A. BACKGROUND

Mongolia received a credit from the International Development Association (IDA) for the Strengthening Fiscal and Financial Stability Project (SFFSP). The Objective of the SFFS Project is designed to improve fiscal policy and sustainability in a mineral-based economy, protect the poor and vulnerable, and restore confidence in the financial sector. The project is designed into five components: (I) Strengthening Macroeconomic and Fiscal Management; (II) Improving the Efficiency of Public Financial Management; (III) Enhancing Financial Sector Stability; (IV) Strengthening the Social Protection System; (V) Project Management and Monitoring. The objectives are to Strengthening fiscal responsibility and implementing relevant policy measures, improving fiscal discipline, strengthening the resiliency of the banking system, improving public expenditure quality in social protection, providing support for Project implementation, coordination, monitoring, and evaluation, including, inter alia, audit arrangements, reporting requirements, procurement, and financial management activities respectively. In the area of social insurance in Mongolia, the Pension Insurance Scheme poses a sharply growing fiscal burden as a result of the rapidly aging population and several measures introduced, in recent years, to the scheme, which increased benefits and/or reduced eligibility requirements. In this context, the State Policy on Pension Reform (2015–2030) was approved by the Parliament in December 2015 to “create a framework for the government, employers, and individuals to be jointly responsible for addressing the ever-increasing pension costs due to the changes in demographic structure and life expectancy and provide a decent pension benefit that is adequate for living for elders.” The state policy envisioned addressing the fiscal burden through parametric reforms, which better align contributions and benefits and limit the state subsidy to the social insurance fund to no greater than 2 percent of GDP in the long term. The policy, however, is not legally binding and therefore needs to be followed up with amendments to the Social Insurance Law to achieve the policy objectives envisioned. In-country technical capacity for evidence-based pension policymaking and implementation is limited.

The state subsidy to pensions amounted to about 2.2% of GDP in 2018 (about 8% of government revenues and grants) and is projected to increase to over 6% of GDP by 2030 (about 22% of revenues and grants if held constant) and 11% of GDP by 2050 . The increase is primarily attributed to the rapid aging of the population (the proportion of the population over age 60 is projected to triple from 6.2% in 2015 to 18.8% in 2050) and government policies which have liberalized pension benefits and loosened qualifying conditions.

The policy needs to include pension reform and the formulation of programs to improve social insurance coverage among informal workers, herders, and the self-employed, the non-pension elements of the Social Insurance Scheme, and needs to adjust technical parameters such as financial sustainability, contributory incentives, and adequacy of benefits. MLSP had drafted amendments to the package of social insurance laws with international and national consultants. 

However, MLSP has not enough implemented a communication strategy on social insurance situation and social insurance reform. With the ever-increasing public and political pressure for the pension system reform, the Parliament and the Government of Mongolia have assigned the MLSP to increase the public awareness activities around the pension reform issues, expedite the preparation of legal changes for pension system reforms and submit a draft package of laws on social insurance to the Parliament in 2020.

Therefore, MLSP aimed to implement a public awareness strategy to better disseminate the social insurance reform process and to improve the chances of success of the said reform process to communicate these changes to targeted audiences.

To support the fulfillment of its mandate and social protection policy MLSP wishes to have an experienced professional entity to contribute the development, communication activities of public awareness products for the MLSP in order to better disseminate the social insurance and protection policy as well shape policies whereas communication and public awareness is an intensive activity that precedes and accompanies a specific reform and it improves the chances the reform that will be smoothly executed and increases the chances that future reforms can be carried out.

B.OBJECTIVE OF THE ASSIGNMENT

The objective of this assignment is to draft and develop the contents for public awareness products (stork, advertising posters, newspaper articles, and others) based on the context of the draft social insurance law to inform the public debates about Social Insurance System's current status, and its reform policies.

C.SCOPE OF THE WORK

The company or NGO will work closely with the working group of MLSP, SIGO, and other respective agencies and responsible for the following area of work: 

Public awareness products developing and designing  (storks, advertising posters, newspaper articles, and others) based on the context of the draft social insurance law, its reform policies, social insurance implementation, and other respective legislations. Please see the detailed information (Specific purposes, the key messages, audience, and duration, etc.) of each task from the Annex I.

The company or NGO is responsible for the quality of the following  deliverables: 

Task I. Develop and design for 30 types of posters and GIF /flash for social networking and WEB sites. Expected the following messages to improve understanding about social insurance funding, usage of all types of Social Insurance Fund, and easy-to-understand explanations on the social insurance expenditure, cost-increasing trend and projections, contributing factors, and to raise public understanding and provide information about what contributions are spent on, about types of social insurance funds, to give knowledge about social insurance benefits, allowances, and pensions. The main propose of this task is to increase understanding confidence in social insurance goals of social insurance and significance for human life.

Task II. Develop and design for 5 types of posters, GIF /flash for social networking and WEB sites, and one newspaper article. The specific proposal is to improve understanding the importance of paying social insurance. Topics to be covered: on the current situation of pension insurance contribution and about what would happen if the insurance is not paid? example good and bad cases, about risks, and to highlight the importance of social pension insurance for the risks at old age, unemployment, sickness, disability, and occupational injury, etc. and to impress and promote the current pension insurance contributions condition to the public.  

