"EFFICIENCY OF PUBLIC INVESTMENT" ONLINE TRAINING

Under the "Strengthening Fiscal and Financial Stability" project, jointly implemented by the World Bank and Ministry of Finance of Mongolia, online training on "Efficiency of Public Investment" was organized on February 9, 2021. Over 210 officials in charge of public investment from provinces, capital city, agencies, parliamentary organizations, and ministries participated in the training event.

Mr.B.Javkhlan, the Minister of Finance of Mongolia, gave the opening speech, emphasizing that the implementation of budget reforms at all levels and digitalization of public services will be accelerated. Moreover, the Minister highlighted the importance of thorough deployment of the public investment management (PIM) system, ensuring the budget transparency, accuracy and accountability, in achieving the objectives set by the Government, and wished success to all participants. 

During the training, discussions were held on the current situation of public investment planning, implementation, efficiency, monitoring, challenges and measures to be considered, the projects and activities to be funded by the public investment approved in the year of 2021 Budget Law of Mongolia.

Moreover, an online training session was organized on Public investment planning and methodology and PIM system application for MPs' assistants and advisors with 132 participants on April 27, 2021 and a session on analyzing the significance and effectiveness of newly planned projects for staff at provincial and capital city level was organized for 105 officials on April 13, 2021.

  

This training event helped to improve the planning of projects and activities to be funded by public investment, to select and effectively implement projects that are beneficial to the society, and to focus on investment planning. Furthermore, in connection with the budget planning cycle, an online session on public investment projects and activities to be included in the 2022 draft budget, was successfully organized on May 6, 2021, for officials of ministries, agencies, and other general governors.


In the future, this training event is planned to be organized on a regular basis to improve the budget planning.

“THE CAPACITY DEVELOPMENT RESULTS FRAMEWORK” WAS TRANSLATED AND PRESENTED TO THE PROJECT IMPLEMENTING ORGANIZATIONS

The Project implementing unit translated The Capacity Development Results Framework to strengthen the capacity of target beneficiaries of the Strengthening Fiscal and Financial Stability project and presented it to the implementing organizations, Ministry of Finance, Ministry of Labour and Social Protection of Mongolia, Bank of Mongolia, Financial Regulatory Commission, their relevant departments. The framework, which the World Bank developed in 2009, is a thorough recommendation based on result-based strategy and development maps to enhance local ownership to advance particular developmental goals.

THE BENEFICIARY PREPARES AND DELIVERS A QUARTERLY MACROECONOMIC DIAGNOSTICS REPORT FOR THE BUDGET POLICY MAKERS

The Strengthening Fiscal and Financial Stability Project is being successfully implemented at the Macroeconomic Policy Division (the Macroeconomic Policy Department; the Ministry of Finance, Mongolia) to improve macroeconomic policy tools and enhance research capacity. One of the key areas of the project’s support to the beneficiary is to support the utilization of most recent knowledge and innovations in macroeconomic modeling and macroeconomic analysis tools & techniques, which have been in practical and effective use at the international and domestic research institutes.
