REQUEST FOR EXPRESSION OF INTEREST.
Mongolia has received a credit from the International Development Association (IDA) for the Strengthening Fiscal and Financial Stability Project (SFFSP). The Objective of the SFFS Project is to contribute to the Government of Mongolia’s efforts to strengthen fiscal and financial stability and improve the quality of expenditure. The project is designed into five components: (i) Strengthening Macroeconomic and Fiscal Management; (ii) Improving the Efficiency of Public Financial Management; (iii) Enhancing Financial Sector Stability; (iv) Strengthening the Social Protection System; (v) Project Management and Monitoring. The objectives are to strengthen fiscal responsibility and implement relevant policy measures, improve fiscal discipline, strengthen the resiliency of the banking system, improve public expenditure quality in social protection, and provide support for Project implementation, coordination, monitoring and evaluation, including, inter alia, audit arrangements, reporting requirements, procurement and financial management activities respectively. SCOPE OF THE ASSIGNMENT
Subcomponent B.3 aims at strengthening the public financial management institutional capacity as well as improving the functions and operations of the Ministry of Finance by analyzing the current organizational structure of the departments and divisions of MOF and developing a strategic plan and relevant documents for the Ministry.
The objective of the Consultancy is to assist MOF in starting implementation of the subcomponent through conducting brief consultations at MOF on the Human Resource Development Program to be imbarked, preparing drafts of terms of references under the subcomponent and conducting market research related to the further planned consultancy services in an efficient and timely manner.  
The Consultant will undertake the following assignments, but not limited to:

Phase 1: Preparatory work
•Conduct brief consultations with relevant groups within the Public Administration and Management Department (PAMD), selected units at MoF and the PIU in order to gather specific inputs with regard to the assessment of HR management functions and the envisioned Human Resource Development Program, as well as for the program for employees’ working conditions and social security that are expected to be implemented;
•Based on running the consultations develop a first outline of the areas and topics that will need to be covered by a consultancy firm(s) that will help inform the details of the consultancy work (Terms of Reference) as well as the market research required.
•Conduct a brief desk review with support of the WB team on similar work implemented in other countries and similar Terms of Reference developed to guide the work and select interested firms.

Phase 2.  Prepare drafts of Terms of Reference for the planned consultancies and technical specifications for the various goods to be procured under the subcomponent:
•Prepare drafts of Terms of Reference for the consultancies included in the approved procurement plan for the sub-component. As part of this task the consultant will:
o Prepare the first drafts of Terms of Reference which will need to include specific details on 1) background of the HR reform process under implementation 2) technical areas to be covered by the consultancy firm 3) activities to be performed in detail under the sub-component 3) timeline and expected deliverables 4) team composition and technical expertise required and 5) estimated budget (disaggregated by tasks to be performed)
o Share the TORs with the PAMD, MoF, PIU as well as the World Bank and collect inputs/suggestions.
o Finalize the TORs taking into consideration inputs, comments and suggestions  provided by the PAMD, PIU and the World Bank experts;

•Prepare Technical Specifications for procurement of various goods that fall under the subcomponent as per the approved procurement plan for the project. The Technical Specifications should be based on relevant research of specific needs of the MOF and the local market for the desired goods. The technical specifications are subject to revision and comments to be provided by the PIU, which need to be properly addressed into a revised version.

Phase 3. Conduct market research
•Research and map existing consultancy firms with the technical capacity and experience in performing HR reform and other related  tasks;
•Prepare a list of the consultancy firm that would be qualified to carry out the expected tasks under the subcomponent to inform the outreach and publication process for expressions of interest;
•Review and suggest the most appropriate method for selection of the consulting firms to be employed under the subcomponent e.g. QCBS, CQS, SSS, QBS and other;
•Identify the contract implementation risks and areas where efforts should be focused on during the planning/design stage stage of the consulting services;
•Review the  cost estimates based on the market research for similar assignments and reflect changes, if any, in the draft TORs;
•Provide recommendations on the contractual arrangements and the payments schedules;

SHORTLISTING CRITERIA/CONSULTANT’S QUALIFICATIONS:
Education:  The suitable candidate should have preferably a post graduate degree in the following  relevant field:, economics, organizational development/human resources and/or public/business administration;
Experience:  The incumbent should have at least five years relevant professional experience, with specific experience in public/business administration
Language skills:  fluent written and spoken skills in both English and Mongolian languages.
Other skills:
a.Excellent interpersonal skills with the ability to function effectively and collaboratively in a team environment; and
b.Be proficient in PC-based applications such as Word, Excel and data management, and have excellent web research and navigation skills; and
c.Familiarity with IT system particularly, with fiscal management information systems is essential.

CONTRACT DURATION:
The total duration of the consultancy service is estimated to be 1 (One) month. The consultant will be selected in accordance with the World Bank’s Procurement Regulations for IPF Borrowers (July 2016).
