Зарын урилга

A. Background

Mongolia received a credit from the International Development Association (IDA) for the Strengthening Fiscal and Financial Stability (SFFS) Project. The Objective of the SFFS Project is to contribute to the Government of Mongolia’s efforts to strengthen fiscal and financial stability and improve the quality of expenditure. The project is designed into five components: (I) Strengthening Macroeconomic and Fiscal Management; (II)Improving the Efficiency of Public Financial Management; (III) Enhancing Financial Sector Stability; (IV) Strengthening the Social Protection System; (V) Project Management and Monitoring. For more details, please refer to the Project Appraisal Document Report No. PAD2269 . 

Subcomponent A.2 of the SFFS Project aims at strengthening fiscal policy and planning  by  improving the existing legal framework through reviewing the related fiscal laws and including new fiscal relations to address the inconsistencies in tax laws, introduce international best practices in the tax laws such as transfer pricing and base erosion and profit shifting (BEPS), and build comprehensive revenue forecasting and financial models for economic analysis of large-scale mega projects. Moreover, Subcomponent B1 aims at improving budget credibility, predictability, and execution for better delivery of services by  strengthening the MTFF preparation process, management and compliance; improving budget preparation and planning functions including regulations and processes to ensure sector preparation of realistic expenditure plans, as well as to support an adequate implementation of the Medium-Term Expenditure Framework and improving  budget execution processes as well as enhancing budget control, internal audit, and risk management functions. The EU-funded Strengthening Governance in Mongolia (SGM) Project also provides complementary support under its Subcomponents 1.3, 2.1 and 2.2 in the above-mentioned areas. 

B. Objective of the Assignment

The objective of the consultancy is to assist the Fiscal Policy and Planning Department of the Ministry of Finance (FPPD, MOF) with the implementation of activities under subcomponents A2 and B1 of the SFFS Project and also subcomponents 1.3, 2.1 and 2.2 of the SGM Project in an efficient and timely manner and facilitate engagement of the FPPD in other policy work related to and within the scope of the two projects. 

C. Scope of Work 

The Coordinating Consultant will undertake tasks including, but not limited to, the following:

Main Coordination Tasks:

   • The Coordinating Consultant shall act as the technical and key coordinating person to ensure that tasks aimed at strengthening fiscal policy and planning and improving budget credibility and predictability for better delivery of services are identified, planned and delivered in accordance with the work plan and the procurement plan of the project; 

   • The Coordinating Consultant shall be a liaison between the PIU and the FPPD and will act to relay information related to the planning and implementation of the activities between the parties efficiently and effectively in order to ensure timely and successful implementation of the relevant project activities;

   • The Coordinating Consultant will  support the preparation, implementation and monitoring of the work plan of the project which includes coordinating the hiring and work to be performed by  all consultants under the subcomponents A.2 and B.1 of the SFFS Project and subcomponents 1.3, 2.1 and 2.2 of the SGM Project. The consultant will perform these tasks under the guidance of the relevant beneficiary department/divisions and in close coordination with the PIU; and

   • Provide translation and interpretation support as necessary and as requested. 

Technical tasks related to the implementation of Subcomponents A2 and B1 of the SFFS Project and Subcomponents 1.3, 2.1 and 2.2 of the SGM Project:  

As indicated above, the Coordinating Consultant will lead, in consultation and under the guidance of the relevant MOF units and the PIU, the groups of tasks described below:

Planning and Procurement Tasks: 

   • Assist the FPPD in preparing and/or amending  the annual work plan and procurement plan and in implementing activities under the SubComponents A2. Strengthening Fiscal Policy and Planning, B1. Improving Budget Credibility, Predictability and Execution for Better Delivery of Services as well as Subcomponents 1.3. Taxation and Revenue Management, 2.1. Overall PFM Reform Plan and Interagency Coordination and 2.2. Budget Preparation and Execution of the SGM Project;

   • Prepare draft Terms of References (TORs) for the technical work to be carried out  according to the approved procurement plan in accordance with the objectives of the relevant subcomponents of the SFFS and SGM Projects. As part of this task the consultant will:

     o Draft TORs and submit it to the FPPD and the relevant divisions and/or the PIU for their review and inputs and facilitate the procurement process;

     o Finalize the Terms of Reference taking into consideration inputs, comments and suggestions  provided by the FPPD and the PIU, and obtain the technical clearance of the relevant World Bank component leader;

     o Promptly submit the cleared TORs to the PIU for further processing including obtaining the final WB’s No Objection by the task team leader;

     o Work closely with the PIU to ensure the selected candidate obtain the work offer and sign the negotiated contract before starting the work;

     o Promptly inform the FPPD and the PIU of the need to extend and/or terminate a contract and discuss next steps to be followed to ensure no disruption in the implementation of the planned activities; 

     o Monitor and inform the FPPD and the PIU on a monthly basis on the progress made with hiring the technical expertise need for implementing the planned activities under the approved procurement plan for the year;

