Ministry of Finance of Mongolia took the following measures to improve the Ministry's local systems by cooperating with the Strengthening Fiscal and Financial Stability Project. These include:

1. E-Archive system development
2. E-huulga system development
3. Renovation of the Ministry of Finance website
4. Call registration system development
5. An API connected to the Government Financial Management Information System from other systems through the "e-huulga" system.

With the development and introduction of the new electronic archiving system, the paper-based documents of the Ministry of Finance have been transferred to electronic form, and the related infrastructure has been developed.

As of today, more than 5,103 savings units, 103,266 volumes, and 922,013 pages of archive documents, since 1921, have been registered. The transfer of paper-based documents to electronic form eliminates the need to access the original documents, reducing the loss of documents.

Moreover, the document usage menu was developed, allowing users to see the log information of who has accessed what documents and when.

By upgrading the "e-huulga" system, more than 22,000 reports and information are processed daily for more than 6,700 users from public organizations and treasury branches. In addition, the upgraded system has solved many issues such as year-by-year separations of data, inflexible customer registration, inability to export, and reporting only through the Ministry of Finance's treasury.

The updated "e-huulga" system has flexible user accounts, ability to generate reports from anywhere, aggregated data by years, ability to export data in various formats, a quick load of information, report history logs, and flexible admin page.

In addition, the Commitment and Obligation forms have been developed, allowing users of Public Sector and Treasury to develop, and approve documents regardless of time and location.

The renovation of the Ministry of Finance's website has made it easier for citizens to access information transparently and accurately. Furthermore, the international standard "WCAG 2.0" was introduced to the website, making the website easily accessible for people with disabilities.  Regarding the 110th anniversary of the Ministry of Finance, the front page of the Ministry's website has been updated, and a separate website has been developed for the 110th anniversary.

During the implementation of the project, the "Call registering system" was developed. As a result, more than 1.2 million system users from 2,200 entities and 4,576 budgetary organizations, a total of 10,680 calls and 1,157 emails were registered in the system and addressed between 2018.09.20 and 2021.04.30.

By introducing the “Call registration system” weekly, monthly, and quarterly call registration reports are generated. As a result, it is easier to estimate the issues and risks, and the reliability of the system is improving, which is reflected in the fact that the number of calls from users are decreasing year by year.

Developed "RESTful gateway" services based on “e-huulga” system and established and improved interconnection between systems. For example, by connecting to the GFMIS SOAP API, Treasury accountants across the country can generate expense vouchers 24/7 remotely, create detailed electronic audit trails, and fully automate the task review process. In addition, the expense vouchers are automatically created from the "Integrated Payroll System", salaries are paid on time, and information is exchanged without any delay. 

Based on the “E-Huulga” system, GFMIS-related web services have been developed, currently providing 15 different web services to 10 other systems, and responding to 49,685 reports over the past two months. It has also been a gateway system for other organizations to connect to the GFMIS. For example, the interconnection of systems have been enhanced by upgrading the loading time of operation that used to take 20 seconds to 2 seconds on IPS.
