The reforms of introducing International Public Sector Accounting Standards (IPSASs) into public sector accounting in Mongolia step by step have been implemented under the "Strengthening Fiscal and Financial Stability project" jointly implemented by the Ministry of Finance Mongolia and the World Bank.

One of the main objectives of the Strengthening Fiscal and Financial Stability project and the Strengthening Governance in Mongolia project, jointly implemented by the Ministry of Finance of Mongolia, the European Union, and the World Bank, is to support the production and dissemination of Citizen's Budgets and the inclusion of e-features in the web-based portal that would allow citizens to participate in the planning of policies actively.

An online meeting was held on April 6, 2021 at the request of the World Bank to intensify the implementation of the Development Bank of Mongolia (DBM) and the Deposit Insurance Corporation of Mongolia (DICOM), which are implementing the objectives of Strengthening Financial Sector Stability component of the Strengthening Fiscal and Financial Stability Project.

One of the main objectives of the “Strengthening Fiscal and Financial Stability Project”, jointly implemented by the Ministry of Finance of Mongolia and the World Bank, is to increase budget comprehensiveness and transparency by improving fiscal control and Government Financial Management Information Systems. Within this objective, the State Treasury's current practice of internal control was reviewed and assessed under the COSO Internal Control-Integrated Framework principles.

Within the framework of the "Strengthening Governance in Mongolia" project, the Government of Mongolia has been cooperating with the Ministry of Finance and International development partner organizations to implement the Public Financial Management (PFM) Reform, which is consistent with the country's social and economic development priorities, for achieving the effective resource allocation, efficient public service delivery and improving governance and accountability.

Within the framework of sub-component A31 of the "Strengthening Fiscal and Financial Stability Project," jointly implemented by the Ministry of Finance of Mongolia and the World Bank, the Debt Management and Financial Analysis System (DMFAS) of the Debt Management Division (DMD) of the Financial Policy Department of the Ministry of Finance will be improved and automated, and the training program and system manual for end-users are being developed.

Capacity development and technical assistance on the modernization of tax laws and capacity building programs has been provided to the Fiscal policy and planning department of the Ministry of Finance Mongolia under "Strengthening Fiscal and Financial Stability" and "Strengthening Governance in Mongolia" projects.

The Strengthening Fiscal and Financial Stability Project for Mongolia, a joint project of the Ministry of Finance of Mongolia and the World Bank, is to contribute to the government of Mongolia’s efforts to strengthen fiscal and financial stability and improve the quality of expenditure management.
