Mongolia has received a credit from the International Development Association (IDA) for the Strengthening Fiscal and Financial Stability Project (SFFSP). The Objective of the SFFSP is to contribute to the Government of Mongolia’s efforts to strengthen fiscal and financial stability and improve the quality of expenditure management. The project is designed with five components: (i) Strengthening Macroeconomic and Fiscal Management; (ii) Improving the Efficiency of Public Financial Management; (iii) Enhancing Financial Sector Stability; (iv) Strengthening the Social Protection System; (v) Project Management and Monitoring. The objectives are to strengthen fiscal responsibility and implement the relevant policy measures; improve fiscal discipline; strengthen the resiliency of the banking system; improve public expenditure quality in social protection; and provide support for Project implementation, coordination, monitoring and evaluation, including, inter alia, audit arrangements, reporting requirements, procurement and financial management activities, respectively. 

Subcomponent B4 of the project aims to strengthen public investment management in Mongolia by supporting the Public Investment Department (PID) in developing the required guidelines and methodology for enhanced investment project planning, appraisal, selection/prioritization, and budgeting processes. It also aims at supporting the development of a rationalization methodology to identify and restructure underperforming projects as well as to build technical capacity within the Ministry of Finance (MoF) and the line ministries on Public Investment Management procedures.

The MoF is responsible for overall coordination and results monitoring in the implementation of public investment projects. Specifically, the PID of MOF is in charge of developing project plans, policies, and legal provisions exclusively devoted to strengthening the administration and organization of public investments; taking care of completing the ongoing tasks; identifying the most priority investments in line with the national and regional development policies; conducting studies on needs assessment and sources for financing for the public investments; and developing the national budget framework for investments for the year, medium-term, and future years.

The PID is currently engaged in implementing technical assistance projects financed by the World Bank, the EU, ADB, and JICA and there is a strong need to ensure coordination and complementarity of these project activities financed from different sources.  


The objective of the Coordinating Consultant is to assist the DFID with the implementation of activities under the Sub-components B4, A3.2 of the SFFS Project and Component 2.5 of the SGM project in an efficient and timely manner 


Key responsibilities of the National Consultant will include, but not be limited to, the following:

  1. Act as a liaison between the PIU and the DFID and will act to efficiently and effectively relay information between the parties involved in order to achieve synergy and strong coordination/complementarity; 
  2. Coordinate the work of all consultants hired under the Sub-Components B4, A3.2 of the SFFS and under the Component 2.5 of the SGM under the guidance of the DFID and in close coordination with the PIU; 
  3. Assist the DFID in initiating and implementing activities planned under the procurement plan for the Sub-Components B4,A3.2 and Component 2.5 with a clearly defined timeframe and outcomes; 
  4. Prepare draft Terms of Reference according to the approved procurement plan that fall in line with the subcomponent objectives. Finalize the Terms of Reference taking into consideration inputs, comments and suggestions provided by the DFID, PIU and the World Bank task team; 
  5. Assist the PIU in facilitating organization of various committees and their meetings in relation to the activities under Sub-Components B4, A3.2 of the SFFS project and under Component 2.5 of the SGM project.
  6. Prepare work plans for the subcomponents and develop detailed training plans for fulfilling the Subcomponents objectives as well as prepare training requests in the standard forms/templates; 
  7. 7Assist the PIU in developing requests/proposals for international, local training and capacity building events to be carried-out under the subcomponent. This task will also include organizing the relevant logistical arrangements such as preparing the estimated budgets and invitation letters, printing training materials, securing appropriate venues, organizing field visits, as well as preparing the completion reports for all activities; 
  8. Support to the PIU FM specialist by providing a fully translated description and details of the training courses/activities undergone overseas and locally and their associated results; 
  9. Assist the PIU in preparing monthly, semi-annual, annual reports as well as any other necessary information as requested by the M&E specialist at the PIU, in a timely manner;
  10. Provide translation and interpretation support as necessary and as requested; and 
  11. The coordinating consultant will assist the PIU in preparation of the Implementation Completion Report to be prepared once the projects are formally closed 
  12. Undertake any other tasks as reasonably requested by the PIU and the divisions under the Subcomponents B4, A3.2 and Component 2.5.


The consultant will report directly to the Director-General of DFID while simultaneously reporting to the PIU Coordinator. The consultant will work on a full-time basis during the period of the contract. All information provided to the consultants will be regarded as confidential and information will not be shared with any outside individuals or organizations. 

The DFID shall evaluate the consultant’s performance together with the PIU on an output basis and approve of invoices for the delivered outputs. The Consultant must prepare and submit monthly, quarterly and annual summary reports detailing achievements and, when applicable, also include the impediments encountered during the course of executing a part of or the entire assignment as requested and on time. All reports shall be prepared in both English and Mongolian, in electronic and hard format, which shall be submitted to the DFID and the PIU (SFFSP,SGMP).


The consultancy assignment is expected to commence in September 2022 and the total duration of the assignment is 8 months. 


The DFID will provide office space and will work closely with the Coordinating Consultant on a day-to-day basis. The consultant shall be provided with all the necessary data and information to perform the many tasks detailed in these TORs. 


To be considered, eligible candidates should meet all the eligibility criteria listed below:

Education: A suitable candidate should have a university degree in one or more of the following relevant fields: finance and/or accounting;

Experience: A candidate should have at least 5 years of professional experience with proven experience in the financial and/or economic sectors. Experience of working in central government agencies and for donor projects would be preferred. The candidate who worked in international organizations or companies will be strongly encouraged to apply.

Language skills: Mongolian citizen with fluent written and spoken skills in both English and Mongolian. IELTS or TOEFL score would be an advantage;

Other skills: Be proficient in PC-based applications such as Word, Excel, PowerPoint, Access, and business and accounting software and have excellent web research and navigation skills; Excellent interpersonal skills with the ability to function effectively and collaboratively in a team environment; possess high integrity and accountability; and be able to work overtime if required.
