MONGOLIA'S DELEGATION PARTICIPATES IN 36TH EAG PLENARY MEETING

The meetings of the EAG Working Groups and the 36th Plenary Meeting of the Eurasian Group on Combating Money Laundering and Financing of Terrorism (EAG) were held in Tashkent (Republic of Uzbekistan) from May 30 to June 2, 2022.

The meetings were attended by the representatives of the EAG Member States, namely Belarus, India, Kazakhstan, China, Kyrgyzstan, Russia, Tajikistan, Turkmenistan, Uzbekistan, the FATF Secretariat, observer states and organizations of the Group.

Mongolia joined the Eurasian Anti-Money Laundering Group as an observer state in 2012 and reports annually to the Forum on its progress in combating money laundering and terrorist financing.

Since the last Forum, Mongolia has provided operational reports, technical assistance proposals, and evaluation methodologies, as well as other necessary explanations and information. In addition, the Financial Information Unit has widely participated in e-trainings, seminars and conferences organized by the Euro-Asian Anti-Money Laundering Group.

 

A total of 6 representatives from the National Council for Combating Money Laundering and Terrorism Financing, and the Financial Information Unit of Bank of Mongolia actively participated in the Meetings. These include:

1. Representative from Mongolian Immigration Agency;

2. Representative from Agency of Court Decision;

3. Representative from General Authority for State Registration;

4. Representative from Financial Information Unit of Bank of Mongolia;

5. Representative from General Authority of Border Protection.

Mongolia's exchange of information with the participants of the Euro-Asian Anti-Money Laundering Group Forum and the improvement of cooperation through the study of best practices will have a positive impact on strengthening Mongolia's anti-money laundering and anti-terrorist financing system.

During the Plenary the Protocol amending the EAG statutory documents – the Agreement on the EAG and the Regulation on the Procedure for forming and implementing the Budget of the EAG has been signed by Member States.

The Plenary approved the concept of strengthening the Eurasian group interaction with representatives of high-level public authorities and governance of EAG Member States.

The Plenary adopted the Mutual evaluation Report and the Executive Summary of the Republic of Uzbekistan under the 2nd Round of EAG mutual evaluations.

The Plenary heard the 3rd follow-up report of the Republic of Tajikistan without technical compliance re-rating under the 2nd round of EAG mutual evaluations and noted the progress made by Tajikistan in development of its national AML/CFT system. 

The Plenary approved the results of the first round of ML/TF risk assessment in the Eurasian region and discussed proposals for further action to develop the measures to minimize the identified regional risks. In addition, the Plenary approved the launch of the typologies project: "Typologies and trends in combating terrorist financing" led by the Republic of Uzbekistan and the Republic of Tajikistan, and agreed to continue the monitoring of ML/TF risks associated with the instability in Afghanistan.

The Secretariat of the Euro-Asian Anti-Money Laundering Group praised the contribution of observer countries and international organizations in identifying, managing and reducing the risk of money laundering and terrorist financing in the Eurasian region.

At the end of the meeting, it was decided to hold the next 37th meeting of the Euro-Asian Anti-Money Laundering Group in Dushanbe, Tajikistan.

WORLD BANK WORKING GROUP MET WITH PIU AND IMPLEMENTING ORGANIZATIONS REGARDING THE COMPLETION REPORT OF THE STRENGTHENING GOVERNANCE IN MONGOLIA PROJECT

Concerning the Strengthening Governance in Mongolia project, which was completed on February 28, 2023, the World Bank working group to develop the project completion report had an official meeting with Project Implementation Unit (PIU) and implementing organizations on March 30, 2023. The purpose of the working group meeting is to review the implementation of the project, the results achieved, and the fulfillment of the project indicators.

Performance based financing (PBF) links funds or payments to service providers to results achieved and gives them considerable autonomy in the use of these funds. The strategic approach is appealing to many individuals and organizations as it motivates them to perform better and channels resources directly to the frontlines. This in turn fosters greater accountability. Using this approach has been popular in different sectors with some promising results emerging.

    Under the scope of improving public financial management, Mongolia is aiming to introduce result-oriented medium-term budgeting, transitioning from the traditional input-based budgeting. This goal is aligned with development policy of Mongolia to shift from medium-term fiscal framework (MTFF) to medium-term expenditure framework (MTEF).

Within the framework of the European Union financed, World Bank managed “Strengthening Governance in Mongolia” project, the Ministry of Finance, in compliance with the “Sustainable Development Vision 2030” and the “Action Program of the Government of Mongolia for 2016-2020”, has approved and implemented the Public Financial Management (PFM) Reform Strategy and the Action Plan for 2018-2022. The overarching objective of the strategy was to improve governance and achieve effective resource allocation and efficient public service delivery. The implementation status of the PFM Action Plan is indicated as “Certain results have been achieved” at the rate of 85 percent.

LAUNCHED BETA VERSION OF THE REDEVELOPED GLASS ACCOUNT PORTAL

The Ministry of Finance Mongolia has developed and successfully launched the Intermediate Service Platform (ISP) in 2022 within the framework of the Strengthening Governance in Mongolia Project. The main purpose of the system is to provide a possibility of information /web services/ exchange between the independent systems of the Ministry of Finance and other organizations in a easy and flexible way. In addition, it is solving the issues of overlapping connections and development between many information systems and organizations, transferring them to a unified standard, making it has no complexity, and more secure.
