REQUEST FOR EXPRESSION OF INTEREST
Mongolia
has received a credit from the International Development Association
(IDA) for the Strengthening Fiscal and Financial Stability Project
(“SFFSP”). The Objective of the SFFSP is to contribute to the Government
of Mongolia’s efforts to strengthen fiscal and financial stability and
improve the quality of expenditure. The project is designed into five
components: (I) Strengthening Macroeconomic and Fiscal Management; (II)
Improving the Efficiency of Public Financial Management; (III) Enhancing
Financial Sector Stability; (IV) Strengthening the Social Protection
System; (V) Project Management and Monitoring. The objectives are to:
Strengthening fiscal responsibility and implementing relevant policy
measures, improving fiscal discipline, strengthening the resiliency of
the banking system, improving public expenditure quality in social
protection, providing support for Project implementation, coordination,
monitoring and evaluation, including, inter alia, audit arrangements,
reporting requirements, procurement and financial management activities
respectively. For more details, please refer to the Project Appraisal

Over the past few years
Government of Mongolia has implementing numerous foreign financed
projects that reached over 120 in total. Ministry of Finance (“MoF”) is
currently using wide variety of spreadsheet on a daily operation in
order to record the disbursement, outstanding balance, available funds
and other related information for the project.
Hence, the MoF is
faced with challenges to develop and install software for creating an
integrated database for projects financed from official development
assistance (“ODA”), managing, monitoring and reporting externally funded
projects’ financing and execution.
In order to create
comprehensive database for externally funded projects, Development
Financing Department (“DFD”) of MoF is planning to develop several
appropriate comprehensive system for recording the externally funded
project, tax exemption automation system and to upgrade current Official
development assistance monitoring and information system (“ODAMIS”).
SCOPE OF THE ASSIGNMENT
The
main objective of the national consultant is to assist the DFD to
develop project portfolio management system, maintain and update system
database, provide support to system users and estimate externally funded
projects medium-term disbursement and expenditure projections, conduct
research and analysis on ODA portfolio and support to ODA policy
formulation.
Following assignments will be conducted by the national consultant, but not limited to:
- To assist developing the ODA financing information system;
- To maintain and link system database with current operating fiscal planning software;

To install, and conduct tests of, preliminary version of software into a
server. Identify and fix system bugs and errors if any in the system in
the course of testing;
- To update the system database with the relative information;
- To organize workshop for system users;

To estimate medium term disbursement and expenditure projection of
externally financing projects in-line with Sustainable Development Goals
and sectoral development strategic plan, sectoral policy plan;
- To
prepare and submit consolidated annual budget plan for externally
financing projects disbursement and expenditure in line with MTFF, MTDS;
- To consolidate externally funded projects monitoring and evaluation annual report;

To provide with all the necessary information on project management to
senior management in accordance with the transparency guidelines;
- To assist other staff with the necessary information on ODA figures and data;
- To undertake such other tasks as reasonably requested and/or assigned by the director of DFD.
SHORTLISTING CRITERIA/CONSULTANT’S QUALIFICATIONS:
- Education:
A suitable candidate should have at least master’s degree in relevant
field of business, public administration, finance and economics.
- Experience:
Incumbent should have at least 5 years relevant professional
experience, with specific experience in project management, financial
management, previous work experience in civil service and IFI financed
projects is plus.
- Language skills: Fluent written and spoken skills in both English and Mongolian languages.
- Other skills:
a. Excellent interpersonal skills with the ability to function effectively and collaboratively in a team environment;
b. Be proficient in PC based applications such as Word, Excel and data
management, and have excellent web research and navigation skills.
CONTRACT DURATION:
The
consultant is expected to commence working effective from April 1,
2018. The duration of the assignment is 12 months. The consultant will
be selected in accordance with the World Bank’s Procurement Regulations
for IPF Borrowers (July 2016).
