A. BACKGROUND

The World Bank (WB) and the European Union (EU) agreed to implement a new hybrid Trust Fund (TF)-financed Strengthening Governance in Mongolia (SGM) project aimed to support the efforts of the Government of Mongolia (GOM) to improve fiscal discipline, public financial management (PFM), as well as transparency and accountability processes for strengthened governance in Mongolia. 

This new TF, through both Recipient Executed (RE) and Bank Executed (BE) interventions, will serve two main purposes. Firstly, it will complement and expand the ongoing technical assistance the WB is providing through the Strengthening Fiscal and Financial Stability (SFFS) Project. Secondly, this TF will support the GOM in advancing the current efforts toward increasing transparency, participation and accountability in fiscal matters as well as in strengthening its capacity to deal with non-technical drivers of the reform process that prevent state agencies from implementing policies and regulations as intended. 

The Component 2 of the TF will focus primarily on supporting the specific needs of the GOM to establish sound fiscal discipline, to improve expenditure management by strengthening the budget credibility, to establish the foundations for medium-term budgeting, and to re-orient public investment to strategic projects linked to the diversification of the economy. Five priority areas will constitute the core of the component: (i) development and implementation of a PFM reform plan and inter-agency coordination; (ii) strengthening budget preparation and execution towards results-based medium-term budgeting; (iii) improving budget reporting and transparency by increasing the comprehensiveness of fiscal and financial information and reporting; (iv) improving the management of contingent liabilities, through improving the existing governance framework for recognizing, managing, and disclosing contingent liabilities; and (v) strengthening public investment management, through the development and implementation of mechanisms for prioritizing capital project proposals and cost-benefit analysis.

In order to establish an information system for transparent, open and clear process of decision-making and activities for budget governance and public oversight thereunder, the Glass Account Law (GAL) was initially approved in 2014 and became effective from 2015. For its implementation, the Ministry of Finance (MOF) administers and manages the Glass Account Platform (GAP), which is used for reporting and publication of the formats prescribed in the relevant regulations, and monitors if budgetary entities are fulfilling the requirements of uploading the required information within the deadline specified in the law. However, it is observed that the government users tasked with reporting encounter some issues due to the overlapping reporting requirements and external users in public seeking to use the published information face accessibility issues with the reports disclosed on the GAP. Hence, within this context, it is important to conduct a thorough analysis and surveys to determine whether publicizing all the current information is comprehensive for the different users’ needs or in contrary case if any fields are deemed unnecessary and how to implement the disclosure requirements in more citizen friendly formats. Even though the GAP is already linked to some of the other government systems, it is required to improve and upgrade the existing connections due to the updates of the systems. Also, there is a need to identify the most suitable internal systems, which will source the data required to be disclosed by the Law and enable connectivity of those systems to the existing GAP.

B. OBJECTIVE OF THE ASSIGNMENT 

The objective of this assignment is to a) undertake the system analysis at each level of software, hardware and system modules; b) prepare and produce necessary documentation and submit appropriate recommendations to achieve a GAP that can compile all the data required by the GAP regulation, is interoperable with other internal and external systems or connects with them through APIs, and that is open by default -contains only structured data and is prepared for timely and automated publication in open formats-; c) and to assist the Financial Information Technology Division, MOF, in successful management of the development of a new system, testing and acceptance/rejection of the GAP improvements.

C. SCOPE OF WORK 

The Consultant will undertake the following tasks:

Task #1. Perform functional analysis on the current GAP including:

      1.1 Analyze whether the current structure, organization and system availabilities will allow to fulfill the objectives of gathering all the data required by the regulation of the GAP in structured format and connecting with other internal an external systems when available, and if the database structure would allow publication of timely and quality open data;

      1.2 Analyze the technology used by the current GAP, such as Operating System, Application server and Database, to assess whether it allows an efficient data management and control for storage and publication, and propose, if necessary, options for improvement.

