REQUEST FOR EXPRESSION OF INTEREST


(CONSULTING SERVICES – CONSULTANT’S QUALIFICATION-based SELECTION)

Project name: STRENGTHENING FISCAL AND FINANCIAL STABILITY PROJECT

Credit No. 6084-MN; 6085-MN

Assignment title: Consulting firm to update the Official Development Assistance Monitoring Information System (ODAMIS) 


A. BACKGROUND

Mongolia has received a credit from the International Development Association (IDA) for the Strengthening Fiscal and Financial Stability Project (“SFFSP”). The Objective of the SFFSP is to contribute to the Government of Mongolia’s efforts to strengthen fiscal and financial stability and improve the quality of expenditure. The project is designed into five components: (I) Strengthening Macroeconomic and Fiscal Management; (II) Improving the Efficiency of Public Financial Management; (III) Enhancing Financial Sector Stability; (IV) Strengthening the Social Protection System; (V) Project Management and Monitoring. The objectives are to: Strengthening fiscal responsibility and implementing relevant policy measures, improving fiscal discipline, strengthening the resiliency of the banking system, improving public expenditure quality in social protection, providing support for Project implementation, coordination, monitoring and evaluation, including, inter alia, audit arrangements, reporting requirements, procurement and financial management activities respectively. Over the past few years Government of Mongolia has implemented around 120 foreign invested projects. Ministry of Finance (MOF) is currently using wide variety of spreadsheet on a daily operation in order to record the disbursement, outstanding balance, available funds and other related information for the project.

Hence, the MOF has faced the challenges to develop and install software for creating an integrated database for projects financed by the official development assistance (ODA), managing, monitoring and reporting externally funded projects’ financing and execution. 

In order to create comprehensive database for externally funded projects, Development Financing Department (DFD) of MOF is planning to develop several appropriate comprehensive system for recording the externally funded projects, tax exemption automation system and to update current ODAMIS.

In 2015, MOF developed ODAMIS on its website (odamis.mof.gov.mn) and has uploaded the data of over 1200 projects and its related documents into the database. The system is very useful in terms of providing necessary information and transparency to the public. Also, the Ministry has a legal obligation to publish this data. However, many shortcomings and issues have arisen during the course of the usage of the system that need to be addressed and improved.

B. OBJECTIVE OF THE ASSIGNMENT

The main objective of the consultancy service is to update current ODAMIS in order to improve the process and function of reporting on performance and efficiency of the projects which includes the data analysing and processing and correcting the revealed shortcomings of the system. 

C. SCOPE OF WORK

Following assignments will be conducted by the consulting firm, but not limited to:

Task 1. Evaluation of current database and systems

Make a detailed analysis on the current database on ODA financed projects and existing ODAMIS and any other related system database if any.

Task 2. Update the system without modifying on previous data in the ODAMIS.

     1. Develop system in accordance with approved structure; 

        • Be able to show the project information as table, allow search for meaning of each column and add or subtract each column of table. Also, be able to download the result by MSO and PDF format;

        • Be able to do comparison between projects, partner countries and international organizations. It makes possible for choose the comparison sides and indicators. Also, be able to download the result by docx, xlsx and pdf format;

        • Be able to show the error information by pop-up notification as Mongolian;

        • Be able to edit or cut component of projects and create new options on the command;

        • Create the new form for register staffs who has experience with projects, consultants, related the contracts and their works performance;

        • If the user cannot upload the project information to the system in the required period of time, the system will be notified to the user;

        • A user can be chooses one of her/him projects in the “My project” and request to the admin for hide it;

        • The system admin be able to show the projects of the related with users, edit and hide them from the users window;

        • Be able to create username with symbols;

        • Be able to create, save and edit template on system report. Also, be able to download the result by MSO and PDF format;

        • Be coherent work between Official development assistance financing software system (ODAFIN) and Economic cooperation information management system (ECIMS);

        • Be consistent work with other existing systems in various departments of MOF such as GSMIS, Fiscal, BPIS and etc;  

        • Develop detailed user interface for the public usage (all level of government organization, donors, academies, researchers and etc);

        • Be able to get data consistent that are in line with budget classification such as economic, functional and program budgeting; 

        • Be able to make web service;

        • Increase the system speed.

Task 3. Install and conduct of the preliminary version of a system on a server and user computers.

         1. Identify issues and fix the system bugs and errors, if any, in the course of testing; 

         2. Configure the relevant technical environment (hardware and software);

        3. Prepare training materials and conduct training on the system operations to the relevant staff of MOF;

        4. Prepare and submit the following manuals acceptable to the Client. Manuals will be show as video format;

               • System installation manual;

               • System development manual covering source code and the other related explanation, case diagram, database diagram, sequence diagram, flow chart diagram, class diagram, entity relationship diagram etc;

               • System administrator and end-user manuals.

Task 4. 1-year system warranty. Free repair and maintenance except for changes to the system's structure during the warranty period.

