Mongolia received a credit from the International Development Association (IDA) for the Strengthening Fiscal and Financial Stability (SFFS) Project. The development objective of the SFFS Project is designed to improve fiscal policy and sustainability in a mineral-based economy, protect the poor and vulnerable, and restore confidence in the financial sector. The project is designed into five components: (i) Strengthening Macroeconomic and Fiscal Management; (ii) Improving the Efficiency of Public Financial Management; (iii) Enhancing Financial Sector Stability; (iv) Strengthening the Social Protection System; and (v) Project Management and Monitoring. The specific objectives of the project are strengthening fiscal responsibility and implementing relevant policy measures, improving fiscal discipline, strengthening the resiliency of the banking system, improving public expenditure quality in social protection, and providing support for the Project implementation, coordination, monitoring and evaluation, including, inter alia, audit arrangements, reporting requirements, procurement and financial management activities respectively. Subcomponent B.3 of the SFFS Project aims at strengthening the public financial management institutional capacity as well as improving the functions and operations of the Ministry of Finance (MOF) by developing a strategic plan and a Human Resource Development Program for the Ministry and supporting the implementation through organization of various capacity building activities and training under the Project.

Furthermore, the World Bank (WB) and the EU agreed to implement a new hybrid Trust Fund (TF)-financed Strengthening Governance in Mongolia (SGM) Project aimed to support the Government of Mongolia in improving fiscal discipline, public financial management (PFM), as well as transparency and accountability processes for strengthened governance in Mongolia to complement the efforts under the SFFS Project. Within its development objective, the SGM Project also plans to carry out a number of capacity building activities in priority areas identified.

Against the above background, the MOF is seeking to hire a Local Consultant for training coordination to facilitate the MOF and the PIU in planning, coordinating and reporting on the capaicyt building and training interventions under the SFFS and the SGM projects.

  1. OBJECTIVE OF THE ASSIGNMENT

The main objective of the assignment is to provide support and recommendations to the MOF in terms of identifying priority capacity building and training needs, develop the relevant plans, facilitate implementation to the extent required, and prepare reports necessary for monitoring the results and taking stock of lessons learnt for future interventions of the capacity building and training activities organized under the SFFS and SGM in a timely and efficient manner.

  1. SCOPE OF WORK

Key responsibilities of this assignment will include, but not limited to, the following:

1.    Assess and plan the capacity building and training needs of the MOF under the SFFS and SGM Projects: 

·         Develop the design and methodology for assessing capacity building and training needs and prepare the relevant handouts and presentations for consultation on the proposed;

·         Carry out the capacity building and training assessment as per the agreed upon design and methodology involving the relevant MOF and project officials;

·         Based on the training needs assessment, facilitate the process for planning the specific training activities, the timing and frequency, as well as the estimated budget, and developing indicators for evaluating implementation of the planned activities; and

·         Develop a training plan template, collect inputs, and generate consolidated annual and semi-annual training plans for the projects and obtain the necessary approvals.

2.   Provide guidance and directions to beneficiaries on planning, organization, and logistics of training activities: 

·      Prepare clear and systematic instructions and procedures for planning, organizing, documenting and evaluating training and capacity building activities under the projects, and develop the relevant implementation manuals, and obtain approvals; 

·         Provide sufficient information and guidance about the training arrangements to the project stakeholders; and

·         Regularly monitor implementation of the training procedures and disseminate the necessary recommendations and information to the relevant project stakeholders in an effective manner. 

3.    Support effective organization of the learning process and documentation of the results: 

·         Determine the organizational requirements and procedures for trainings in order to improve the engagement and participation of the facilitators and participants of activities organized locally; and

·         Provide methodological advice and recommendations aimed at improving the objectives, contents, organization and documentation of results of training events and activities. 

4.  Conduct evaluation of learning outcomes and provide recommendations for further interventions. In this regard, develop a methodology based on a participatory approach to assess learning outcomes, conduct training impact assessment surveys, prepare the impact assessment reports on semi-annual basis or as requested by the PIU, and provide the necessary feedback and guidance to the implementing agencies;

5.   Prepare progress reports of the training conducted under each of the sub-components of the projects both in English and Mongolian on a quarterly basis or as requested by the PIU. In this regard, collect the necessary information and data, conduct analysis on quantitative and comparative data on the projects’ training plans and the implementation results, and submit the relevant reports and presentations to the corresponding implementing agencies for feedback and consultation;  

6.   Act as the focal point of contact for the implementing agencies on all training-related matters under the SFFS and SGM Projects; 

7.   Translate any training-related materials as required or requested; and 

8.  Training coordinator shall liase and work with the FM Specialist in coordinating the training activities and undertake such other tasks as reasonably requested or assigned by the Project Coordinator of PIU

  1. DELIVERABLES

 

Based on an agreed upon work plan for the assignment, provide monthly progress reports related to the tasks identified in the Section B. Scope of Work of the TOR with the required documents attached e.g. training needs assessment report, training procedures and guidance, assessment/evaluation of outcomes, progress reports, etc.

  1. CONSULTANT’S QUALIFICATIONS / SELECTION CRITERIA

·                     Education: A suitable candidate should have a master’s degree in a relevant field: finance, economics, business administration or any other relevant field;  

·                     Experience: Incumbent should have at least 5 years’ experience in capacity building and organization of training activities and events;   

·                     Language skills: Fluent in written and spoken English and Mongolian languages; High IBT TOEFL or IELTS scores are a plus. 

·                     Computer literacy: MS Office proficiency such as Word, Excel, PowerPoint, and excellent web research and navigation skills;  

·                     The candidate shall have high professional and personal integrity, and excellent communication and interpersonal skills with the ability to collaborate effectively with the relevant stakeholders and implementing agencies;  

·                     Ability to function independently and collaboratively in a team environment; and

·                     Proven organizational skills with the ability to handle multiple assignments and to work overtime as needed. 

     E . CONTRACT DURATION
The assignment will commence in August, 2019 with a total required input of 24 months. The PIU will evaluate the consultant’s performance on a monthly basis for release of the monthly payments. The duration of the service may be extended based on business needs and satisfactory performance.
