Зарын урилга

A. Background

Mongolia has received a credit from the International Development Association (IDA) for the Strengthening Fiscal and Financial Stability Project (SFFSP). The Objective of the SFFS Project is designed to improve fiscal policy and sustainability in a mineral-based economy, protect the poor and vulnerable, and restore confidence in the financial sector. The project is designed into five components: (I) Strengthening Macroeconomic and Fiscal Management; (II)Improving the Efficiency of Public Financial Management; (III) Enhancing Financial Sector Stability; (IV) Strengthening the Social Protection System; (V) Project Management and Monitoring. The objectives are to: Strengthening fiscal responsibility and implementing relevant policy measures, improving fiscal discipline, strengthening the resiliency of the banking system, improving public expenditure quality in social protection, providing support for Project implementation, coordination, monitoring and evaluation, including, inter alia, audit arrangements, reporting requirements, procurement and financial management activities respectively. B. The objective of the assignment

The objective of the Technical and Coordinating Consultant is to assist the Ministry of Labor and Social Protection (MLSP) under sub-component D:Strengthening of the Social Protection System in the implementation of the SFFS Project’s activities in an efficient and timely manner and facilitate the MLSP in other Social Protection policy engagements that are beyond the current SFFS project scope. 

The Technical and Coordinating consultant is a key technical staff that will act to provide necessary technical input to the MLSP on technical aspects of the implementation of the social insurance and social welfare reform objectives, and a liaison between the PIU and the MLSP in order to achieve synergy and continued strong relations between the PIU (SFFSP) and the MLSP, Sub-Component D: Strengthening of the Social Protection System so that they may complement one another.

C. Scope of Work 

The Technical and Coordinating Consultant will undertake the following assignments, but not limited to:

Technical tasks: 

   • Where and when needed liaise with other donor institutions supporting the MLSP mission as well as respective government agencies on the matters relevant and to prepare and provide technical documentation; 

   • In collaboration with the relevant staff at the MLSP and SFFSP PIU, develop a detailed work plan with a clear timetable for their implementation, which will serve as a basis for measuring progress on desired outcomes and goals for the activities, ensuring the policy consistency and objectives align;

   • With policy guidance and input from the relevant officials at the MLSP, assist and advice MLSP to develop Terms of Reference (TORs) for various consulting assignments  and get timely input and no objection from the WB Task team. 

   • Liaise on the transfer of relevant knowledge transfer to respective consultants and government staff involved in the project activities, in particular, focus on enhancing and achieving the long-term strategic objectives effectively specified in the project documents ;

   • Where and when relevant, co-work with international consultants and supports assignments and provide necessary technical input and administrative support. 

   • Provide organization of translation support to the MLSP as required; 

   • In consultation with the relevant agencies and staff, prepare a complete report on the overall performance of the project and ensure due facilitation of completion activities of the Project;

   • Facilitate policy dialogue and preparation of a potential follow up Project, including relevant data collection and consultation,  mission planning and coordination, and preparation of relevant briefing and other documents and take follow-up actions as needed;

   • Liaise with Government counterparts;

   • Undertake such other tasks as may be reasonably requested and/ or assigned by the MLSP and the SFFS PIU  Manager.

Coordinating Tasks :

   • Collaborate with the relevant departments of the MLSP in monitoring the implementation progress, prepare monthly and quarterly progress reports and regularly inform the MLSP Technical Working  Group (TWG); PIU,  and the WB TTL on the implementation progress; and monitor the progress towards achieving the key performance indicators;

   • Coordinate with the MLSP in organizing international and local trainings including selecting an appropriate field of study training content, costs estimate, conduct of training, reporting and logistics, as well as organizing relevant workshops, study tours, and translations  as appropriate;

   • Organize meetings and consultations with the beneficiary and other agencies as appropriate and arrange all necessary logistics and follow up actions to ensure the quality consultations ;

   • Liaise with other donor institutions supporting the MLSP mission as well as respective government agencies and counterparts on the matters relevant.

   • Support conduct of national consulting assignments and provide input into the draft deliverables as appropriate;

   • Maintain project files, and record incoming and outgoing documents;

PIU Related Specific Task:  

   • Assist the MLSP to implement activities planned under the procurement plan; 

   • Ensure the quality of draft Terms of References  with inputs by the MLSP and facilitate the procurement process;

   • Monitor Technical Specifications for procurement of various goods; 

   • Prepare disbursement requests, implementation action plans and training plans;   Cooperate the PIU and MLSP in preparing requests for, organizing and reporting on international, local training and capacity building events under the Sub-Component, Submit the PIU in preparing monthly, semi-annual and ,annual reports and other necessary information as needed;  Coordinate and manage all hired consultants working under the Sub-Component D. 

   • Undertake reasonable and relevant tasks requested by the MLSP and PIU;  

D. Deliverables

The Client shall evaluate the Consultant’s performance on a monthly basis and approve the invoices for the delivered outputs. The Consultant shall submit a monthly report (with a Deliverable acceptance form) to the Client and PIU, SFFSP prior to receiving a monthly fee. 

Key deliverables expected from the consultant are: 

   1. Terms of Reference (TORs) for various consulting services; 

   2. Written technical inputs provided to technical missions and international consultancies 

   3. Monthly and Quarterly progress reports, Mongolian language; 

   4. Quarterly update in English 

   5. Semi-annual progress reports in English; 

   6. Reports on local and overseas trainings; 

   7. Monitoring summary report of hired consultants’ performance: Contract Management Table for hired consultants’ overall performance under Comp D; 

   8. Project completion report (Comp D) in both  Mongolian and English languages. 

The Client and the PIU will provide input to the evaluation of the consultant's performance.

D. Consultant's selection qualification criteria

   - Education:  A suitable candidate should have preferably a Master degree in relevant fields: Social protection, Public Administration

   - Experience:  Incumbent should have at least 10 years relevant professional experience, with specific experience Social protection

   - Language skills:  Fluent written and spoken skills in both English and Mongolian

   - Other skills

     a. Excellent interpersonal skills with the ability to function effectively and collaboratively in a team environment;

     b. Be proficient in PC based applications such as Word, Excel and data management, and have excellent web research and navigation skills;

E. Supervision and Reporting 

The consultant will report directly to the State Secretary, Head of the Technical working group at the MLSP and Sub-Component D: Strengthening of the Social Protection System lead (or head of the department as designed by the State Secretary on a case by case basis), while simultaneously reporting to the PIU coordinator. 

The MLSP and PIU (SFFSP) shall evaluate the consultants’ performance on an output basis and approve of invoices for delivered outputs. 

The Consultant must prepare and submit monthly, quarterly and annual summary reports detailing achievements, impediments in the execution of the entire assignment as requested and on time. 

All reports shall be prepared in both English and Mongolian, in electronic and hard format, which shall be submitted to the MLSP and the PIU (SFFSP).

F. Contract Duration 

The total duration of the consultancy service rendered is estimated to be 12 months with possible extension subject to the satisfactory performance.

The consultant will be selected in accordance with the World Bank’s Procurement Regulations for IPF Borrowers (July 2016).
