REQUEST FOR EXPRESSION OF INTEREST.
Mongolia has received a credit from the International Development Association (IDA) for the Strengthening Fiscal and Financial Stability Project (“SFFSP”). The Objective of the SFFSP is to contribute to the Government of Mongolia’s efforts to strengthen fiscal and financial stability and improve the quality of expenditure. The project is designed into five components: (I) Strengthening Macroeconomic and Fiscal Management; (II) Improving the Efficiency of Public Financial Management; (III) Enhancing Financial Sector Stability; (IV) Strengthening the Social Protection System; (V) Project Management and Monitoring. The objectives are to: Strengthening fiscal responsibility and implementing relevant policy measures, improving fiscal discipline, strengthening the resiliency of the banking system, improving public expenditure quality in social protection, providing support for Project implementation, coordination, monitoring and evaluation, including, inter alia, audit arrangements, reporting requirements, procurement and financial management activities respectively. Over the past few years Government of Mongolia has implemented around 120 foreign invested projects. Ministry of Finance (MOF) is currently using wide variety of spreadsheet on a daily operation in order to record the disbursement, outstanding balance, available funds and other related information for the project. Hence, the MOF has faced the challenges to develop and install software for creating an integrated database for projects financed by the official development assistance (ODA), managing, monitoring and reporting externally funded projects’ financing and execution. In order to create comprehensive database for externally funded projects, Development Financing Department (DFD) of MOF is planning to develop several appropriate comprehensive system for recording the externally funded projects, tax exemption automation system and to upgrade current Official development assistance monitoring and information system (ODAMIS).
SCOPE OF THE ASSIGNMENT
The main objective of the consultant is to assist the DFD improving automation of tax exemption process, developing software/database and maintaining tax exemption recording system database interlinked with taxation and customs office to enable smooth transfer of data, expedite and simplify actual processing of customs and VAT exemption.
Following assignments will be conducted by the national consultant, but not limited to:
1.Develop design and structure of the system for ODA tax exemption recording and reporting;
2.Assist in developing the system;
3.Organize stakeholders meeting to determine their needs and discuss the process of system development;
4.Conduct tests of the preliminary version of software into a server;
5.Take over completed system from the developer and serve as the administrator of the software;
6.Organize trainings and workshop on introducing the developed system, its features, databases, and information flows for the system users;
7.Upload previous exemption data into the system under the active ODA project in order to build initial database;
8.Update and maintain system database;
9.Prepare consolidated ODA tax exemption report on a quarterly basis;
10.Assist other staff with the necessary information on ODA tax exemption figures and data;
11.Undertake other tasks as reasonably requested and/or assigned by the Director General of DFD.
SHORTLISTING CRITERIA/CONSULTANT’S QUALIFICATIONS:
Education: A suitable candidate should have bachelor’s degree in the business and/or public administration, finance, economics and other relevant fields;
Experience: Incumbent should have at least 1-year relevant professional experience, with specific experience in project management, financial management, previous work experience in civil service and IFI financed projects is plus.
Language skills: Fluent written and spoken skills in both English and Mongolian languages;
Other skills:
a.Excellent interpersonal skills with the ability to function effectively and collaboratively in a team environment;
b.Be proficient in PC based applications such as Word, Excel and data management, and have excellent web research and navigation skills.
CONTRACT DURATION:
The consultant is expected to commence working effective from May 2018. The duration of the assignment is 8 months. The consultant will be selected in accordance with the World Bank’s Procurement Regulations for IPF Borrowers (July 2016).
