mongolia’s efforts to strengthen fiscal and financial stability and
improve the quality of expenditure. The project is designed into five
components: (I) Strengthening Macroeconomic and Fiscal Management; (II)
Improving the Efficiency of Public Financial Management; (III) Enhancing
Financial Sector Stability; (IV) Strengthening the Social Protection
System; (V) Project Management and Monitoring. The objectives are to:
Strengthening fiscal responsibility and implementing relevant policy
measures, improving fiscal discipline, strengthening the resiliency of
the banking system, improving public expenditure quality in social
protection, providing support for Project implementation, coordination,
monitoring and evaluation, including, inter alia, audit arrangements,
reporting requirements, procurement and financial management activities
respectively. For more details, please refer to the Project Appraisal

SCOPE OF THE ASSIGNMENT
The
main objectivesof this assignment are to i) to repair link errors
between data sets and the system and validate DMFAS database, ii) to
create new report templates for introduction of new debt statistics
standard compatible with Balance of payment 6 and Government Finance
statistics 2011 from IMF and iii) to develop and translate DMFAS
functional procedures manuals for DMD staff and relevant users and iv)
to create control access matrix in DMFAS system v) to assist DMD to
initiate and implement activities planned under MoF portion of Component
A3 from IT perspective
The Consultant will assist the DMD to undertake the following assignments for DMD from IT perspective, but not limited to:
Task # 1: To validate DMFAS database and system improvements
•
To work with DMD and other stakeholders to collect information on
current Debt Management Financial Analysis System (DMFAS) data input and
reporting
• To be responsible for functional administration of DMFAS
• To review and validate DMFAS database
• Provide technical support for software issues our users encounter
• Respond to and resolve help desk requests with UNCTAD
• Upgrade systems and processes as required for enhanced functionality
• Review application logs
• Install and test system-related improvements
Task
# 2: To introduce new debt statistics standard compatible with Balance
of Payment Manual 6 and Government Finance statistics 2011 from IMF
•
Study Balance of Payment Manual 6, Government Finance statistics
standard 2011, Public Sector Debt Statistics, External Debt Statistics,
Government Finance Statistics Manual 2014, Debt Management Law of
Mongolia and other relevant laws and regulations
• To introduce new
debt statistics standard compatible with Balance of Payment Manual 6 and
Government Financial statistics 2011 from IMF in coordination with the
Consultant (CS005)
• To create new report templates for various user groups
Task # 3: Assist in developing DMFAS procedures manuals
• To study older version of manuals and guidelines of DFMAS
• To translate guide manuals for operating DMFAS for DMD staff and relevant users
•
To conduct training for relevant parties and stakeholders on DMFAS
operations and new report templates for various levels of users and
compliers based on CAM (refer to task # 1 item 2)
Task # 4: To create control access matrix in DMFAS system
• To study user groups operations and define their level of operation on the system
• To create a system control access matrix for various levels of users
• To set user groups’ system access permission
• To create links between particular user groups for specific corresponding data sets in DMFAS
• To create ID for specific group of users and provide with tutoring for continuous stable operations
Task # 5: To assist the DMD to initiate and implement activities planned under MoF portion of Component A3
•The Consultant will support the DMD of MOF with the implementation of the following activities:
o Assist the DMD in preparing requests for international and local trainings and organizing relevant logistics;
o To provide written and oral translations as necessary and as requested
• To submit progress reports to DMD management and PIU on monthly, quarterly, semi-annual and annual basis
Undertake such other tasks as reasonably requested and/ or assigned by the Director of FPD and head of DMD
SHORTLISTING CRITERIA/CONSULTANT’S QUALIFICATIONS:
Education: A suitable candidate should have preferably a graduate degree in relevant field:IT,finance, banking or economics;
Experience: Incumbent should have at least 3 years relevant
professional experience in debt management, finance, IT or in other
relevant field;
Language skills: Fluent written and spoken skills in English and Mongolian;
Other skills:
a. Excellent interpersonal skills with the ability to function effectively and collaboratively in a team environment;
b.
Be proficient in PC based applications such as Word, Excel and data
management, and have excellent web research and navigation skills;
c. 2+ years of experience in Oracle, SQL and Java programming language;
CONTRACT DURATION:
The
consultant work is expected to commence on June 25, 2018. The duration
of the assignment is for 18 months. The consultant will be selected in
accordance with the World Bank’s Procurement Regulations for IPF
Borrowers (July 2016).
