A. BACKGROUND

Mongolia has received a credit from the International Development Association (IDA) for the Strengthening Fiscal and Financial Stability Project (SFFSP). The Objective of the SFFS Project is designed to improve fiscal policy and sustainability in a mineral-based economy, protect the poor and vulnerable, and restore confidence in the financial sector. The project is designed into five components: (I) Strengthening Macroeconomic and Fiscal Management; (II)Improving the Efficiency of Public Financial Management; (III) Enhancing Financial Sector Stability; (IV) Strengthening the Social Protection System; (V) Project Management and Monitoring. The objectives are to Strengthening fiscal responsibility and implementing relevant policy measures, improving fiscal discipline, strengthening the resiliency of the banking system, improving public expenditure quality in social protection, providing support for Project implementation, coordination, monitoring, and evaluation, including, inter alia, audit arrangements, reporting requirements, procurement, and financial management activities respectively. B. THE OBJECTIVE OF THE ASSIGNMENT

The objective of the Consultant for International and local training is to assist the Ministry of  Labor and Social Protection (MLSP) under sub-component D:Strengthening of the Social Protection System in the implementation of the project’s activities in an efficient and timely manner and facilitate the Technical and Coordinating Consultant . 

The consultant for training will act to provide necessary input to the MLSP on training and goods aspects of the implementation of the social insurance and social welfare reform objectives, and a liaison between the PIU and the MLSP to achieve synergy and continued strong relations.  

C. SCOPE OF WORK

The Consultant for international and local training will work under the guidance of the The Technical and Coordinating Consultant for Sub-component D and will undertake the following assignments, but not limited to:

   • Coordinate with the MLSP in organizing international and local training including selecting an appropriate field of study training content, costs estimate, the conduct of training, reporting, and logistics, as well as organizing relevant workshops, study tours, and translations as appropriate;

   • Organizing meetings and consultations with the beneficiary and other agencies as appropriate and arrange all necessary logistics and follow up actions to ensure quality consultations. 

   • Prepare Technical Specifications for procurement of various goods; 

   • Support to undertake such other tasks as may be reasonably requested and/ or assigned by the  Technical and Coordinating Consultant, MLSP, and the SFFS PIU Manager.

   • Collaborate with the relevant departments of the MLSP in monitoring the international and local training plan implementation progress, prepare monthly and quarterly progress reports and regularly inform the MLSP Technical Working  Group (TWG); PIU,  and the WB TTL on the implementation progress; and monitor the progress towards achieving the key performance indicators. 

Consultant for international and local training input related Specific Task:

   • Coordinate in developing detailed training and goods plans and to prepare requests for international and local training and Technical Specifications for various goods for procurement, and finalize the reporting process.

   • Support the conduct of national consulting assignments especially relevant discussion and workshop and provide input into the draft deliverables as appropriate;

   • Maintain project files, and record incoming and outgoing documents;

   • Perform general administrative office works, such as filing documents, types and copies documents; maintains correspondence – sends and receives e-mails, faxes and other documents;

   • Be responsible for overall administrative and logistics support for the PIU: provides organizational and technical assistance in the preparation of various PIU documents (e.g. tendering documents, reports, letters); assist with travel organization; as needed, assists in correspondence and communication regarding the project implementation;

   • Organize meetings, produce minutes, follows protocols during the meetings;

   • Organize office equipment servicing and produces office consumables procurement plan;

   • Maintains Project databases in analog and digital format, in the office management field;

   • Translates documents, reports and technical documentation;

   • Other tasks as may be assigned by the Project Coordinator.

PIU Related Specific Task:  

Procurement Related Specific Tasks

   • Under the overall guidance of the Technical and Coordinating Consultant, prepare technical specifications for procurement of various goods in line with procurement guidelines and coordinate follow up review and adjustments as needed. Facilitate conduct of various meetings, training, discussions or committees relevant to the MLSP and Sub-Component D: Strengthening of the Social Protection System;

     o Meetings or Committees may include, Evaluation Committee and Steering Committee, for example, record and provide minutes of such meetings;

Finance Management Related Specific Tasks:

   • The Consultant for international and local training will prepare request forms of disbursement, implementation action plans and develop detailed training plans for fulfilling Sub-Component objectives and prepare training requests following the standard forms;

   • The Consultant for international and local training will support the PIU in preparing requests for international, local training and capacity building events under the Sub-Component, which include organizing relevant logistic aspects such as preparing invitation letters, printing training materials, selecting appropriate place/field of study, cost estimate reporting;

   • Coordinate in developing and finalizing training materials incorporating comments and revisions of all MLSP and relevant agencies officials, World Bank Task Team and PIU;

   • Coordinate in preparing developing requests for Technical Specifications for procurement of various goods, that fall in line with procurement guidelines and support to PIU.

Monitoring and Evaluation Specific Tasks:

   • Cooperate with and will work under the guidance of the Technical and Coordinating Consultant for Sub-component D and PIU in preparing monthly, semi-annually, annually reports and other necessary information as requested by the M&E specialist at the PIU, as requested on time;

General Tasks:

   • Undertake reasonable tasks as requested by the PIU and or/assigned entity, Sub-Component D: Strengthening of the Social Protection System;

   • Provide translation support as necessary to relating works above, on time and as requested.

D. DELIVERABLES 

The Client shall evaluate the consultant’s performance monthly and approve the invoices for the delivered outputs. The Consultant shall submit a monthly report (with a Deliverable acceptance form) to the Client and PIU, SFFSP before receiving a monthly fee. 

Key deliverables expected from the Coordinating assistant  are: 

   1. Evidence and relevant material collecting in preparing Monthly and Quarterly progress reports, Mongolian language; 

   2. Evidence and relevant material collecting in preparing Semi-annual progress reports in English; 

   3. Evidence and relevant material collecting in preparing Reports on local and overseas training; 

   4. Evidence and relevant material collecting in preparing Monitoring summary report of hired consultants’ performance: Contract Management Table for hired consultants’ overall performance under Comp D; 

   5. Evidence and relevant material collecting in preparing Project completion report (Comp D) in both Mongolian and English languages. 

   6. Evidence and relevant material collecting in preparing procurement for goods related tasks 

   7. Evidence and relevant material collecting in preparing Training organization tasks 

The Client and the PMU will provide input to the evaluation of the consultant's performance.

E. CONSULTANT’S QUALIFICATIONS/ SELECTION CRITERIA

    - Education:  A suitable candidate should have a bachelor’s degree and higher in relevant field: Social protection, Public Administration;

    - Experience:  Incumbent should have at least 3 years of relevant professional experience, with specific experience Social protection, Public Administration and International Relations;

    - Language skills:  Fluent written and spoken skills in both English and Mongolian

    - Other skills

      a. Excellent interpersonal skills with the ability to function effectively and collaboratively in a team environment;

      b. Be proficient in PC based applications such as Word, Excel and data management, and have excellent web research and navigation skills;

G. CONTRACT DURATION

The assignment for above position will be commenced in May, 2020. Total inputs required for undertaking above tasks are 17 months until October, 2021 with a possible extension period, if necessary, based on satisfactory performance and needs.
