REQUEST FOR EXPRESSION OF INTEREST

Assignment title: National consultant on improving on-lending loan processing, developing leverages for timely repayment  and reflect them on updated on-lending loan regulation

A. BACKGROUND OF THE PROJECT AND THE ASSIGNMENT
Mongolia has received a credit from the International Development Association (IDA) for the Strengthening Fiscal and Financial Stability Project (SFFSP). The Objective of the SFFS Project is to contribute to the Government of Mongolia’s efforts to strengthen fiscal and financial stability and improve the quality of expenditure. The project is designed into five components: (I) Strengthening Macroeconomic and Fiscal Management; (II) Improving the Efficiency of Public Financial Management; (III) Enhancing Financial Sector Stability; (IV) Strengthening the Social Protection System; (V) Project Management and Monitoring. The objectives are to: Strengthening fiscal responsibility and implementing relevant policy measures, improving fiscal discipline, strengthening the resiliency of the banking system, improving public expenditure quality in social protection, providing support for Project implementation, coordination, monitoring and evaluation, including, inter alia, audit arrangements, reporting requirements, procurement and financial management activities respectively. B. OBJECTIVE OF THE ASSIGNMENT
The main objectives of this assignment are i) to improve the on-lending loan processing and increase monitoring efficiency of the allocated loan, ii) to develop leverages for timely repayment of the on-lending loan, iii) to make revision on on-lending loan regulation reflecting updated changes, iv) To assist the DMD to initiate and implement activities planned under MoF portion of Component A3.

C. SCOPE OF THE WORK
The Consultant will assist the DMD to undertake the following assignments for DMD but not limited to:
Task # 1: To improve the on-lending loan processing and increase monitoring efficiency of the allocated loan
     • To work DMD staff and other stakeholders to collect information on current on-lending loan processes, take note/reflect on constraints and demands of related parties for elaboration
     • To develop step by step activities procedure chart/table to allocate the on-lending loan to the borrower as promptly and less hassle as possible
     • To develop mechanisms to monitor on-lending loan spending for its designated purposes as well as to follow the progress of the project the loan was dedicated to ensure its efficiency and timely repayment
Task # 2: To develop leverages for timely repayment of the on-lending loan
     •    to study non-performing and late payment loans
     •    based on the above study to consult with DMD staff and develop tools and leverages for timely repayment of the on-lending loans
Task # 3: To recommend revisions on current on-lending loan regulation reflecting updated changes
     •    to study current regulation and the actual process of on-lending loan related activities
     •    to draft on-lending loan regulation reflecting the recommended changes
Task # 4: To assist the DMD to initiate and implement activities planned under MoF portion of Component A3
     •    The Consultant will support the DMD of MOF with the implementation of the following activities:
        o Assist the DMD in preparing requests for international and local trainings and organizing relevant logistics;
        o To provide written and oral translations as necessary and as requested
     • To submit progress reports to DMD management and PIU on timely manner

Undertake such other tasks as reasonably requested and/ or assigned by the Director of FPD and head of DMD
 
D. DELIVERABLES
The Consultant is responsible for deliverables of the following:
     •    To compile pros and cons of current on-lending loan process from relevant stakeholders
     •    To develop a new on-lending loan process map for prompt and efficient actions
     •    To develop methods and mechanisms for proper and timely monitoring of on-lending loan expenditures and its designation
     •  To develop leverages and mechanisms for collection of non-performing loans and overdue loan repayments
     •  To re-draft on-lending loan regulation reflecting all the above recommendations
     •  To undertake other tasks as reasonably requested and/ or assigned by the Director of FPD and head of DMD        

E. CONSULTANT’S QUALIFICATIONS/ SELECTION CRITERIA
     -  Education:  A suitable candidate should have preferably a graduate degree in relevant field:IT,finance, banking or economics;
     -  Experience:  Incumbent should have at least 2-3 years of relevant professional experience in debt management, finance, IT or in other relevant field;
     -  Language skills:  Fluent written and spoken skills in English and Mongolian;
     -  Other skills:
    a. Excellent interpersonal skills with the ability to function effectively and collaboratively in a team environment;
    b. Be proficient in PC based applications such as Word, Excel and data management, and have excellent web research and navigation skills;
