A. BACKGROUND
Mongolia has received a credit from the International Development Association (IDA) for the Strengthening Fiscal and Financial Stability Project (SFFSP). The Objective of the SFFS Project is designed to improve fiscal policy and sustainability in a mineral-based economy, protect the poor and vulnerable, and restore confidence in the financial sector. The project is designed into five components: (I) Strengthening Macroeconomic and Fiscal Management; (II)Improving the Efficiency of Public Financial Management; (III) Enhancing Financial Sector Stability; (IV) Strengthening the Social Protection System; (V) Project Management and Monitoring. The objectives are to: Strengthening fiscal responsibility and implementing relevant policy measures, improving fiscal discipline, strengthening the resiliency of the banking system, improving public expenditure quality in social protection, providing support for Project implementation, coordination, monitoring and evaluation, including, inter alia, audit arrangements, reporting requirements, procurement and financial management activities respectively. The main objective of the Project Implementation Unit (PIU) is to provide timely and effective support to all five components of the Project. The PIU will be responsible for: (a) project management and coordination, procurement, including all contracting for purchases and the hiring consultants; (b) project monitoring, reporting, and evaluation; (c) the contractual relationship with the IDA; (d) financial management including record keeping, financial management reports, the Designated Accounts, and disbursements.
B. OBJECTIVE OF THE ASSIGNMENT
The main objective of the consultancy is to is to support the PIU in improving the documentation of the procurement transactions, improving the recording of the transaction and filing process in STEP as per the World Bank procurement policies and procedures. He/she will be working under the direct supervision of the Procurement Specialist responsible for in the preparation of all procurement bid documents, and keeping all data up-to-date accurately in STEP system.
C. SCOPE OF WORK
Key responsibilities of this assignment will include the following, but not limited to:
- Assist in reviewing and cleaning-up the existing files and records taking into account the findings of the latest procurement post review and the World Bank procurement policies and procedures.
- Assist in recording new procurement activities in line with World Bank procurement policies and procedures;
- Assist in keeping all procurement records in STEP system up to date;
- Maintain project files, and record incoming and outgoing documents, including archiving project documents;
- Assist in checking the completeness of all procurement bid documents on the basis of the World Bank’s sample documents, including Goods and Consultants before proceeding with the procurement process and for purpose on improving their recording in the system;
- Assist with interpretation, translation of the related documents and disseminate information;
- Such other tasks as requested by the Project Coordinator and other officials.
D. DELIVERABLES
The consultant shall provide brief monthly reports on the listed tasks in the Section C. Scope of work.
E. CONSULTANT’S QUALIFICATIONS / SELECTION CRITERIA
- Education: A suitable candidate should have an university degree in relevant field: IT, Finance, Accounting, Business Administration or any other relevant fields;
- Experience: Incumbent should have at least 1 year working experience in the field of database management;
- Language skills: Candidate should be fluent in Mongolian and English and have strong writing and speaking skills in both languages.
- Computer literacy: Be proficient in PC based applications such as Word, Excel and data management, and have excellent skills and knowledge on web-based applications, web research and navigation skills.
- Other:
o The candidate shall have high professional and personal integrity, and excellent communication and interpersonal skills with the ability to collaborate effectively with the relevant stakeholders and implementing agencies;
o Ability to function independently and collaboratively in a team environment;
o Organizational skills with the ability to handle multiple assignments and able to work overtime.
F. SUPERVISION AND REPORTING
Incumbent will report directly to the PIU Project Coordinator and will work on a day-to-day basis with the officials appointed by the PIU Project Coordinator on technical matters related to each component implementation. The PIU Project Coordinator will also provide input to the evaluation of the consultant’s performance, to the Project Director.
G. CONTRACT DURATION
The assignment for above position will be commenced in August, 2020. Total inputs required for undertaking above tasks are 6 months until February, 2021 with a possible extension period, if necessary, based on satisfactory performance and needs.
