The World Bank (WB) and the European Union (EU) agreed to implement a new hybrid Trust Fund (TF)-financed Strengthening Governance in Mongolia (SGM) project aimed to support the efforts of the Government of Mongolia (GOM) to improve fiscal discipline, public financial management (PFM) as well as transparency and accountability processes for strengthened governance in Mongolia. 

This new TF, through both Recipient Executed (RE) and Bank Executed (BE) interventions, will serve two main purposes. Firstly, it will complement and expand the ongoing technical assistance the WB is providing through the Strengthening Fiscal and Financial Stability (SFFS) Project. Secondly, this TF will support the GOM in advancing the current efforts toward increasing transparency, participation and accountability in fiscal matters as well as in strengthening its capacity to deal with non-technical drivers of the reform process that prevent state agencies from implementing policies and regulations as intended. 

The Component 2 of the TF will focus primarily on supporting the specific needs of the GOM to establish sound fiscal discipline, to improve expenditure management by strengthening the budget credibility, to establish the foundations for medium-term budgeting, and to re-orient public investment to strategic projects linked to the diversification of the economy. Five priority areas will constitute the core of the component: (i) development and implementation of a public financial management reform plan and inter-agency coordination; (ii) strengthening budget preparation and execution towards results-based medium-term budgeting; (iii) improving budget reporting and transparency by increasing the comprehensiveness of fiscal and financial information and reporting; (iv) improving the management of contingent liabilities, through improving the existing governance framework for recognizing, managing, and disclosing contingent liabilities; and (v) strengthening public investment management, through the development and implementation of mechanisms for prioritizing capital project proposals and cost-benefit analysis. 

Government of Mongolia has variety of financial instruments and tools under Contingent Liability which impose significant range of risks that affect budget and essentially the ability of the government to achieve its fiscal targets. There is a realistic need to identify and sort those instruments, address their risk exposure in the budget. Identification of risk level signifies analysis of those instruments and quantifying them to measure their affect. 


The main objective of this assignment is to identify all forms (and instruments) of government  contingent liability, carry out the relevant analysis, propose a methodology for measuring and quantifying potential risks that may impose on the public budget, and propose measures to reduce the exposure of the government.


The Consultant will assist the Debt Management Division (DMD) to undertake the following assignments : 

Task 1: Identify all forms and instruments of contingent liability and assess their risk and exposure to the budget. The expected scope of include both explicit and implicit contingent liabilities. 

        • Review policy documents and legislations related to contingent liability; 

        • Conduct a review using the proposed methodology and identify all contingent liability instruments in the market;

        • Make assessment on their performance, risks and impact to the budget. 

Task 2: Make analysis and propose methodology. 

        • Make analysis on the existing instruments and propose a methodology to measure and quantify potential risks that may impose to the government 

        • Develop risk management tools to manage these potential risks related with the contingent liability.

Task 3: Propose recommendations.

        • Propose policy recommendations on contingent liability and its potential risks;

        • Draft a consolidated regulation for contingent liability instruments for registration and documentation e.g. government guarantee, concessions contracts, promissory notes etc.

Task 4: Undertake any other tasks as reasonably requested and/or assigned by the Director of Financial Policy Department (FPD) and head of the DMD.

        • Assist the DMD and the Coordinating Consultant in preparing requests for international and local trainings and organizing relevant logistics as they relate to contingent liability;

        • Provide written and oral translations as necessary and as requested. Submit progress reports to DMD management and Project Implementation Unit (PIU) on timely manner.


        • Report on identification of all forms and instruments of contingent liability, their risk assessments and exposure to the budget;

        • Analysis and proposed methodology to measure and quantify potential risks that may impose to public budget;

        • Recommendations on documentation and registry to regulate contingent liability.


   - Education:  A suitable candidate should have preferably a graduate degree in relevant field: finance, banking or economics;

   - Experience: Incumbent should have at least 5 years of relevant professional experience in debt management, finance, audit and monitoring or in other relevant field;

   - Language skills:  Fluent written and spoken skills in English and Mongolian;

   - Other skills:

     a. Excellent interpersonal skills with the ability to function effectively and collaboratively in a team environment;

     b. Be proficient in PC based applications such as Word, Excel and data management and have excellent web research and navigation skills; 


Consultant will report directly to the Head of the DMD while simultaneously reporting to the Project Implementation Unit (PIU) coordinator. The consultant will work on full-time basis during the period of the contract.

In the event of project restructuring occurring during the life-time of the contract which affects  the Sub-Components currently set (i.e.Sub-Components may be absorbed, eliminated or newly added), the PIU, at its own discretion might  arrange how the assignment might be altered accordingly or appointed elsewhere.   

The DMD and the PIU  shall evaluate the consultants’ performance on an output basis and approve of invoices for delivered outputs. 

The Consultant must prepare and submit monthly and quarterly reports detailing achievements and when appropriate also include details of the impediments in the execution of the entire assignment as requested and on time. 

All reports shall be prepared in both English and Mongolian, in electronic and hard format, which shall be submitted to the DMD and the PIU.


The Ministry of Finance (DMD) will provide office space and will work with the DMD staff on a day-to-day basis. The consultant shall be provided with all necessary data and information to perform the tasks detailed in this TOR. The consultant is expected to communicate and coordinate his/her work with international consultants who might be supporting the implementation of key activities under the sub-component. 


The consultant’s work is expected to commence from February 2020 with a duration of 24 months.

The consultant will be selected in accordance with the World Bank’s Procurement Regulations for IPF Borrowers (July 2016).
