INTERMEDIATE SERVICE PLATFORM FOR FISCAL AND FINANCIAL SERVICE PLATFORM HAS BEEN LAUNCHED

The Ministry of Finance Mongolia is responsible for more than 10 fiscal and financial-related information systems used nationwide. For example, the Government Financial Management Information System of the Treasury (GFMIS), the financial reporting system of budget organizations (E-Report), the financial reporting system of private organizations (E-Balance), the Glass accounting system, Budget planning system, Debt management system, Integrated salary system of civil servants, etc. citizens and institutions are familiar.

As the number of information systems increases, communication with organizations and business requirements increase, improving the data exchange, ensuring the data integration, and automating are becoming the main challenges.

Therefore, the MOF has developed and launched the Intermediate Service Platform (ISP) in 2022 within the framework of the Strengthening Governance in Mongolia Project.

The main goal of the system is to provide easy, flexible, and reliable information /web services/ exchange between the independent systems of the Ministry of Finance and other organizations. The platform consists of two parts: a portal site for public access to information and instructions on available web services http://esb.mof.gov.mn/ and a back-end site for main management and service development http://esb-back.mof.gov.mn/.

Advantages and main features of the system:

  • Web services with unified standards for data exchange between information systems can be easily and quickly created and managed without coding, regardless of the source system technology.
  • Centralized logging and monitoring with dashboards
  • Creating a web service does not require redevelopment of source systems, and a single developed service can be reused.
  • For example, if the traditional architecture Point-to-Point data exchange pattern is used, hundreds of connections (spaghetti pattern) will be created between the systems used by the MOF. However, the Hub and Spoke (Star) architecture we introduced allows systems to connect to the platform once and exchange information between all systems.
  • Supports various data sources and database technologies:

            - Create REST web services using queries, functions, and procedures from databases such as Oracle, MSSQL, MySQL, and MariaDB.

                - Create web services by converting existing REST web services on the source systems to the platform's unified standard

                - Creating web services from file databases

  • Public portal site allows getting information about the MOF systems and access instructions of the available web services (http://esb.mof.gov.mn/)
  • Create open data for the public

Currently, the platform has created about 20 web services of systems such as Local Development Fund System, Public Investment System, GFMIS, E-Report, ODAMIS, Glass Accounting Portal, and Leader Monitoring System. In the future, system administrators and specialists in charge of MOF systems will be able to create and publish data exchanging web services easily and in a short time.

Concerning the Strengthening Governance in Mongolia project, which was completed on February 28, 2023, the World Bank working group to develop the project completion report had an official meeting with Project Implementation Unit (PIU) and implementing organizations on March 30, 2023. The purpose of the working group meeting is to review the implementation of the project, the results achieved, and the fulfillment of the project indicators.

The strategic approach is appealing to many individuals and organizations as it motivates them to perform better and channels resources directly to the frontlines. This in turn fosters greater accountability. Using this approach has been popular in different sectors with some promising results emerging.

    Under the scope of improving public financial management, Mongolia is aiming to introduce result-oriented medium-term budgeting, transitioning from the traditional input-based budgeting. This goal is aligned with development policy of Mongolia to shift from medium-term fiscal framework (MTFF) to medium-term expenditure framework (MTEF).

Within the framework of the European Union financed, World Bank managed “Strengthening Governance in Mongolia” project, the Ministry of Finance, in compliance with the “Sustainable Development Vision 2030” and the “Action Program of the Government of Mongolia for 2016-2020”, has approved and implemented the Public Financial Management (PFM) Reform Strategy and the Action Plan for 2018-2022. The overarching objective of the strategy was to improve governance and achieve effective resource allocation and efficient public service delivery. The implementation status of the PFM Action Plan is indicated as “Certain results have been achieved” at the rate of 85 percent.

LAUNCHED BETA VERSION OF THE REDEVELOPED GLASS ACCOUNT PORTAL

The Ministry of Finance Mongolia has developed and successfully launched the new version of the Glass Account Portal in 2023 within the framework of the Strengthening Governance in Mongolia Project jointly implemented by the EU and the World bank.

The Ministry of Finance Mongolia has developed and successfully launched the Intermediate Service Platform (ISP) in 2022 within the framework of the Strengthening Governance in Mongolia Project. The main purpose of the system is to provide a possibility of information /web services/ exchange between the independent systems of the Ministry of Finance and other organizations in a easy and flexible way. In addition, it is solving the issues of overlapping connections and development between many information systems and organizations, transferring them to a unified standard, making it has no complexity, and more secure.
