Mongolia received a credit from the International Development Association (IDA) for the Strengthening Fiscal and Financial Stability (SFFS) Project. The Objective of the SFFS Project is to contribute to the Government of Mongolia’s efforts to strengthen fiscal and financial stability and improve the quality of expenditure management.   The project is designed into five components: (i) Strengthening Macroeconomic and Fiscal Management (Component A); (ii) Improving the Efficiency of Public Financial Management (Component B); (iii) Enhancing Financial Sector Stability (Component C); (iv) Strengthening the Social Protection System (Component D); and (v) Project Management and Monitoring (Component E). 
A Project Implementation Unit (PIU) had been set for the project to provide timely and effective support to all five components of the Project. The PIU is responsible for: (a) project management and coordination, procurement, including all contracting for purchases and the hiring consultants; (b) project monitoring, reporting, and evaluation; (c) the contractual relationship with the IDA; (d) financial management including record keeping, financial management reports, the Designated Accounts, and disbursements.
The PIU of the SFFS project is also providing implementation support to the Strengthening Governance in Mongolia (SGM) Project funded by a grant from the European Union, of which activities are aligned and complementary to the ones of Components A and B of the SFFS project. 


The National Consultant in Monitoring and Evaluation (M&E) will be responsible for providing technical support to the PIU and the beneficiary agencies in (i) monitoring and evaluation of outcomes of all activities planned and implemented under the SFFS and SGM projects in an efficient and timely manner; and (ii) preparation of the annual and implementation completion reports for the SFFS and SGM projects.  


Key responsibilities of this assignment will include the following, but not limited to:
1. M&E-related tasks 
- Monitor contract implementation status across components of the SFFS and the SGM Projects vis-a-vis outputs/outcomes expected to be achieved that will help contribute to the realization of the project PDO as well as intermediate result  indicators, including providing recommendations, assessing the completeness of the tasks when needed; 
- Review and get familiar with the periodic, mid-term and annual progress reports of the projects prepared to date; and
- Collect and review all component reports from the relevant component coordinating consultants and the PIU staff for the period ahead and curate information about outputs and outcomes achieved for using it as input for preparing relevant project reports.
2. Reporting related-tasks:
- Prepare consolidated quarterly and annual progress reports for the projects both in English and Mongolian; and
- Prepare the projects’ closing reports with emphasis on performance, results, and lessons learned in English and Mongolian.
3. Other related tasks:
- Maintain and archive project files, including the progress reports of each component of the SFFS and SGM Projects and the filled-out Contract Management Tables (CMT) that are used for monitoring contract implementation in both electronic and hard copies;
- Undertake such other tasks related to the projects’ M&E matters as detailed in the project implementation manual (PMI) as reasonably requested and/or assigned by the PIU Project Coordinator.


The consultant shall prepare annual plans detailing the activities to be conducted as per the list of tasks included in Section C “Scope of Work” of these TOR and provide brief reports detailing progress as well as full completion of the detailed tasks to be carried out under this consultancy. 


Education: A suitable candidate should have a Master’s degree in relevant field: in development studies, business administration, economics finance, accounting or other relevant fields;
Experience:  The incumbent should have at least 3 years of professional experience in M&E methods and approaches (including quantitative, qualitative, and participatory data collection and analysis). She/he should preferably have experience in working with different government agencies and have a sound understanding of theories of change training and/or implementation, planning, monitoring, and evaluation of internationally financed projects. 
The following experience will be an asset:
- Experience in writing and developing monitoring and evaluation reports;
- Experience of working with/ for international development institutions, understanding of their requirements, and work ethics is an asset.
Language skills: The candidate should be fluent in Mongolian and English and have strong writing and speaking skills in both languages.  
Computer literacy: be proficient in PC-based applications such as Word, Excel, and data management, and have excellent web research and navigation skills.
o The candidate shall have high professional and personal integrity, and excellent communication and interpersonal skills with the ability to collaborate effectively with the relevant stakeholders, implementing agencies and the PIU team; 
o Ability to function independently and collaboratively in a team environment;
o Organizational skills with the ability to handle multiple assignments and able to work overtime.


The incumbent will report directly to the PIU Project Coordinator and will work on a day-to-day basis with the officials appointed by the PIU Project Coordinator on technical matters related to each component implementation. The PIU Project Coordinator will also provide input to the evaluation of the consultant’s performance, to the Project Director.


The assignment for the above position will be effective in July, 2022. Total inputs required for undertaking the above tasks are 10 months until April 2023. The duration of the service may be extended in case the project duration is extended and based on satisfactory performance.
