The operation of MOF databases have been improved and an integrated database management system has been introduced

The Financial Information Technology Division of The Ministry of Finance Mongolia is responsible for more than 10 fiscal and financial related important information systems of the government such as Government Financial Management Information System of the Treasury (GFMIS), the financial reporting system of budget organizations (E-Report), the financial reporting system of private organizations (E-Balance), Glass accounting system, Budget planning system, Debt management system, Integrated salary system of civil servants, and etc. Ensuring the security of these systems and the reliable operation of the database is a task that requires many factors such as time, human resources, and technological innovation, and it is not easy to solve it with state budget funds alone. Therefore, under the projects SFFS and SGM, we are working to improve and ensure the reliable operation of the databases of the Ministry of Finance's information systems, and to create an integrated database management system.

Within the framework of this project, the following main tasks were successfully completed. It includes:

  • Providing advice and support by developing complex documents aimed at improving the performance of the systems such as database configuration, optimal organization of the databases, and database tunings.
  • Oracle Enterprise Manager Cloud Control integrated database control system has been introduced to ensure reliable operation of the systems. The solution enables monitoring of all databases and resources located in the Data Center of the Ministry of Finance from an integrated dashboard.
  • By providing monitoring wall screens and official licensed software, we are able to prevent any risk and ensure the normal operation of the systems 24/7.
  • Also, automatic backups of the databases were implemented, providing the possibility of quick recovery in the event of a disaster. This enables data recovery from backup servers when the data center's primary data storage and servers fail.
  • Real-time database duplicates of the main systems (Data guard) have been created for the Intermediate Service Platform for data exchange between systems, and this solution has the advantage of data transfer and data backup without affecting the main systems’ performance.
  • By training specialists in charge of systems and databases of the Ministry of Finance, their Oracle database management and monitoring skills have been improved for the further maintenance of the databases.

As a result of the above activities carried out under the consulting services, the reliable and normal operation of the information systems of the Ministry of Finance has been significantly improved. For example, during reporting periods and on days with high system load, the problems of late reporting and Treasury transactions due to the database problems have decreased. Also, the results of the project can be seen in the improvement of the ability that quicker recovery time of the systems without data loss and issues when there is an error in databases due to any electrical or other hardware failures.

Concerning the Strengthening Governance in Mongolia project, which was completed on February 28, 2023, the World Bank working group to develop the project completion report had an official meeting with Project Implementation Unit (PIU) and implementing organizations on March 30, 2023. The purpose of the working group meeting is to review the implementation of the project, the results achieved, and the fulfillment of the project indicators.

    Under the scope of improving public financial management, Mongolia is aiming to introduce result-oriented medium-term budgeting, transitioning from the traditional input-based budgeting. This goal is aligned with development policy of Mongolia to shift from medium-term fiscal framework (MTFF) to medium-term expenditure framework (MTEF).

Within the framework of the European Union financed, World Bank managed “Strengthening Governance in Mongolia” project, the Ministry of Finance, in compliance with the “Sustainable Development Vision 2030” and the “Action Program of the Government of Mongolia for 2016-2020”, has approved and implemented the Public Financial Management (PFM) Reform Strategy and the Action Plan for 2018-2022. The overarching objective of the strategy was to improve governance and achieve effective resource allocation and efficient public service delivery. The implementation status of the PFM Action Plan is indicated as “Certain results have been achieved” at the rate of 85 percent.

LAUNCHED BETA VERSION OF THE REDEVELOPED GLASS ACCOUNT PORTAL

New systems and services are added in the Intermediate service platform for fiscal and financial systems

The Ministry of Finance Mongolia has developed and successfully launched the Intermediate Service Platform (ISP) in 2022 within the framework of the Strengthening Governance in Mongolia Project. The main purpose of the system is to provide a possibility of information /web services/ exchange between the independent systems of the Ministry of Finance and other organizations in a easy and flexible way. In addition, it is solving the issues of overlapping connections and development between many information systems and organizations, transferring them to a unified standard, making it has no complexity, and more secure.
