TRAINING RESULTS IN FISCAL, FINANCE AND SOCIAL PROTECTION SECTORS

     In 2018-2020, a total of 157 training activities were organized under the SFFS project, covering a whole of 10122 specialists to a) strengthen macroeconomic and fiscal management, b) improve the efficiency of public financial management, c) enhance financial sector stability, d) bolster social protection system, and 87% of the participants rated the quality and effectiveness of training as adequate and useful. /Training evaluation report 2020/.

    Due to the Covid-19 pandemic, there was a need to adapt to the situation and reform the training provision types by conducting distance learning and online training. The State Emergency Commission developed recommendations on keeping a safe space between people during the Covid-19 pandemic, ensuring classroom hygiene and sanitation requirements were disseminated to the implementation agencies. The PIU monitored classroom training implementation. Of the total training provided under the project, 48% was knowledge-based, and 52% was skills-based training. 


    A random survey was conducted among 1050 participants of training activities to determine the participants' satisfaction. The sample represents 13.7% of the total number of participants in 2020. 87% of the respondents rated the quality and results of the project's training as "excellent" and "good," while 13% rated it as "moderate.


    The survey respondents evaluated the results and significance of all the training conducted within the project. These include:
  1. Obtained new concepts, understanding, models for policy development,  
  2. Learned how to save time and make tasks efficiently, 
  3. Learned how to reduce the risk of manual error, 
  4. Newly possessed skills have made it possible to simplify small operations, 
  5. Learned from innovative international experiences, 
  6. The colleague reached common ground and improved coordination within the team.

    The respondents identified suggestions and recommendations for further improvement of training efficiency and quality as follows. The project proponents plan to pay attention to them and ensure their implementation. 
    1. Increase opportunities to work on real examples and practice how to solve actual problems, 
    2. Increase opportunities to learn from real experience and examples of peers, 
    3. Due to the lack of internet speed and technical capacity in rural areas during online training, in-personal regional training or meeting in nearby provinces should be conducted. A combination of distance and classroom training should be provided primarily in remote rural areas,
    4. Distribute printed training brochures and manuals during online training,  
    5. Continue training on new systems and software for years to come,
    6. Continue to provide professional advice and further assistance in understanding, to adapt, and using new software, standard,
    7. The number of participants per training is high, hence increase the number of trainers
    8. At the end of the training, participants should take a test to assess their knowledge increase.


          The PIU also translated and introduced "A result framework for achieving results: a how-to guide" developed by Independent Evaluation Group and the World Bank "Contract management principles" to the implementing agencies.

      WORLD BANK WORKING GROUP MET WITH PIU AND IMPLEMENTING ORGANIZATIONS REGARDING THE COMPLETION REPORT OF THE STRENGTHENING GOVERNANCE IN MONGOLIA PROJECT

      Concerning the Strengthening Governance in Mongolia project, which was completed on February 28, 2023, the World Bank working group to develop the project completion report had an official meeting with Project Implementation Unit (PIU) and implementing organizations on March 30, 2023. The purpose of the working group meeting is to review the implementation of the project, the results achieved, and the fulfillment of the project indicators.

      Performance based financing (PBF) links funds or payments to service providers to results achieved and gives them considerable autonomy in the use of these funds. The strategic approach is appealing to many individuals and organizations as it motivates them to perform better and channels resources directly to the frontlines. This in turn fosters greater accountability. Using this approach has been popular in different sectors with some promising results emerging.

          Under the scope of improving public financial management, Mongolia is aiming to introduce result-oriented medium-term budgeting, transitioning from the traditional input-based budgeting. This goal is aligned with development policy of Mongolia to shift from medium-term fiscal framework (MTFF) to medium-term expenditure framework (MTEF).

      Within the framework of the European Union financed, World Bank managed “Strengthening Governance in Mongolia” project, the Ministry of Finance, in compliance with the “Sustainable Development Vision 2030” and the “Action Program of the Government of Mongolia for 2016-2020”, has approved and implemented the Public Financial Management (PFM) Reform Strategy and the Action Plan for 2018-2022. The overarching objective of the strategy was to improve governance and achieve effective resource allocation and efficient public service delivery. The implementation status of the PFM Action Plan is indicated as “Certain results have been achieved” at the rate of 85 percent.

      LAUNCHED BETA VERSION OF THE REDEVELOPED GLASS ACCOUNT PORTAL

      The Ministry of Finance Mongolia has developed and successfully launched the new version of the Glass Account Portal in 2023 within the framework of the Strengthening Governance in Mongolia Project jointly implemented by the EU and the World bank.

      New systems and services are added in the Intermediate service platform for fiscal and financial systems

      The Ministry of Finance Mongolia has developed and successfully launched the Intermediate Service Platform (ISP) in 2022 within the framework of the Strengthening Governance in Mongolia Project. The main purpose of the system is to provide a possibility of information /web services/ exchange between the independent systems of the Ministry of Finance and other organizations in a easy and flexible way. In addition, it is solving the issues of overlapping connections and development between many information systems and organizations, transferring them to a unified standard, making it has no complexity, and more secure.
