A. BACKGROUND
Mongolia received a credit from the International Development Association (IDA) for the Strengthening Fiscal and Financial Stability (SFFS) Project. The SFFS Project's Objective is designed to improve fiscal policy and sustainability in a mineral-based economy, protect the poor and vulnerable, and restore confidence in the financial sector. The Project is organized into five components: (i) Strengthening Macroeconomic and Fiscal Management; (ii) Improving the Efficiency of Public Financial Management; (iii) Enhancing Financial Sector Stability; (iv) Strengthening the Social Protection System; (v) Project Management and Monitoring. The objectives are to Strengthening fiscal responsibility and implementing relevant policy measures, improving fiscal discipline, strengthening the resiliency of the banking system, improving public expenditure quality in social protection, providing support for Project implementation, coordination, monitoring, and evaluation, including, among others, audit arrangements, reporting requirements, procurement, and financial management activities respectively. The World Bank (WB) and the EU has also been implementing a Trust Fund-financed project called Strengthening Governance in Mongolia (SGM) (TF) aimed to support the efforts of the Government of Mongolia (GoM) to improve fiscal discipline, public financial management (PFM), and transparency and accountability processes for strengthened governance in the public sector in Mongolia. This project complements the WB-financed Strengthening Fiscal and Financial Stability (SFFS) Project in supporting the ongoing government reforms in PFM and governance in the public sector.
This TF, through both Recipient Executed (RE) and Bank Executed (BE) interventions, serves two main purposes. Firstly, it complements and expands the ongoing technical assistance the WB is providing through the Strengthening Fiscal and Financial Stability (SFFS) Project. Secondly, this TF supports the GoM in advancing the current efforts toward increasing transparency, participation and accountability in fiscal matters as well as in strengthening its capacity to deal with non-technical drivers of the reform process that prevent state agencies from implementing policies and regulations as intended.
The Project Implementation Unit (PIU) 's main objective is to provide timely and practical support to both of the above-mentioned projects. The PIU is be responsible for: (a) project management and coordination, procurement, including all contracting for purchases and the hiring consultants; (b) project monitoring, reporting, and evaluation; (c) the contractual relationship with the IDA; (d) financial management including record keeping, financial management reports, the Designated Accounts, and disbursements.
B. OBJECTIVE OF THE ASSIGNMENT
The main objective of the consultancy is to support the PIU in project procurement data management to keep all the relevant data and files up-to-date and accurately in the World Bank’s STEP system and other relevant systems, as well as in the Project files for archiving purposes in order to prepare for the Projects’ completion. He/she will be working under the direct supervision of the Procurement Specialists and will be responsible for improving the documentation of the procurement transactions, recording of transactions, and filing processes in STEP system as per the World Bank’s procurement policies and procedures.

E. CONSULTANT'S QUALIFICATIONS / SELECTION CRITERIA
Education: A suitable candidate should have a university degree in relevant field: Business Administration or any other appropriate fields;
Experience: Incumbent should have at least 5 years working experience in the field of database management; Knowledge and experience of working with the World Bank procurement system STEP will be an asset;
Language skills: Candidate should be fluent in Mongolian and English and have strong writing and speaking skills in both languages.
Computer literacy: be proficient in PC-based applications such as Word, Excel, and data management, and have excellent skills and knowledge on web-based applications, web research and navigation skills.

E. SUPERVISION AND REPORTING
The incumbent will report directly to the Project Coordinator in the PIU and will work on a day-to-day basis with the officials appointed by the Project Coordinator on technical matters related to each component implementation. The Project Coordinator will also provide inputs to the evaluation of the Consultant's performance to the Project Director.
F. CONTRACT DURATION
The assignment for above position will commenced in March 2021. Total inputs required for undertaking above tasks are 10 months on a full-time basis with a possible extension, based on business needs and satisfactory performance.