      1.3 Analyze the technology used by the current hardware and analyze whether it is optimal considering the current technological options available at the MoF and in the market considering cost-benefit analysis.

      1.4 Analyze, in coordination with the national consultant who will conduct the policy analyses on GAL, whether the current the GAP contains all the modules and data fields required in the current GAL regulation; and

      1.5 Prepare recommendations for revamping GAP on each of software, hardware and system modules based on the GAP/GAL analyses conducted under the preceding tasks above.

Task #2. Support and assist in the development and implementation of the GAP:

      2.1 Prepare draft technical requirements for the new GAP;

      2.2 Cooperate with the company, which will revamp the GAP, on technological level with the development and improvement of the GAP;

      2.3 Provide assistance on guidance and analyses of technological solutions for the successful development and enhancement of the GAP;

      2.4 Provide assistance on procurement as appropriate by searching potential vendors and produce the technical requirements and cost estimate based on the market research;

      2.5 Prepare the technical environment and set up the required servers at MOF for the GAP development; and

      2.6 Work with coordinating consultants on GA system policy documents and provide technical assistance for successful implementation of the project.

Task #3. Assist the FITD to receive updates, manuals and improvements of GAP:

      3.1. Provide technical support to entry of the new GAP and assist on training of relevant specialists;

      3.2 Conduct full tests of the new GAP software before acceptance;

      3.3. Provide technical assistance to checking and obtaining the source code;

      3.4 Develop and submit documentations to ensure that the new system’s manual meets quality requirements; and

      3.5 Provide technical assistance to users of the GAP.

D. DELIVERABLES

Based on the tasks under the assignment to be approved by the client, the consultant’s deliverables will be as follows:

Under Task 1:

      1.1 Considering the structure, software, hardware and content analysis, produce an analysis report and submit recommendations for revamping the GAP.

Under Task 2:

      2.1 Prepare draft technical requirements for the development and for hiring a company/consultancy to develop the new GAP.

      2.3 Facilitate the procurement process for selection of a company/consultancy and price list that meet system requirements and the budget; and

      2.4 Prepare the technical environment and set up the required servers for the GAP development.

Under Task 3:

      3.1 Report on provision of technical support to the new GAP and assistance on training relevant specialists;

      3.2 Report on full tests conducted on the GAP software before approval of acceptance of the developer company’s deliverables;

      3.3 Report on provision of technical assistance to checking and ontaining the source code;

      3.4 Produce the new system’s manual and other necessary documentations while ensuring the quality requirements; and

      3.5 Report on provision of technical assistance to users of the GAP;

E. CONSULTANT’S QUALIFICATIONS/ SELECTION CRITERIA

      • Education: A suitable candidate should have a bachelor’s degree in information technology.

      Experience:  Incumbent must have at least 10 years of experience of working on software development.

      • Programming Language: Fluent in Java, C#, Python, CSS, Swift and JavaScript.

      • Database: Fluent in Oracle, MySQL, MSSQL, NoSQL, SQLite, Claris and Elastic Search.

      • Server: Windows, Linux, Ubuntu and RedHat.

      • Application Server: Web logic, MQ, JBoss, Java Server, WildFly and IIS.

      Proven experience in agile development.

      • Full-stack developer with ability to take a project from scoping requirements through actual launch of the project.

      Language skills: Must have professional proficiency in English writing and fluency in written and spoken Mongolian.

      Work experience in analyzing projects with a preference in development and implementation of web-based or client-server based systems and mobile-based applications using any standard development tools above. It would be an advantage if the candidate has been successfully involved in implementing reporting systems at the Ministry of Finance before.

      • Have excellent communication skills, interpersonal skills, ability to work in a group and multicultural team environment is required to deal effectively with staff at all levels.

      • Be able to work independently, advise others, and work in a team.

      • Be able to work overtime if required.

H. CONTRACT DURATION AND PAYMENT CONDITION

The assignment is expected to commence in December 2019. The total duration of the consultancy service rendered is estimated to be twelve (22) months.
