A PILOT TEST IF THE TRESURY PORTAL SYSTEM WAS ORGANIZED SUCCESFULLY

Within the framework of the "Strengthening Governance in Mongolia project" jointly implemented by the Ministry of Finance of Mongolia and the European Union, the Treasury Department is working to develop and implement the treasury Portal system, which will transfer payment and settlement of the budget organizations into fully digital. With the roll of the Treasury Portal system, it will become possible to digitalize the payment and settlement of budget organizations completely, reduce the workload of the accountants, increase productivity, and enable remote work. The system consists of a total of 6 main modules, and currently, the development of the system is 70 percent. One of the system's main advantages is directly integrating internal and external financial systems into the Portal system, including the Treasury E-statement system, the Electronic public procurement system, Government financial management information system, and the Tax administration integrated system. As a result, it allows to obtain reports in an easily accessible manner, optimize the Government of Mongolia's cash management, exchange budget information between systems, form a responsible payment system based on the tax invoice system, prevent tax evasion, and facilitate manual operations. According to the implementation plan of the Treasury Portal system, the end user's pilot test of the billing, expenditure, commitment and obligation, and reporting modules was organized in two stages from June 13, 2022, to August 22, 2022. A total of 14 budget organizations and one project unit were involved in the pilot test. During the pilot test, the training, which aims to instruct how to make an electronic payment and settlement, solve the problems that occurred in the pilot test, and exchange ideas, was organized in the classroom and online for the heads and accountants of the selected budget organizations and specialists of relevant treasury unit monitored the transactions of expenditure, billing, and commitment and obligation modules made by the organizations through reporting module and provided daily support in the system operation to the participants. As a result, about 1,500 expenses, commitments, and obligations transactions were also successfully verified electronically. In addition, the system improvement proposals and information on the system bugs and errors were received from the accountants and the treasury specialists, and relevant development was carried out. A satisfaction survey was taken from each participant who attended the system's pilot test. According to the results of this survey, 95 percent of all participants expressed their satisfaction with the implementation of the Portal system. It is highlighted from the feedback of the participants that it is a system that saves time and increases work productivity. In addition, correspondents liked the use of the latest technological advances for the job, it was developed in a way that is easy to use and understand, and I think implementing the Portal system project is the right decision.

WORLD BANK WORKING GROUP MET WITH PIU AND IMPLEMENTING ORGANIZATIONS REGARDING THE COMPLETION REPORT OF THE STRENGTHENING GOVERNANCE IN MONGOLIA PROJECT

Concerning the Strengthening Governance in Mongolia project, which was completed on February 28, 2023, the World Bank working group to develop the project completion report had an official meeting with Project Implementation Unit (PIU) and implementing organizations on March 30, 2023. The purpose of the working group meeting is to review the implementation of the project, the results achieved, and the fulfillment of the project indicators.

The strategic approach is appealing to many individuals and organizations as it motivates them to perform better and channels resources directly to the frontlines. This in turn fosters greater accountability. Using this approach has been popular in different sectors with some promising results emerging.

    Under the scope of improving public financial management, Mongolia is aiming to introduce result-oriented medium-term budgeting, transitioning from the traditional input-based budgeting. This goal is aligned with development policy of Mongolia to shift from medium-term fiscal framework (MTFF) to medium-term expenditure framework (MTEF).

Within the framework of the European Union financed, World Bank managed “Strengthening Governance in Mongolia” project, the Ministry of Finance, in compliance with the “Sustainable Development Vision 2030” and the “Action Program of the Government of Mongolia for 2016-2020”, has approved and implemented the Public Financial Management (PFM) Reform Strategy and the Action Plan for 2018-2022. The overarching objective of the strategy was to improve governance and achieve effective resource allocation and efficient public service delivery. The implementation status of the PFM Action Plan is indicated as “Certain results have been achieved” at the rate of 85 percent.

LAUNCHED BETA VERSION OF THE REDEVELOPED GLASS ACCOUNT PORTAL

The Ministry of Finance Mongolia has developed and successfully launched the Intermediate Service Platform (ISP) in 2022 within the framework of the Strengthening Governance in Mongolia Project. The main purpose of the system is to provide a possibility of information /web services/ exchange between the independent systems of the Ministry of Finance and other organizations in a easy and flexible way. In addition, it is solving the issues of overlapping connections and development between many information systems and organizations, transferring them to a unified standard, making it has no complexity, and more secure.