Task III.  Develop and design for 10 types of posters and GIF /flash for social networking and WEB sites. Topics to be covered about policies and actions implemented by the Government of Mongolia and MLSP in the field of Social insurance and the implementation of the current Social Insurance Package law. The task is to prepare legal information for especially informal sectors employee, herders, and mothers.

Task IV.  Develop and prepare for two newspaper articles for a daily newspaper and WEB sites. Topics to be covered about Social Insurance reform and expected the following messages to the new policy on the multi-pillar pension system, pension reform and parametric reforms based on actuar projections by international and national experts and the significance of the reforms, and explain what is difference and advantages from the current Defined Benefit (DB) system, good and bad examples of other countries’ experience of introducing/moving into the funded insurance scheme, the main factors behind, risks to the government and the people and necessary re-conditions that must be in a place for a successful transition to a funded scheme. 

Task V. Design and develop one Stork of 20 seconds for TV and WEB sites and social networks. The specific proposal is to provide information to the public on the purpose of the Social Insurance Application, how to use it, and ensure the transparency of social insurance. The Stork contents graphic, pictures and include the artist.

Task VI. Develop and design video training about 20 to 30 minutes with graphics, cases, and conversation for officers and specialists of social insurance organizations for SIGO and aimag, district, sum level. Topics to be covered about Social Insurance Law amendments, and new guidelines implementation and social insurance reform. 

D.DELIVERABLES

Deliverables The services and deliverables shall include but shall not be restricted to that required in the following List of Specifications and Technical Standards: 

    a.The working group from the MLSP and SIGO will have final content, design, and script approval. Revisions are included in the project cost and will not entail extra cost.

    b. TV stork should be unmixed and mixed files in .mov format of the final version of the video which will be delivered in 1080P H264 CODEC 23.976 frames per second. 

    c. TV stork should be raw footage of all the shots filmed during the video production in MPEG4 Apple Pro res file format with accompanying detailed shot lists. The Final Cut video project file, as well as all animations, project files, should also be included. Editors working with software other than Final Cut should hand over an XML file of the project. (deliver to MLSP in HD drive) 

    d. Technical Standard of fosters and GIF /flash for the social network should be a suitable format for users;

    e. The videographer (consultancy company or NGO) is required to keep a copy of all original files for at least one year.

The content of the deliverable should be discussed extensively with the working group of MLSP, SIGO, and other relevant entities, and their comments are incorporated in order to improve the quality of the deliverables.

Deliverable 1. 45 types of posters and GIF/flash for social networking and WEB sites;  (referring to Task I, Task II, and Task III )

Deliverable 2. Three kinds of newspaper articles for daily newspapers and WEB sites, one Stork of 20 seconds for TV and WEB sites, and one video training about 20 to 30 minutes; (referring to the Task II, Task IV, Task V,  and Task VI)

Copyrights' overall materials shall reside with MLSP and SIGO.

E.CONSULTANTS' QUALIFICATIONS 

-Human resource: The professional entity should have a team of professionals including a graphic designer, journalist, cameramen. 

-Experience:  The entity should have relevant professional experience, with proven experience in designing and implementing a communication strategy and public awareness materials development and particular experience in prepare social and press posters. 

     1. A professional journalist:

Education: should have a bachelor and master degree of a journalist 

Experience:  should have at least 5 years of relevant professional experience. 

Language skills: Excellent written skills in Mongolian and understand in English.

Other: Excellent interpersonal skills with the ability to function effectively and collaboratively in a team environment. Have the ability to perform and manage high-quality work in a relatively short period.

     2. A graphic designer: 

Education: should have a bachelor degree of a graphic designer 

Experience:  should have at least 10 years of relevant professional experience. 

Language skills: Excellent written skills in Mongolian and understand in English.

Other: Excellent interpersonal skills with the ability to function effectively and collaboratively in a team environment. Have the ability to perform and manage high-quality work in a relatively short period.

     3. A Cameraman:

Education: should have a Bachelor’s Degree in a related profession such as computer and software engineering

Experience:  should have at least 5 years of cameraman professional experience. 

Language skills: Excellent in Mongolian.

Other: Excellent interpersonal skills with the ability to function effectively and collaboratively in a team environment. Have the ability to perform and manage high-quality work in a relatively short period.

F.SUPERVISION AND REPORTING

The consulting agency will report directly to the Head of a working group, who is the Director of Policy, Planning Department (PPD).  The consulting agency will work on a day-to-day basis under the guidance of the Director of PPD on technical matters related to the assignment. Work progress will be presented during the working group meeting or other meetings as needed.   

The Director of PPD shall evaluate the performance on the agreed deliverables and approve the invoices for the delivered outputs.   

The consulting agency shall provide a 2-3 pages summary progress report detailing the achievements and impediments in executing the entire assignment effectively.  The MLSP and SFFS PIU will provide input to the evaluation of the consultant’s performance. 

G.CONTRACT DURATION

The expected commencement date of the contract is July 2020.  The contract will have a duration through September 2020.

If any task is not finished and approved by the Client within the agreed-upon timeline, the entity should complete the task/s without any additional cost.

H.INSTITUTIONAL ARRANGEMENTS

The MLSP will provide office space for the team to work with the working group as well as the MLSP officials.  The team will have access to all necessary data and information.

Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
