REQUEST FOR EXPRESSION OF INTEREST.
Mongolia has received a
credit from the International Development Association (IDA) for the
Strengthening Fiscal and Financial Stability Project (SFFSP). The
Objective of the SFFSP is to contribute to the Government of Mongolia’s
efforts to strengthen fiscal and financial stability and improve the
quality of expenditure management. The project is designed with five
components: (i) Strengthening Macroeconomic and Fiscal Management; (ii)
Improving the Efficiency of Public Financial Management; (iii) Enhancing
Financial Sector Stability; (iv) Strengthening the Social Protection
System; (v) Project Management and Monitoring. The objectives are to
strengthen fiscal responsibility and implement the relevant policy
measures; improve fiscal discipline; strengthen the resiliency of the
banking system; improve public expenditure quality in social protection;
and provide support for Project implementation, coordination,
monitoring and evaluation, including, inter alia, audit arrangements,
reporting requirements, procurement and financial management activities,
respectively. For more details, please refer to the Project Appraisal

Subcomponent B2 of the project aims to
increase budget comprehensiveness and transparency through better
control, reporting and expansion of the government’s integrated
financial management information capabilities. The Government of
Mongolia has been using FreeBalance software since 2005 as the
Government’s Financial Management Information System (GFMIS) i.e. the
treasury system. This system is primarily focused on enabling quick
settlement of payments and producing budget execution reports. Starting
last year, the Ministry of Finance (MOF) has been upgrading the GFMIS to
the latest web-based FreeBalance Version 7 (FB V7). Bank Reconciliation
and Payment Management functionalities are managed by custom solutions
at the Treasury Department. In GFMIS / FB V7 these capabilities are
standard so to enable these, the Treasury Department needs to use the
standard payment files generated from the GFMIS / V 7 and process bank
statements based on the V 7 standards. The Treasury Department further
need to assess and develop a multicurrency and real time gross
settlement system integrated with the GFMIS / FB V7 in order to process
donor-funded project transactions through the GFMIS. Furthermore, there
is also a necessity to get technical support to implementation of the
web-based GFMIS / FB V7 in the related areas.
SCOPE OF THE ASSIGNMENT
The
objective of the desired national consultant is to assist the Treasury
Department of MOF in preparing for development of multicurrency and
real-time gross settlement systems integrated with the GFMIS /FB V7 and
support implementation of the web-based GFMIS / FB V7 in the related
areas.
The following tasks are expected to be conducted by the national consultant:
Task 1. Carry
out research and analysis for developing multicurrency and real-time
gross settlement systems integrated with the GFMIS /FB V7:
Examine
and analyze the existing multicurrency and real-time gross settlement
practices in the country and explore similar possibilities within the
GFMIS / FB V7;
Prepare technical requirements for a consultancy
service to develop the multicurrency and real time gross settlement
system integrated with the GFMIS / FB V7;
Examine and analyze the
existing practices in the country for reporting and reconciling accounts
of budget entities at commercials banks; and
Prepare technical
requirements for a consultancy service to develop a reporting and
reconciliation tool for budget entities’ commercial bank accounts;
Task 2. Provide technical support for implementation of the web-based GFMIS/FB V7 in the related areas:
Analyze
error logs in the system and work with the functional administrator and
the core system provider to fix the errors and provide support on
necessary customization of applications;
Prepare a GFMIS user manual based on the software vendor’s standard manual in video and written forms as required;
Assist
the Treasury Department in preparing a payment and settlement internal
control guideline for all levels of treasury activities;
Prepare a training plan and conduct training with the MOF staff for all functional users of GFMIS /FB V7;
Provide support to the MOF on finalization of the GFMIS / FB V7 Blueprint and final handover of the configuration data;
Work
in tandem with the other local consultants and MOF officials to assist
in all tasks related to full utilization of the GFMIS /FB V7 and provide
technical support on interfacing the system with other required
systems; and
Perform any other additional tasks as reasonably requested by the Director-General of the Treasury Department.
SHORTLISTING CRITERIA/CONSULTANT’S QUALIFICATIONS:
Education and Knowledge:
- A suitable candidate must have a bachelor’s degree in information technology (IT) and/or finance;
Experience:
-
Incumbent should have at least 6 years of relevant experience in IT
field with a minimum of 3 years of direct experience in the field of
development of programs and information systems;
- Previous experience in a similar capacity of working with the Enterprise resource planning /ERP/ system is required.
Language skills:
- Good skills of writing and comprehending in Mongolian and English.
Other skills:
-
Excellent interpersonal skills with the ability to function effectively
and collaboratively in a team environment and high integrity and
accountability, and
- Advanced skills of programing and database administrator such as Oracle, MSSQL, Java and .NET.
CONTRACT DURATION:
The
consultancy is expected to commence in May 2018. The duration of the
assignment will be 6 months. If performance is satisfactory, the
consultancy can be subject to extension.The duration of the assignment
is 6 months. The consultant will be selected in accordance with the
World Bank’s Procurement Regulations for IPF Borrowers (July 2016).
