Heading to a data-driven decision-making process

Under the framework of the project "Strengthening Fiscal and Financial Stability", experimental estimation on short-run changes in the people’s living conditions and main poverty indicators as well as the study to determine the characteristics of the poor were made, and related manual and initial policy recommendations were developed.

In the long and medium-term developmental strategies of Mongolia, the one of sub objective strictly directs to reach following aims, including to reach the zero extreme poverty, better general standard of living, and to enlarge middle class. The way to ensure these aims is that the government need to target the vulnerable groups, which must be covered by social welfare, and to design and provide welfare support and public services in a form that meets vulnerable groups’ needs. Also, these kinds of long sighted, policy priorities need to be sustainable. 

Based on poverty statistics, we evaluate how policy approaches impact on the population's livelihood. The National Statistical office estimates main poverty related indicators based on data of household income and expenditure survey, which conducted once within two years. Therefore, data scarcity is the core difficulty. Also, the survey outcomes have the 1 to 2 years’ time lag.

The way to solve this problem is to build public database that consists with large amount of data sourced from various public administrative information, analyze the database using recent technological advancements. It is the opportunity to produce real time-based study result for policymakers. The experiment work is made, and the result demonstrates that this approach has a great potential to identifying vulnerable groups to poverty and investigate people’s living state.

The experimental study was made in a scaled-down way to study changes in the population's livelihoods between 2021-2022, and the calculations used machine learning techniques, which have recently been popular as a part of artificial intelligence. The methodology that will use in the further calculation was developed as well as a related manual was prepared. In addition, accordance with further estimation, special attention was paid to the risk of data privacy that might arise. 

The approach is highly significant in many ways, such as reducing budget costs, reducing inefficient social welfares, ensuring the stability of social welfare funds, and delivering public services that meet with the needs of different population groups.

Compared to previous the sampling method based studies, this public database that combined various types of administrative information driven approach allows full coverage of all population and it has the advantage of improving the quality and accuracy of the study. The work requires the participation of several government organizations, and the Ministry of Economy and Development intends to ensure the cooperation of these organizations and the coordination of inter-sectoral implementation.

Furthermore, under "Strengthening Fiscal and Financial Stability" project the National Statistics Committee and the Ministry of Labor and Social Security jointly developed the methodology to evaluate the living standard of the people by proxy variables for their income. Also, it is helpful to make evaluation using the methodology on this public database.

Concerning the Strengthening Governance in Mongolia project, which was completed on February 28, 2023, the World Bank working group to develop the project completion report had an official meeting with Project Implementation Unit (PIU) and implementing organizations on March 30, 2023. The purpose of the working group meeting is to review the implementation of the project, the results achieved, and the fulfillment of the project indicators.

The strategic approach is appealing to many individuals and organizations as it motivates them to perform better and channels resources directly to the frontlines. This in turn fosters greater accountability. Using this approach has been popular in different sectors with some promising results emerging.

    Under the scope of improving public financial management, Mongolia is aiming to introduce result-oriented medium-term budgeting, transitioning from the traditional input-based budgeting. This goal is aligned with development policy of Mongolia to shift from medium-term fiscal framework (MTFF) to medium-term expenditure framework (MTEF).

Within the framework of the European Union financed, World Bank managed “Strengthening Governance in Mongolia” project, the Ministry of Finance, in compliance with the “Sustainable Development Vision 2030” and the “Action Program of the Government of Mongolia for 2016-2020”, has approved and implemented the Public Financial Management (PFM) Reform Strategy and the Action Plan for 2018-2022. The overarching objective of the strategy was to improve governance and achieve effective resource allocation and efficient public service delivery. The implementation status of the PFM Action Plan is indicated as “Certain results have been achieved” at the rate of 85 percent.

LAUNCHED BETA VERSION OF THE REDEVELOPED GLASS ACCOUNT PORTAL

New systems and services are added in the Intermediate service platform for fiscal and financial systems

The Ministry of Finance Mongolia has developed and successfully launched the Intermediate Service Platform (ISP) in 2022 within the framework of the Strengthening Governance in Mongolia Project. The main purpose of the system is to provide a possibility of information /web services/ exchange between the independent systems of the Ministry of Finance and other organizations in a easy and flexible way. In addition, it is solving the issues of overlapping connections and development between many information systems and organizations, transferring them to a unified standard, making it has no complexity, and more secure.
