COMPREHENSIVE SOCIAL INSURANCE SERVICES ARE AVAILABLE AT ONE-STOP SERVICE & CONSULTATION INFORMATION CENTERS

To provide complete social insurance service, the "One-stop service & consultation information center" was established in Bayanzurkh district in 2019, in Zavkhan province in 2020, with the financial support of the SFFS project, the World bank. Fully equipped centers started to serve the insured in a comfortable environment.   

Moreover, within the project framework, international ISO9001:2015 service quality standards training has been conducted to improve service management in the Social insurance division of Bayanzurkh district. The training will enable the Social insurance division to gradually apply international standards for ensuring customer satisfaction in public service. 

"One-stop service & consultation information center," which cost 93.3 million MNT established in Zavkhan province, is dedicated to providing social insurance service to rural herders and insured people. A.Ariunzaya, the Minister of Labor and Social Protection, and other officials attended the center's opening ceremony. 

Citizens and business entities can receive all social insurance services, banking, notary activities, receive and respond to applications and complaints electronically, obtaining ID cards and social insurance archives from "One-stop service & consultation information center." This One-stop service solution is designed to meet the customers' needs in a timely and efficient manner. 
  • Newly established "One-stop service & consultation information centers" under the SFFS project have the following results: 
    • The center's primary purpose is to provide all social insurance services to citizens from one point without delay, and all inspectors and staff have been trained in professional service management areas. Now a citizen can receive all information related to social insurance from one inspector;
    • Providing bank service through the "One-stop service & consultation information center"  service center enables citizens to have the opportunity to pay voluntary insurance;
    • The centers make getting archival inquiries service easier from one place instead of three steps. Also, inquiries from other provinces and districts were ordered by the archival inspectors of their local authorities, which made it possible to obtain them within three working days;
    • The centers produce direct QR code of social insurance archive references, and a citizen can receive all information of pension without delay; 
    • The CALL PRO voice message service is being managed to provide fast and convenient notification to the citizens as soon as the personal pension file is confirmed;
    • Now inspectors receive applications, requests at the centers, and citizens receive and transfer, resolve all service-related clarifications, fee adjustment, and official letters related to social insurance;
    • The centers provide detailed information to the questions of citizens and the insured;
    • Equipment and service delivery techniques have been improved, and citizens have been able to receive services quickly and without delay.

WORLD BANK WORKING GROUP MET WITH PIU AND IMPLEMENTING ORGANIZATIONS REGARDING THE COMPLETION REPORT OF THE STRENGTHENING GOVERNANCE IN MONGOLIA PROJECT

Concerning the Strengthening Governance in Mongolia project, which was completed on February 28, 2023, the World Bank working group to develop the project completion report had an official meeting with Project Implementation Unit (PIU) and implementing organizations on March 30, 2023. The purpose of the working group meeting is to review the implementation of the project, the results achieved, and the fulfillment of the project indicators.

Performance based financing (PBF) links funds or payments to service providers to results achieved and gives them considerable autonomy in the use of these funds. The strategic approach is appealing to many individuals and organizations as it motivates them to perform better and channels resources directly to the frontlines. This in turn fosters greater accountability. Using this approach has been popular in different sectors with some promising results emerging.

    Under the scope of improving public financial management, Mongolia is aiming to introduce result-oriented medium-term budgeting, transitioning from the traditional input-based budgeting. This goal is aligned with development policy of Mongolia to shift from medium-term fiscal framework (MTFF) to medium-term expenditure framework (MTEF).

Within the framework of the European Union financed, World Bank managed “Strengthening Governance in Mongolia” project, the Ministry of Finance, in compliance with the “Sustainable Development Vision 2030” and the “Action Program of the Government of Mongolia for 2016-2020”, has approved and implemented the Public Financial Management (PFM) Reform Strategy and the Action Plan for 2018-2022. The overarching objective of the strategy was to improve governance and achieve effective resource allocation and efficient public service delivery. The implementation status of the PFM Action Plan is indicated as “Certain results have been achieved” at the rate of 85 percent.

The Ministry of Finance Mongolia has developed and successfully launched the Intermediate Service Platform (ISP) in 2022 within the framework of the Strengthening Governance in Mongolia Project. The main purpose of the system is to provide a possibility of information /web services/ exchange between the independent systems of the Ministry of Finance and other organizations in a easy and flexible way. In addition, it is solving the issues of overlapping connections and development between many information systems and organizations, transferring them to a unified standard, making it has no complexity, and more secure.
