REQUEST FOR EXPRESSION OF INTEREST

Mongolia has received a credit from the International Development Association (IDA) for the Strengthening Fiscal and Financial Stability Project (SFFSP). The Objective of the SFFSP is to contribute to the Government of Mongolia’s efforts to strengthen fiscal and financial stability and improve the quality of expenditure management. The project is designed with five components: (i) Strengthening Macroeconomic and Fiscal Management; (ii) Improving the Efficiency of Public Financial Management; (iii) Enhancing Financial Sector Stability; (iv) Strengthening the Social Protection System; (v) Project Management and Monitoring. The objectives are to strengthen fiscal responsibility and implement the relevant policy measures; improve fiscal discipline; strengthen the resiliency of the banking system; improve public expenditure quality in social protection; and provide support for Project implementation, coordination, monitoring and evaluation, including, inter alia, audit arrangements, reporting requirements, procurement and financial management activities, respectively. Subcomponent B2 of the project aims to increase budget comprehensiveness and transparency through better control, reporting and expansion of the government’s integrated financial management information capabilities. The Government of Mongolia has been using FreeBalance software since 2005 as the Government’s Financial Management Information System (GFMIS) i.e. the treasury system. This system is primarily focused on enabling quick settlement of payments and producing budget execution reports. Going forward, there is an increasing need to use the system to perform reconciliation and consolidation of budget execution reports. Furthermore, there is also a necessity to further develop the system as a source of integrated information for preparing the Government’s Consolidated Financial Statements (on the accrual basis) along with the consolidated budget execution reports (on the cash basis). Starting last year, the Ministry of Finance (MOF) has been upgrading the GFMIS to the latest web-based FreeBalance Version 7 (FB V7).

SCOPE OF THE ASSIGNMENT

The objective of the desired national consultant is to assist the Treasury Department of MOF in preparing for development of an integrated reporting system linked with the BPIS, GFMIS and e-reporting in line with the GFS2014 standards to support implementation of the web-based GFMIS / FB V7.

The following tasks are expected to be conducted by the national consultant:

Task 1 – Review and update the reporting templates in the context of the GFMIS / FB V7

        Review and analyze the current crystal report templates in connection with the FB V7;

        Based on the analysis, make the necessary amendments and changes to the required reporting templates;

        Develop additional reporting templates for reports on budget revenue receipts by the economic classifications and on additional budget spending by general governors and entities;

        Examine and amend the current bridging tables for importing the budget plans and schedules of both the local governments and state budget entities in to the GFMIS ; and

        Develop guidance for crystal report users in video and written forms.

Task 2 – Assist in developing an integrated budget reporting information system and in implementing the GFS 2014

        Conduct research on data exchange possibilities among the current systems i.e. GFMIS / FB V7, e-reporting, and BPIS;

        Develop a reporting template for generating real time budget execution information from the GFMIS / FV V7 by economic and functional classifications;

        Design a simple reporting template for multi-year comparison of report data from the GFMIS;

        Develop a bridging table for generating statements from the GFMIS /FB V7 in accordance with the GFS2014 classifications and do pilot runs of report generation;

        Assist in converting the current monthly budget execution data to the GFS2014 using the bridging table;

        Prepare functional requirements for a consultancy service to develop an integrated budget reporting information system; and

        Perform any other additional tasks as reasonably requested by the Director-General of the Treasury Department.

SHORTLISTING CRITERIA/CONSULTANT’S QUALIFICATIONS:

Education and Knowledge:

·           A suitable candidate must have a bachelor’s degree in accounting and/or finance;

·           Knowledge of Government Financial Statistics (GFS) would be an advantage.

Experience:

·           Incumbent should have at least 10 years of direct relevant experience in the accounting and finance field, preferably in the public sector.

·           Previous experience in a similar capacity of working with the public financial management system is required.

Language and other skills:

·           Good skills of writing and comprehending in Mongolian and English.

·           Excellent interpersonal skills with the ability to function effectively and collaboratively in a team environment and high integrity and accountability.

CONTRACT DURATION:

The consultancy is expected to commence in April 2018. The duration of the assignment will be 6 months. If performance is satisfactory, the consultancy can be subject to extension. The consultant will be selected in accordance with the World Bank’s Procurement Regulations for IPF Borrowers (July 2016).
