A NEW HYBRID PMT METHODOLOGY FOR ASSESSING HOUSEHOLD LIVING STANDARDS HAS BEEN APPROVED

Within the framework of the “Strengthening Fiscal and Financial Stability  Project” implemented in cooperation with the World Bank, the Ministry of Labor and Social Protection (MLSP) provided technical assistance to improve the methodology for defining poor households.

The Law on Social Welfare, revised by the Parliament in 2012, stipulates that the MLSP and the National Statistical Office shall jointly approve the methodology for assessing poor households in need of social welfare support.

In Mongolia, the first PMT model was developed in 2009 with support from the World Bank and the Asian Development Bank using the Household Socio-Economic Survey of (HSES) 2007/2008 data.  It was then revised in 2013 and 2016 based on the HSES 2012 and HSES 2014 respectively. Living standards are assessed based on the scores generated by a Proxy Means Test (PMT) formula using the data collected through the PMT surveys, which is known as the Household Living Standards Assessment. Upon verification, the survey data and the scores are then stored in a central Integrated Household Database. It is used largely for the poverty-targeted Food Stamp Program and used also health insurance premiums and legal aid to members of poor households.

The Minister of Labor and Social Protection and the Chairman of the National Statistical Office established a Working Group with the task to develop the “Methodology for Assessing Living Standards” by joint order No. A / 225 and A /60 dated November 30, 2020.

Within the World Bank's SFFS project, national and international consultants were hired in 2021-2022. The consultants provided WG technical support to the working group and finalized the concept, methodology, form, and guidelines for the survey to assess the living standards of households.

The hybrid PMT methodology was discussed by the Standing Committee on Methodology and the Board of Directors of the National Statistical Office in April. It was approved by a joint order of the Chairman of the National Statistics Office and the Minister of Labor and Social Protection No. A / 84 and A / 89 dated May 11, 2022.  

Compared to previous methods, the hybrid PMT model which is the methodology for assessing household living standards has the advantage of using a variety of administrative source data, to improve the quality, accuracy, and validation of information. The new hybrid methodology improved the statistical performance or results of the model and reduced the inclusion and exclusion errors in identifying poor households. Advanced methods for checking data errors using tablets and special software will be used to define poor households or to assess the living standards of households. The survey for assessing household living standards will be conducted only on the target group of households below the poverty line.

Concerning the Strengthening Governance in Mongolia project, which was completed on February 28, 2023, the World Bank working group to develop the project completion report had an official meeting with Project Implementation Unit (PIU) and implementing organizations on March 30, 2023. The purpose of the working group meeting is to review the implementation of the project, the results achieved, and the fulfillment of the project indicators.

The strategic approach is appealing to many individuals and organizations as it motivates them to perform better and channels resources directly to the frontlines.     Under the scope of improving public financial management, Mongolia is aiming to introduce result-oriented medium-term budgeting, transitioning from the traditional input-based budgeting. This goal is aligned with development policy of Mongolia to shift from medium-term fiscal framework (MTFF) to medium-term expenditure framework (MTEF).

Within the framework of the European Union financed, World Bank managed “Strengthening Governance in Mongolia” project, the Ministry of Finance, in compliance with the “Sustainable Development Vision 2030” and the “Action Program of the Government of Mongolia for 2016-2020”, has approved and implemented the Public Financial Management (PFM) Reform Strategy and the Action Plan for 2018-2022. The overarching objective of the strategy was to improve governance and achieve effective resource allocation and efficient public service delivery. The implementation status of the PFM Action Plan is indicated as “Certain results have been achieved” at the rate of 85 percent.

The Ministry of Finance Mongolia has developed and successfully launched the Intermediate Service Platform (ISP) in 2022 within the framework of the Strengthening Governance in Mongolia Project. The main purpose of the system is to provide a possibility of information /web services/ exchange between the independent systems of the Ministry of Finance and other organizations in a easy and flexible way. In addition, it is solving the issues of overlapping connections and development between many information systems and organizations, transferring them to a unified standard, making it has no complexity, and more secure.
