Mongolia has received a credit from the International Development
Association (IDA) for the Strengthening Fiscal and Financial Stability
Project (“SFFSP”). The Objective of the SFFSP is to contribute to the
Government of Mongolia’s efforts to strengthen fiscal and financial
stability and improve the quality of expenditure. The project is
designed into five components: (I) Strengthening Macroeconomic and
Fiscal Management; (II) Improving the Efficiency of Public Financial
Management; (III) Enhancing Financial Sector Stability; (IV)
Strengthening the Social Protection System; (V) Project Management and
Monitoring. The objectives are to: Strengthening fiscal responsibility
and implementing relevant policy measures, improving fiscal discipline,
strengthening the resiliency of the banking system, improving public
expenditure quality in social protection, providing support for Project
implementation, coordination, monitoring and evaluation, including, inter alia,
audit arrangements, reporting requirements, procurement and financial
management activities respectively. For more details, please refer to

The economy of Mongolia is expanding in relation to the mining sector. GDP growth accelerated to a record 17.3 percent in 2011, making Mongolia one of the fastest growing countries in the world. Average economic growth since 2010 has been approximately 8.5 percent per year, making Mongolia one of the world’s fastest-growing economies. While Mongolia’s economy witnessed high growth rates, the poverty records showed only slight changes. Between 2002 and 2010 poverty increased by approximately 3 units despite the increasing growth of the economy. The estimated poverty rate in 2016 was 29.6 percent, meaning more than one in four people are poor. Evidence shows that even though Mongolia increased its financial resources so that public expenditures substantially, the national development indicators such as poverty level and HDI are still at not sufficient level. One of the main reasons for the insufficient outcome is poor integrity between budgeting and policy planning. There are significant gaps that need to be addressed to strengthen coherence in policy planning and budgeting. These coherence gaps have consequences low allocation efficiency in the capital budget and compromising efficiency in public spending and the government’s ability to achieve its policy objectives. One of the main reasons of poor integration between policy and budgeting is related to too many policy documents which are not well linked or connected to each other. Moreover, substantial number of poorly interlinked policy documents causes heavy burden on fiscal expenditure and allocation. Therefore, in order to ensure the coherency of policy and budgeting, the systemizing of current policy documents and its target is essential to be done initially.
According to the Law on the Government of Mongolia, Law on Development policy planning, Ministry of Finance (MOF) is responsible for consistency and integrity of national and sectoral short-medium term development policies. However, as there are substantial number of valid policy documents and shortage of human resource, the considerable amount of time is consumed for ensuring of short-medium term policy documents routinely.
Thus, the Government of Mongolia needs to integrate and range the policy documents so that ensure the linkage between policy and budgeting.
OBJECTIVE OF THE ASSIGNMENT
The main objectives of this assignment are to establish database and define requirements for an application to systemize national and sectoral short-medium-long term development policy documents including its targets and budget allocations.
SCOPE OF WORK
The following assignments will be conducted by the national consultant, but not limited to:
Phase 1. Collect data set related to development policy documents, annual budget laws and its monitoring and evaluation reports.
Phase 2. Analyze the existed databases in MoF and define possible relationships between the existed databases and created data in the Microsoft Excel file.
Phase 3. Design database structure and define requirements for an application to integrate policy documents;
Phase 4. Design prototype of system

The consultant’s work is expected to commence in March 2019. The total duration for this assignment is 7 (seven) months. The consultant will be selected in accordance with the World Bank’s Procurement Regulations for IPF Borrowers (July 2016).
