A.BACKGROUND
Mongolia has received a credit from the International Development Association (IDA) for the Strengthening Fiscal and Financial Stability Project (SFFSP). The Objective of the SFFS Project is designed to improve fiscal policy and sustainability in a mineral-based economy, protect the poor and vulnerable, and restore confidence in the financial sector.
The PIU of the SFFS project will also provide implementation support to the “Strengthening Governance in Mongolia (SGM) Recipient Executed (RE) Grant supported with funds from the European Union and which activities are aligned and complementary to the ones of component A and B of the SFFS project.
Under the Projects, The Ministry of Finance is seeking to recruit a qualified National Monitoring and Evaluation Specialist to carry out the following duties related to Project Monitoring Evaluation.
B.OBJECTIVE OF THE ASSIGNMENT
Monitoring and Evaluation Specialist will be responsible for assisting the PIU and the beneficiary agencies in (i) the establishing and monitoring baseline and project performance indicators for respective project interventions; (ii) evaluation of outcomes of all activities planned for SFFSP and SGM, projects in an efficient and timely manner; and (iii) contract management and monitoring.
C.SCOPE OF WORK
Key responsibilities of this assignment will include the following, but not limited to:
-Develop/ improve a project performance monitoring system, which would be connected with a field-based reporting system that allows the continuing identification of best practices and lessons learned, in cooperation with other PMU members.
-Prepare baseline and monitor year/end target figures for the project PDO, and intermediate result indicators list for the SFFSP which will be used as the basis for comparing project progress and outcomes – a preliminary list of indicators is contained in the Financing agreement;
-Update baseline indicators if the initial baseline indicators in the Financing agreement are needed to be further reviewed or revised depending on policy changes of Government’s priority activities;
-Prepare progress and performance monitoring indicators for all SFFS project components along with information or data collection and responsibility matrix;
-Collect and review all component reports and curate information about output and outcomes achieved for using it as inputs for preparing consolidated quarterly, semi-annual, annual progress reports and project closing reports with the emphasis of performance and results both in English and Mongolian;
-Monitor contract implementation status across project components vis a vis outputs/outcomes expected to be achieved that will help contribute to the realization of the project PDO as well as intermediate result indicators, including providing recommendations, assessing the completeness of the tasks when needed;
-Maintain and archive project files, including the progress reports of each component of SFFSProject and filled out Contract Management Table (CMT) that is used for monitoring contract implementation both electronic and hard copies;
-Assist in improving efficiency and outcome of local and overseas trainings across the project including assessment of training outcomes and their contribution to achieving the project envisioned results;
-The M&E specialist will also provide support conducting similar tasks as the ones listed here for the SGM projects.
-Undertake such other tasks related to M&E matters as detailed in the project implementation manual (PMI) as may be reasonably requested and/ or assigned by the PIU Project Coordinator.
D.DELIVERABLES
The consultant shall provide brief reports on the listed tasks in Section C. Scope of work.
E.CONSULTANT’S QUALIFICATIONS / SELECTION CRITERIA
Education: A suitable candidate should have a Master’s degree in relevant field: in development studies, business administration, economics finance, accounting or other relevant fields;
Experience: Incumbent should have at least 5 years’ relevant professional experience on M&E methods and approaches (including quantitative, qualitative, and participatory data collection and analysis) and on M&E systems The candidate should also have the ability to work with different implementing agencies, have a strong understanding of theories of change training and/or implementation, planning, monitoring, and evaluation,
Experience in writing and developing monitoring and evaluation training packages
Experience of working with/ for international development institutions, hands-on understanding of their requirements and work ethics is an asset.
Language skills: Candidate should be fluent in Mongolian and English and have strong writing and speaking skills in both languages.
Computer literacy: be proficient in PC based applications such as Word, Excel, and data management, and have excellent web research and navigation skills.
Other:
o The candidate shall have high professional and personal integrity, and excellent communication and interpersonal skills with the ability to collaborate effectively with the relevant stakeholders, implementing agencies and the PMU team;
o Ability to function independently and collaboratively in a team environment;
o Organizational skills with the ability to handle multiple assignments and able to work overtime.
F.SUPERVISION AND REPORTING
The incumbent will report directly to the PIU Project Coordinator and will work on a day-to-day basis with the officials appointed by the PIU Project Coordinator on technical matters related to each component implementation. The PIU Project Coordinator will also provide input to the evaluation of the consultant’s performance, to the Project Director.
G.CONTRACT DURATION
The assignment for the above position will be effective in August 2020. Total inputs required for undertaking the above tasks are 18 months until January 2022. The duration of the service may be extended based on satisfactory performance.