D. DELIVERABLES

Based on the contracted assignments and detailed contract implementation plan approved by the client, the national consultant’s deliverables will include:

Task 1:

     • Assessment report of the previous system including recommendations and actions to be considered as part of the new ODAMIS;

     • Strategy and action plan for the implementation of the new ODAMIS;

     • System integration/ information exchange design solution report including structure, functional requirements, and receiving feedback from the related parties and technological solutions of the system.

Task 2:

     • An updated/revamped version of the of the system;

Task 3:

     • A brief report on each testing results, including comparison with requirements and the final design;

     • Conduct training on the system. Training materials and reports are submitted;

     • Commission a final product and a final report on its development, including (i) software installation manual, (ii) system development manuals covering source code and its explanation; and (iii) Manuals for system administrators and end-users.

Task 4:

     • one-year period maintenance report (including conducted services, their results, improvements and changes in the software).

E. SELECTION CRITERIA

     • Extensive software development/customization expertise and experience (5 years of relevant experience at the minimum).

     • Experience of developing similar systems [Annex-I] Reference letters issued by Clients, confirming this requirement should be attached. 

     • The firm shall be operating as a legally and financially autonomous firm in the IT business for at least 5 years. Audited financial statements for last three years should be attached. 

     • Strong management and technical skills.

     • Possession of key professionals whose CV and experience shall be evaluated as per information to be provided in Annex-II. The proposed team of consultants shall include:

       a. Team Leader (one person)

          i. A suitable candidate should have a postgraduate degree in a relevant field: Project management, Computer science;

         ii. At least 10 years of programing experience and at least 5 years project management experience;

        iii. Experience on the similar systems development;

         iv. Ability to mentor staff and facilitate learning by doing;

          v. Good written and spoken skills in English and fluent written and spoken skills in Mongolian;

         vi. Excellent interpersonal skills, ability to work in a group and multicultural team environment is required to deal effectively with staff at all levels;

        vii. Be able to work overtime if required;

       viii. Be able to perform the task at high quality in timely manner.

       b. Business analyst (one person)

          i. A suitable candidate should have an undergraduate degree in a relevant field: Project management, Business administration;

         ii. At least 2 years of Business administrator experience;

        iii. Experience on the similar systems development;

         iv. Be able to do development on UML diagram;

          v. Good written skill in English and fluent written and spoken skills in Mongolian;

         vi. Be able to work overtime if required.

       c. Web Developer (one person)

          i. A suitable candidate should have an undergraduate degree in a relevant field: Computer programming;

         ii. At least 3 years of Web programing experience;

        iii. Experience on the similar systems development;

         iv. Experience on developed web programming on PHP, JavaScript, HTML5 and DOTNET;

          v. Be able to do development on Front-End and Back-End;

         vi. Good written skill in English and fluent written and spoken skills in Mongolian;

        vii. Be able to work overtime if required.

      d. Programmers (two person)

         i. A suitable candidate should have an undergraduate degree in a relevant field: Computer programming;

        ii. At least 2 years of Web programing experience; 

       iii. Experience on the similar systems development;

        iv. Experience on developed system on Java, ASP.NET and DOT.NET;

         v. Good written skill in English and fluent written and spoken skills in Mongolian;

        vi. Be able to work overtime if required.

      e. System administrator (one person)

         i. A suitable candidate should have an undergraduate degree in a relevant field: Computer science;

        ii. At least 3 years of System administrator experience;

       iii. Experience on the System integration and Web service;

        iv. Be able to work overtime if required.

      f. Designer (one person)

         i. A suitable candidate should have an undergraduate degree in a relevant field: Computer designing;

        ii. At least 2 years of Computer designing experience;

       iii. Experience on the UI/UX;

        iv. Be able to work overtime if required.

      g. M&E expert (one person)

         i. Experience of conducting training of similar nature and magnitude;

        ii. Availability of resources to carry out the assignment;

       iii. Ability to provide required software and solutions;

        iv. Adequacy of the proposed methodology and work plan to carry out the assignment in the proposed timeframe.

F. CONTRACT DURATION AND PAYMENT CONDITION 

The assignment is expected to commence in October 2019 and cover the following phases:

      - Task 1 – 1 month; 

      - Task 2 – 3 months; 

      - Task 3 – 3 months; 

      - Task 4 – Maintenance period of 12 months.

Any next tasks will begin upon approval of the previous task. If it is required, it can be extended based on the evolving needs of the client and performance of the consultant. If any task is not finished and approved by the client within the agreed-upon timeline, consultant firm should complete the tasks without any additional cost.

Payments will be released upon satisfactory completion of all deliverables due for each task, according to the following schedule:

      - Completion of Phase 1: 20 % of total contract amount

      - Completion of Phase 2: 30 % of total contract amount

      - Completion of Phase 3: 40 % of total contract amount

      - Completion of Phase 4: 10 % of total contract amount

Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

    - Evidence of specific experience and qualification information of the firm relevant to the assignment (Annex I).
