REQUEST OF EXPRESSION INTEREST
Mongolia has received a credit from the International Development Association (IDA) for the Strengthening Fiscal and Financial Stability Project (SFFSP). The Objective of the SFFS Project is designed to improve fiscal policy and sustainability in a mineral-based economy, protect the poor and vulnerable, and restore confidence in the financial sector. The project is designed into five components: (I) Strengthening Macroeconomic and Fiscal Management; (II)Improving the Efficiency of Public Financial Management; (IU) Enhancing Financial Sector Stability; (IV) Strengthening the Social Protection System; (V) Project Management and Monitoring. The objectives are to: Strengthening fiscal responsibility and implementing relevant policy measures, improving fiscal discipline, strengthening the resiliency of the banking system, improving public expenditure quality in social protection, providing support for Project implementation, coordination, monitoring and evaluation, including, inter alia, audit arrangements, reporting requirements, procurement and financial management activities respectively. The main objective of the Project Implementation Unit (PIU) is to provide timely and effective support to all five components of the Project. The PIU will be responsible for: (a) project management and coordination, procurement, including all contracting for purchases and the hiring consultants; (b) project monitoring, reporting, and evaluation; (c) the contractual relationship with the IDA; (d) financial management including record keeping, financial management reports, the Designated Accounts, and disbursements.
SCOPE OF THE ASSIGNMENT
Key responsibilities of the project assistant will include the following under both projects of SFFSP and EDP:
1.Provide administrative support to the Project Coordinator and PIU staff, maintain office administration and project files.
2.Record and keep track of all in and out documents.
3.Furnish updates to the Project Coordinator and perform necessary communication to the PIU on the official received letters/documents to follow-up on deadlines and/or changes.
4.Render delivery services to the intended recipients as it pertains applicable to the project related operations;
5.Prepare all PIU documents and files for MOF's archive.
6.Conduct all translation of documents from/to English and Mongolian.
7.Assist in documentation process of the PIU and prepare/update all project presentation for the stakeholders.
8.Maintain and update the SFFS project website both in English and Mongolian versions and prepare necessary news articles to the website.
9.Organize project related meetings, forums, travels and assist in organizing project related overseas and local trainings;
10.Keep records (pictures) of project events, meetings and other relevant correspondences etc.
11.Schedule/organize World Bank and Beneficiary meetings, set up agendas, communicate meeting schedules, request/book appointments and organize the logistics.
12.Keep updated about the project development and distribute all project updates to the PIU.
13.Take notes/minutes of meeting in detail and notify the minute details associated with the assigned personnel.
14.Maintain sustainable operation and functionality of all office equipment such as computers, copiers, scanners, photo cameras, camera stands, recorders, projectors, laptops and internet services etc.
15.Assist the Financial Management Specialist on the asset registration of PIU;
16.Assist the Monitoring and Evaluation Specialist on the maintenance and functionality of Project Implementation Monitoring Information System (PIMIS).
17.Register and maintain office library for all publications, books that have been financed by the project and PIU;
18.Collect, design, maintain and record all project brochures, flyers, pamphlets, leaflets, handouts, booklets,catalogs and wall stands etc.
19.Manage office calls, respond to queries, screen calls for message, forward calls to proper recipient as necessary.
20.Order and purchase all office supplies such as papers, cartridges, stationary products etc.
21.Keep liaison with vendors, publicists, media and other partners etc.
22.Develop and plan on to bring efficiency and effectiveness in the project schedule and work approach.
23.Perform such other tasks as reasonably assigned and/or delegated by the Project Coordinator.

The assignment for above position will start in September, 2018. The Contract will be for a period of 12 months with a probationary period of 3 months, subject to satisfactory performance against Terms of Reference.The consultant will be selected in accordance with the World Bank’s Procurement Regulations for IPF Borrowers (July 2016).
