Mongolia has received a credit from the International Development Association (IDA) for the Strengthening Fiscal and Financial Stability Project (SFFSP). The Objective of the SFFSP is to contribute to the Government of Mongolia’s efforts to strengthen fiscal and financial stability and improve the quality of expenditure management. The project is designed with five components: (i) Strengthening Macroeconomic and Fiscal Management; (ii) Improving the Efficiency of Public Financial Management; (iii) Enhancing Financial Sector Stability; (iv) Strengthening the Social Protection System; (v) Project Management and Monitoring. The objectives are to strengthen fiscal responsibility and implement the relevant policy measures; improve fiscal discipline; strengthen the resiliency of the banking system; improve public expenditure quality in social protection; and provide support for Project implementation, coordination, monitoring and evaluation, including, inter alia, audit arrangements, reporting requirements, procurement and financial management activities, respectively.

Subcomponent B4 of the project aims to strengthen public investment management in Mongolia by supporting the Public Investment Department (PID) in developing the required guidelines and methodology for enhanced investment project planning, appraisal, selection/prioritization, and budgeting processes. It also aims at supporting the development of a rationalization methodology to identify and restructure underperforming projects as well as to build technical capacity within the Ministry of Finance (MoF) and the line ministries on Public Investment Management procedures.

The MoF is responsible for overall coordination and results monitoring in the implementation of public investment projects. Specifically, the PID of MOF is in charge of developing project plans, policies, and legal provisions exclusively devoted to strengthening the administration and organization of public investments; taking care of completing the ongoing tasks; identifying the most priority investments in line with the national and regional development policies; conducting studies on needs assessment and sources for financing for the public investments; and developing the national budget framework for investments for the year, medium-term, and future years.

The PID is currently engaged in implementing technical assistance projects financed from the World Bank, the EU, ADB, JICA and there is a strong need to ensure coordination and complementarity of these project activities financed from different sources. 


The objective of the Coordinating Consultant is to assist the PID with implementation of activities under the Sub-component B4 of the SFFS Project in an efficient and timely manner as well as with coordination of the project activities with the other technical assistance project activities financed from the EU, ABD, and JICA.


Key responsibilities of the National Consultant will include, but not be limited to, the following:

  1. Develop a work plan acceptable to the MOF including specific tasks, schedule, and other details;
  2. Study the public investment management policy and adequacy of technical assistance projects financed from different sources;
  3. Make a proposal for improving policy, consistency and coordination of projects financed from different sources;             
  4. Act as a liaison between the PIU and the PID and will act to efficiently and effectively relay information between the parties involved in order to achieve synergy and strong coordination/complementarity;
  5. Coordinate the work of all consultants hired under the Sub-Component B4 of the SFFS under the guidance of the PID and in close coordination with the PIU;
  6. Assist the PID in initiating and implementing activities planned under the procurement plan for the Sub-Component B4 with a clearly defined timeframe and outcomes;
  7. Prepare draft Terms of Reference according to the approved procurement plan that fall in line with the subcomponent objectives. Finalize the Terms of Reference taking into consideration inputs, comments and suggestions provided by the PID, PIU and the World Bank task team;
  8. Prepare Technical Specifications for procurement of various goods, if any, that fall under the subcomponent as per the project procurement plan. The Technical Specifications are subject to revision and comments to be provided by the PIU and the World Bank task team, which need to be properly addressed into a revised version of the Technical Specifications;
  9. Assist the PIU in facilitating organization of various committees and their meetings in relation to the activities under Sub-Component B4 of the project;
  10. Prepare work plans for the subcomponent and develop detailed training plans for fulfilling the Subcomponent objectives as well as prepare training requests in the standard forms/templates;
  11. Assist the PIU in developing requests/proposals for international, local training and capacity building events to be carried-out under the subcomponent. This task will also include organizing the relevant logistical arrangements such as preparing the estimated budgets and invitation letters, printing training materials, securing appropriate venues, organizing field visits, as well as preparing the completion reports for all activities;
  12. Assist in developing and finalizing training materials, where relevant, and incorporate comments and revisions received from the PID officials, World Bank Task Team and the PIU;
  13. Support to the PIU FM specialist by providing a fully translated description and details of the training courses/activities undergone overseas and locally and their associated results;
  14. Assist the PIU in preparing monthly, semi-annual, annual reports as well as any other necessary information as requested by the M&E specialist at the PIU, in a timely manner;
  15. Provide translation and interpretation support as necessary and as requested; and
  16. Undertake any other tasks as reasonably requested by the PIU and the department under Sub-Component B4.


The consultancy assignment is expected to commence in April 2019. The initial duration for the consultancy service is estimated to be 12 months with a probationary period of 3 months. If performance is satisfactory, the consultancy can be subject to extension.


To be considered, eligible candidates should meet all the eligibility criteria listed below:

  • Education: A suitable candidate should have a university degree in one or more of the following relevant fields: finance and/or accounting;
  • Experience: A candidate should have at least 2 years of professional experience with proven experience in the financial and/or economic sectors. Experience of working in central government agencies and for donor projects would be preferred. Candidate who worked in international organizations or companies will be strongly encouraged to apply.
  • Language skills: Mongolian citizen with fluent written and spoken skills in both English and Mongolian. EILTS or TOEFL score would be an advantage;
  • Other skills: Be proficient in PC-based applications such as Word, Excel, Power Point, Access, and business and accounting software and have excellent web research and navigation skills; Excellent interpersonal skills with the ability to function effectively and collaboratively in a team environment; possess high integrity and accountability; and be able to work overtime if required.

The consultant will be selected in accordance with the World Bank’s Procurement Regulations for IPF Borrowers (July 2016).
