About 100 public officers and the general public were attended in electronic training of basic procurement training (A3 training) and specialized in public procurement within last 2 years. 

Procurements with the budget of 15.1 billion MNT projects are being organized with the participation of those specialized public officers and the general public within the time frame stated in Law on Public Procurement in 2022 in Baganuur District.

We have had a rare opportunity to attend in-classroom trainings since the Baganuur is the remote district. 

After introducing the electronic training for the basic procurement on the e-procurement platform /http://surgalt.tender.gov.mn/courses/, there is an opportunity to attend the electronic training of basic procurement whenever our district’s public officers and the general public would like to. 

We consider that the electronic training platform is the best solution to save time and money of public officers and the general public.

When trainees are registered by their email address to have a username, they can access to the training session. Before launching the program, a guidance should be introduced. A content of the electronic training for the basic procurement consists of 3 parts and 11 chapters of lessons and each chapter has a video guided explanation, a presentation slide and a self-assessment test. 

It cannot be concluded that the electronic training is less effective than the in-classroom training. It might be more effective in terms of the opportunity to be able to learn within the flexible schedule and have frequency access to lessons. 

During the quarantine due to the Covid pandemic, we had access to study public procurement to develop and strengthen our knowledge through the electronic training since the in-classroom activities were totally banned on.
