REQUEST FOR EXPRESSION OF INTEREST

Assignment title: the National consultant on updating on-lending database and assisting DMO to resolve non-performing and overdue loans


A. BACKGROUND OF THE PROJECT AND THE ASSIGNMENT

Mongolia has received a credit from the International Development Association (IDA) for the Strengthening Fiscal and Financial Stability Project (SFFSP). The Objective of the SFFS Project is to contribute to the Government of Mongolia’s efforts to strengthen fiscal and financial stability and improve the quality of expenditure. The project is designed into five components: (I) Strengthening Macroeconomic and Fiscal Management; (II) Improving the Efficiency of Public Financial Management; (III) Enhancing Financial Sector Stability; (IV) Strengthening the Social Protection System; (V) Project Management and Monitoring. The objectives are to: Strengthening fiscal responsibility and implementing relevant policy measures, improving fiscal discipline, strengthening the resiliency of the banking system, improving public expenditure quality in social protection, providing support for Project implementation, coordination, monitoring and evaluation, including, inter alia, audit arrangements, reporting requirements, procurement and financial management activities respectively. B. OBJECTIVE OF THE ASSIGNMENT
The main objectives of this assignment are i) to update on-lending database in the DMFAS system, ii) to sort non-performing on-lending loans and propose recommendations on their resolution, iii) to setup appointments with borrowing entities to evaluate and assess their loan performance, iv) to initiate and take actions towards finding resolution for non-performing loans and assist in repayment actions to the borrower, v) To assist the DMD to initiate and implement activities planned under MoF portion of Component A3.


C. SCOPE OF THE WORK
The Consultant will assist the DMD to undertake the following assignments for DMD but not limited to:
Task # 1: To update on-lending database in the DMFAS system
      •    To work with DMD and other stakeholders to collect information on current Debt Management Financial Analysis System (DMFAS) data input and reporting
      •    To input and update on-lending related database on DMFAS system
      •    To review and validate on-lending related data on DMFAS database

Task # 2: To sort non-performing on-lending loans and propose recommendations on their resolution
      •    To survey entities with non-performing and late payment loans and provide classifications on the sensitivity and severity of the cases.
      •    To provide recommendations on case by case basis with individual approach.
    
Task # 3: To setup appointments with borrowing entities to evaluate and assess their loan performance
      •    To find contacts of relevant officials of the entities and make meeting appointments if necessary to discuss the progress status of the on-lending loans
      •    To report the progress to DMD management and senior officers for instructions
      •    To conclude evaluation and assessment report on on-lending loan performance and make recommendations for proper action towards their resolution
Task # 4: To initiate and take actions towards finding resolution for non-performing loans and assist in repayment actions to the borrower
      •    To take initiative towards taking action and finding settlement resolution for entities with non-performing loans in accordance with the previously made recommendation and DMD management instructions
      •    To assist the entity with non-performing loan to find optimal resolution to settle the debt payment.
    
Task # 5: To assist the DMD to initiate and implement activities planned under MoF portion of Component A3
      •    The Consultant will support the DMD of MOF with the implementation of the following activities:
        o Assist the DMD in preparing requests for international and local trainings and organizing relevant logistics;
        o To provide written and oral translations as necessary and as requested
      •    To submit progress reports to DMD management and PIU on timely manner
Undertake such other tasks as reasonably requested and/ or assigned by the Director of FPD and head of DMD
  
D. DELIVERABLES

The Consultant is responsible for deliverables of the following:
      •    To update and complete on-lending loan database on DMFAS system on regular basis
      •    To survey and study entities with non-performing on-lending loans
      •    To classify entities with non-performing on-lending loans by their severity
      •    To evaluate and assess non-performing loans and make recommendations towards their resolution to DMD management
      •    To initiate and take actions for debt settlement of non-performing loans    
      •    To undertake other tasks as reasonably requested and/ or assigned by the Director of FPD and head of DMD    

The consultant work is expected to commence in July, 2019. The duration of the assignment is for 24 months.

E. CONSULTANT’S QUALIFICATIONS/ SELECTION CRITERIA

      - Education:  A suitable candidate should have preferably a graduate degree in relevant field:IT,finance, banking or economics;
      - Experience:  Incumbent should have at least 2-3 years of relevant professional experience in debt management, finance, IT or in other relevant field;;    
      - Language skills:  Fluent written and spoken skills in English and Mongolian;
      - Other skills:
        a. Excellent interpersonal skills with the ability to function effectively and collaboratively in a team environment;
        b. Be proficient in PC based applications such as Word, Excel and data management, and have excellent web research and navigation skills;
