Within the framework of the SFFS project, the Ministry of Finance has implemented Integrated Payroll System (IPS) for civil servants to conduct real-time analysis of the job and salary information to improve the planning of payroll expenses and monitoring their performance, and access accurate quantitative information on total employees working in affiliated organizations.
Based on the information in the Human Resource System of the Civil Service Council (CSC) through the web service data exchange, budget entities’ accountants calculate monthly civil servants’ salary at least once a month and made interbank transactions directly to employee’s bank account via the bulk transaction system of Bank of Mongolia. As of the end of the first quarter of 2021, the IPS is used by 4133 budget entities nationwide and over 160 thousand employees get paid through the system a total 382.2 billion MNT.
As a result of effective work with the accounting software providers for web service interface development, budget entities are starting to transfer payroll journal entry from IPS to budgetary entities’ accounting program of CTS LLC, Financial Computing group LLC, Gooksoft LLC, and Ordinat LLC. Now on budget entities accountants’ workload burden decreased as avoiding to double payroll calculation in different systems.
During the pandemic lockdown, the IPS implementation team has conducted series of online training for IPS users via zoom and Facebook live webinars at Integrated Payroll System page covering topics including payroll calculation types; how to change settings for payroll journal entry with each the accounting software providers; how to make interbank transactions; and how to change setting to economic coding block; and how to effectively use online user manual. By April 20th, 2021 over 6300 users have viewed online manuals and webinars as well as YouTube channel video guides.
We have successfully implemented the web interface with the tax office system (e-tax.mta.mn) and revised the forms due to the renewal of personal income tax deduction report for budget entities. We are getting positive comments and messages from IPS users because of all budget entities are using this service for tax reports and eliminating extra works of accountants and given the possibility to improve the productivity of them such as preparing /XM_11(1); ХМ11(2)/ form separately, manual entries in tax system or import and export data between systems.

Concerning the Strengthening Governance in Mongolia project, which was completed on February 28, 2023, the World Bank working group to develop the project completion report had an official meeting with Project Implementation Unit (PIU) and implementing organizations on March 30, 2023. The purpose of the working group meeting is to review the implementation of the project, the results achieved, and the fulfillment of the project indicators. |

The strategic approach is appealing to many individuals and organizations as it motivates them to perform better and channels resources directly to the frontlines. This in turn fosters greater accountability. Using this approach has been popular in different sectors with some promising results emerging. |

The MOF is entering the new phase of PFM Reform Action Plan

Within the framework of the European Union financed, World Bank managed “Strengthening Governance in Mongolia” project, the Ministry of Finance, in compliance with the “Sustainable Development Vision 2030” and the “Action Program of the Government of Mongolia for 2016-2020”, has approved and implemented the Public Financial Management (PFM) Reform Strategy and the Action Plan for 2018-2022. The overarching objective of the strategy was to improve governance and achieve effective resource allocation and efficient public service delivery. The implementation status of the PFM Action Plan is indicated as “Certain results have been achieved” at the rate of 85 percent. |

New systems and services are added in the Intermediate service platform for fiscal and financial systems

The Ministry of Finance Mongolia has developed and successfully launched the Intermediate Service Platform (ISP) in 2022 within the framework of the Strengthening Governance in Mongolia Project. The main purpose of the system is to provide a possibility of information /web services/ exchange between the independent systems of the Ministry of Finance and other organizations in a easy and flexible way. In addition, it is solving the issues of overlapping connections and development between many information systems and organizations, transferring them to a unified standard, making it has no complexity, and more secure. |