    • Prepare Technical Specifications and facilitate  the  procurement of various goods, if any, that fall under the subcomponent as per the procurement plan. 

     o Present the draft technical specifications of the goods to be procured to the FPPD and the PIU for revision and comments. Incorporate the inputs received before submitting to the WB component leader for technical clearance

     o Once the technical clearance is obtained, promptly submit the request to the PIU for further proceeding including obtaining the final WB’s No Objection to start the procurement process.

Finance Management Tasks: 

    • Prepare request forms of disbursement, implementation action plans and develop detailed training plans to achieve the objectives of the relevant subcomponents of the SFFS and SGM Projects and prepare training requests in accordance with the standard forms;

    • Assist the PIU in developing proposals for international, local training and capacity building events to be carried-out under the relevant Subcomponents of the SFFS and the SGM Projects. This task will also include taking care of the relevant logistic aspects such as preparing invitation letters, securing appropriate venues, organize field visits and  prepare estimated budgets as well as completion reports for each activity;

    • Assist in developing and finalizing training materials and incorporate comments and revisions  received from FPPD officials, the World Bank Task Team and the PIU;

    • Support and provide the FM and Training Specialists at the PIU with a fully translated description of the training courses and results of overseas and local training;

Planning, Monitoring and Evaluation Specific Tasks:

    • Participate and assist the PIU in the organization of meetings with the the FPPD as well as the Evaluation Committee and Steering Committee with regard to the planning, implementation and monitoring of the activities under the relevant subcomponents of the SFFS and the SGM Projects. During these meetings, the consultant will be in charge of preparing minutes capturing the main points discussed and the decisions reached by the parties. 

    • Assist the PIU in preparing, on a timely manner,  monthly, semi-annual, and annual reports as well as any other necessary information that might be requested  by the M&E Specialist at the PIU; 

D. Consultant’s Qualifications/ Selection Criteria

    - Education:  The suitable candidate should have a post graduate degree  in the following relevant field: public finance, economics, finance and/or public/business administration;

    - Experience:  The incumbent should have five to eight  years of relevant professional experience, with specific experience in public finance. Project management experience is essential. 

    - Language skills:  fluent written and spoken skills in both English and Mongolian.

    - Other skills: 

      a. Excellent interpersonal skills with the ability to function effectively and collaboratively in a team environment; 

      b. Proficiency in PC-based applications such as Word, Excel and data management, and have excellent web research and navigation skills; and

E. Supervision and Reporting 

The consultant will report directly to the Director-General of the Fiscal Policy and Planning Department, Head of Budget Revenue Division, Head of Budget of Consolidation, Head of Budget Expenditure Division and Subcomponent Lead, while simultaneously reporting to the PIU coordinator. The consultant will work on full-time basis during the period of the contract.

In the event of project restructuring occurring during the life-time of the contract which affects  the Subcomponents currently set (i.e. Subcomponents may be absorbed, eliminated or newly added), the MOF, in consultation with the PIU, at its own discretion might  arrange how the assignment might be amended  accordingly or appointed elsewhere.   

The FPPD and the PIU shall evaluate the consultant’s performance on an output basis and approve of invoices for delivered outputs. 

The Consultant must prepare and submit to the FPPD and the PIU monthly, quarterly and annual summary reports detailing achievements and when appropriate also include details of the impediments in the execution of the entire assignment as requested and on time. 

All reports shall be prepared in both English and Mongolian, in electronic and hard format, which shall be submitted to the FPPD and the PIU.

F. Contract Duration 

The total duration of the consultancy service rendered is estimated to be 16 months with a probationary period of 3 months. If performance is satisfactory the consultancy service  contract will be extended. 

G. Institutional Arrangements

The Ministry of Finance (FPPD) will provide an office space and will work with the coordinating  consultant on a day-to-day basis. The consultant  shall be provided with all the necessary data and information to perform the many tasks detailed in these TORs. The consultant is expected to communicate and coordinate his/her work with international consultants who might be supporting the implementation of key activities under the relevant subcomponents of the SFFS and the SGM Projects.
