INFORMATION SYSTEM REFORM OF THE MINISTRY OF FINANCE

Within the framework of the Strengthening Fiscal and Financial Stability Project, the following activities were carried out to develop an integrated information system for the Ministry of Finance, to reform the network structure, and introduce security and advanced technologies. Including:

  1. Analyzing the current systems used in Mongolia and within the Ministry, and developing documents for enhancing the interconnection of these systems;
  2. Enhancing the database organization, system structure, and system management control, as well as creating and streamlining a new virtual center;
  3. Ensuring the normal and reliable operation of the network environment and installing additional necessary equipment;
  4. Revamping the special-purpose systems of the Ministry of Finance, such as call registration system, E-archive, the Ministry of Finance's website, and E-Huulga;
  5. Ensuring the normal, reliable, and uninterrupted operation of the Treasury network, system, and other relevant equipment. 

First: Analysis of the systems supported the development of an action plan and documentation for the interconnection of the systems, and the next phase of the implementation was initiated in accordance with the documentation. By fully implementing this plan, all budgetary and non-budgetary organizations will have the advantage of easy and efficient use of the systems under the Ministry of Finance, and the data entry and exchange between systems will be automated, faster, and reliable.


Second: The organization of the virtual environment and data center of the Ministry of Finance, and the integrated database control system have been set up. Additional disks for data storage were installed in the virtual center, and some necessary system transfers were made. As a result of this work, the software and databases that existed on many separate physical servers were merged into VCenter, making it easier to manage from one place and more reliable in terms of operation.
Third: The wired and wireless network environment used within the Ministry of Finance is improved. The primary network equipment was reorganized, new additional equipment was installed, and the network security and backup configuration of the normal and reliable operation (principle of one device interacting with another device and replacing each other when necessary) was updated. In addition, much-needed additional equipment was purchased to strengthen the Ministry's servers and information technology capacity. 

Fourth: The Ministry of Finance has revamped the special-purpose systems such as the call registration system, E-Archive, the Ministry of Finance's website, and E-Huulga, correcting the practice of keeping the bases separate from year to year, and resulting in faster reporting. As a result, the productivity of the Treasury Department of the Ministry of Finance has increased dramatically. Furthermore, we are developing an integrated electronic archiving system to create a file storage server environment that allows for reliable information storage.


Fifth: Since the beginning of the project, we have received a total of 11,204 calls from 2,200 enterprises, 4,576 budget organizations, and more than 1.2 million customers (overlapping), 11 soums with local antennas, 334 soums with fiberoptic cables, 25 soums with 4G network, related to Treasury network equipment and resolved issues in a timely manner, in order to ensure the reliable operation of the nationwide Treasury network system. With the support of the project, call operators who are responsible for answering calls and taking prompt action have been able to solve issues in a short period of time, improving the information exchange speed, registering all received calls, and generating monthly, quarterly and annual reports.

WORLD BANK WORKING GROUP MET WITH PIU AND IMPLEMENTING ORGANIZATIONS REGARDING THE COMPLETION REPORT OF THE STRENGTHENING GOVERNANCE IN MONGOLIA PROJECT

Concerning the Strengthening Governance in Mongolia project, which was completed on February 28, 2023, the World Bank working group to develop the project completion report had an official meeting with Project Implementation Unit (PIU) and implementing organizations on March 30, 2023. The purpose of the working group meeting is to review the implementation of the project, the results achieved, and the fulfillment of the project indicators.

PERFORMANCE BASED FINANCING: INSPIRING NEW APPROACHES TO PUBLIC FINANCIAL MANAGEMENT IN HEALTH AND EDUCATION

Performance based financing (PBF) links funds or payments to service providers to results achieved and gives them considerable autonomy in the use of these funds. The strategic approach is appealing to many individuals and organizations as it motivates them to perform better and channels resources directly to the frontlines. This in turn fosters greater accountability. Using this approach has been popular in different sectors with some promising results emerging. 

AN INTEGRATED SYSTEM FOR RESULTS-BASED MEDIUM-TERM BUDGET PLANNING: IN ACHIEVING THE GOALS OF IMPROVING BUDGET PLANNING, BUDGET EFFICIENCY AND PROGRAM OUTCOME.

    Under the scope of improving public financial management, Mongolia is aiming to introduce result-oriented medium-term budgeting, transitioning from the traditional input-based budgeting. This goal is aligned with development policy of Mongolia to shift from medium-term fiscal framework (MTFF) to medium-term expenditure framework (MTEF).

Within the framework of the European Union financed, World Bank managed “Strengthening Governance in Mongolia” project, the Ministry of Finance, in compliance with the “Sustainable Development Vision 2030” and the “Action Program of the Government of Mongolia for 2016-2020”, has approved and implemented the Public Financial Management (PFM) Reform Strategy and the Action Plan for 2018-2022. The overarching objective of the strategy was to improve governance and achieve effective resource allocation and efficient public service delivery. The implementation status of the PFM Action Plan is indicated as “Certain results have been achieved” at the rate of 85 percent.

LAUNCHED BETA VERSION OF THE REDEVELOPED GLASS ACCOUNT PORTAL

The Ministry of Finance Mongolia has developed and successfully launched the new version of the Glass Account Portal in 2023 within the framework of the Strengthening Governance in Mongolia Project jointly implemented by the EU and the World bank.

New systems and services are added in the Intermediate service platform for fiscal and financial systems

The Ministry of Finance Mongolia has developed and successfully launched the Intermediate Service Platform (ISP) in 2022 within the framework of the Strengthening Governance in Mongolia Project. The main purpose of the system is to provide a possibility of information /web services/ exchange between the independent systems of the Ministry of Finance and other organizations in a easy and flexible way. In addition, it is solving the issues of overlapping connections and development between many information systems and organizations, transferring them to a unified standard, making it has no complexity, and more secure.
