Зарын урилга

A. Background

Mongolia received a credit from the International Development Association (IDA) for the Strengthening Fiscal and Financial Stability (SFFS) Project. The Objective of the SFFS Project is to contribute to the Government of Mongolia’s efforts to strengthen fiscal and financial stability and improve the quality of expenditure. The project is designed into five components: (i) Strengthening Macroeconomic and Fiscal Management; (ii) Improving the Efficiency of Public Financial Management; (iii) Enhancing Financial Sector Stability; (iv) Strengthening the Social Protection System; (v) Project Management and Monitoring. The objectives are to strengthen fiscal responsibility and implement relevant policy measures, improve fiscal discipline, strengthen the resiliency of the banking system, improve public expenditure quality in social protection, and provide support for Project implementation, coordination, monitoring and evaluation, including, inter alia, audit arrangements, reporting requirements, procurement and financial management activities respectively. Subcomponent B3.2 of the SFFS Project aims at strengthening the public financial management institutional capacity as well as improving the functions and operations of the Ministry of Finance (MOF) by analyzing the current organizational structure of the departments and divisions of MOF and developing a strategic plan and other relevant documents for the Ministry. Accordingly, a “Human Resource Development Program 2019-2029” of the Ministry of Finance has been developed and approved with the support of the project. For daily operations of human resource management at the MOF in line with the relevant laws, regulations and other rules and guidelines , the “Human Resource Development Program” of the MOF needs to be further developed and made operational through putting in place dedicated sub programs taking into consideration each of the human resource management functions including social security, health, training and career development of civil servants.

B. Objective of the Assignment

The objective of the consultancy is to develop dedicated sub-programs on social security, training and continuous professional development, health and career development for the MOF staff, facilitate the process of obtaining approval on the sub-programs from the the State Secretary of the MOF and support adoption and operationalization of the sub-programs. When undertaking the assignment, it is essential to study and reflect the international and local best practices that would be relevant to these sub-programs.

C. Scope of Work 

The Consultant will undertake the following assignments, but not limited to:

   1. Study, analyze and evaluate international and local best practices in the development and implementation of sub-programs under similar Human Resource Development Programs available and under implementation;

   2. Based on the comprehensive assessment conducted, organize interviews and discussions with the Director-General of the Public Administration and Management Department (PAMD) and other relevant officials to identify their practical suggestions for developing sub-programs in terms of structure and content;

   3. Sequentially develop and submit drafts of the following sub-programs:

      o “Sub-program on Social Security of Employees of the MOF”;

      o “Sub-program on Training to Develop Knowledge and Skills of Employees”;

      o “Sub-program on Health”; and

      o “Sub-Program on Career Development”.

   4. Finalize the draft sub-programs taking into consideration comments and suggestions from the management and executive officials of other departments and divisions of the MOF;

   5. Organize discussions and consultations among  officials of the PAMD, and other relevant specialists, management and executive officials of the Ministry for subsequent submission of the draft sub-programs to the Minister of Finance and Deputy Minister of Finance for approval by the State Secretary of the MOF;

   6. Develop implementation plans and monitoring indicators for implementation of the sub-programs and submitted to the PAMD; and 

   7. Organize training and information sessions on the sub-programs for the management and the specialists of the MOF.

D. Deliverables  

Deliverable #1: A final draft “Sub-program on Social Security of Employees of the MOF” acceptable to the PAMD and the State Secretary of MOF;

Deliverable #2: A final draft “Sub-program on Training to Develop Knowledge and Skills of Employees” acceptable to the PAMD and the State Secretary of MOF;

Deliverable #3: A final draft “Sub-program on Health” acceptable to the PAMD and the State Secretary of MOF;

Deliverable #4: A final draft “Sub-program on Career Development” acceptable to the PAMD and the State Secretary of MOF; and

Deliverable #5: Implementation plan developed and delivered to the PAMD and the training and information sessions organized for the sub-programs;

E. Consultant’s qualification / selection criteria

   - Education:  A suitable candidate should hold a master’s degree in Human Resource Development, Management or Public Administration;

   - Experience:  The incumbent should have at least eight (8) years   experience in human resource management and Public Administration management in government and/or non-governmental/corporate entities. Conducting research in various the areas of human resource development and development of similar strategic and planning documents would be an advantage;

   - Language skills:  Fluent written and spoken skills in both English and Mongolian languages.

   - Other skills

     a. Sufficient knowledge of the government, ministries and other public administration bodies, particularly in the areas of human resource management, as well as of legal knowledge on human resource and labor relations including the Civil Service Law, the Law on the Legal Status of Ministries, the Labor Law, the Health Law, etc.  

     b. Excellent interpersonal skills and ability to function effectively both independently and collaboratively in a team environment;

     c. Ability to perform the tasks assigned in a timely manner with high quality, to work well under tight deadlines and to manage multiple tasks;

     d. Ability to conduct web research to collect, analyze/process, summarize, and present information and data; and

     e. Be proficient in PC-based applications such as Word, Excel and data management.

F. Contract duration and payment condition

The consultancy is expected to commence in June 2020 with a total duration of 8 months. If any of the task specified is not completed and/or accepted by the Client within the agreed-upon timeline, the consultant shall complete the tasks without any additional cost within an agreed upon timeline.
