PILOTING "GENDER-RESPONSIVE BUDGETING" IN MONGOLIA

One of the objectives of the “Strengthening Governance in Mongolia Project” is to support the Ministry of Finance in introducing Gender Responsive Budgeting (GRB) in the budgeting process of Mongolia by integrating it into the Public Financial Management reform.

The Ministry of Finance has been one of the front-runners in ensuring gender equality by adopting the Gender Strategy for portfolio agencies of the Ministry of Finance for 2016-2024. This Strategy aims to integrate a gender perspective in policy planning, implementation, monitoring, and evaluation stages, build capacity, and introduce the gender-responsive budgeting methodology in the budget process at the national and local levels. 

Inequalities in society are structural and complex, and gender gaps are common across Mongolian sectors. GRB is a tool that helps align gender equality policies and strategies with sectoral strategies, policies, and budgets to address gender gaps, improve gender outcomes of policies, and, consequently, the quality of life in Mongolia for women, men, boys, and girls. 

The Ministry of Finance has established a dedicated working group to support piloting the GRB in the budgeting process of selected sectors. The Ministry of Finance has been working closely with the National Committee on Gender Equality, the National Statistics Office, and other respective stakeholders.

Within the gradual phased introduction of GRB in line ministries, the Ministry of Labor and Social Protection and the Ministry of Education and Science is selected as pilot ministries.  The sub-working groups were established at these ministries to pilot GRB and conduct a gender analysis of budget planning and execution. In addition, the GRB model for Mongolia that outlines procedures and steps for integrating GRB into budget planning, implementation, and reporting stages has been developed.
The pilot phase's primary purpose is to test how proposed procedures are working in practice, how they fit within the current policy and budget planning process, and what capacities are available and needed in the future. 
As part of the GRB pilot phase, a gender analysis of the selected programs and activities of the pilot ministries has been conducted. The GRB-related guidance and forms have been developed and included in Budget Circular for the fiscal year 2022. The capacity self-assessment and GRB budget proposals were received from 32 State General Budget Governors. Based on the inputs received from General Budget Governors, information on GRB has been prepared and included in the introduction of the 2022 State Budget for Parliament discussion and the " Citizens' Budget 2022."
Based on the pilot phase, lessons learned, and preconditions on the introduction of GRB, the Ministry of Finance has developed the GRB capacity building program and the training content to enhance a common understanding of the GRB among the respective stakeholders. It plans to organize online training workshops for the target audiences from October 27, 2021, to December 15, 2021. 
As a way forward, the Ministry of Finance aims to expand the pilot phase of the GRB and opt for a sustainable model that will fit well with other policy and budget planning reforms by implementing the pilot phase and involving all respective stakeholders.

Concerning the Strengthening Governance in Mongolia project, which was completed on February 28, 2023, the World Bank working group to develop the project completion report had an official meeting with Project Implementation Unit (PIU) and implementing organizations on March 30, 2023. The purpose of the working group meeting is to review the implementation of the project, the results achieved, and the fulfillment of the project indicators.

Performance based financing (PBF) links funds or payments to service providers to results achieved and gives them considerable autonomy in the use of these funds. The strategic approach is appealing to many individuals and organizations as it motivates them to perform better and channels resources directly to the frontlines. This in turn fosters greater accountability. Using this approach has been popular in different sectors with some promising results emerging.

    Under the scope of improving public financial management, Mongolia is aiming to introduce result-oriented medium-term budgeting, transitioning from the traditional input-based budgeting. This goal is aligned with development policy of Mongolia to shift from medium-term fiscal framework (MTFF) to medium-term expenditure framework (MTEF).

Within the framework of the European Union financed, World Bank managed “Strengthening Governance in Mongolia” project, the Ministry of Finance, in compliance with the “Sustainable Development Vision 2030” and the “Action Program of the Government of Mongolia for 2016-2020”, has approved and implemented the Public Financial Management (PFM) Reform Strategy and the Action Plan for 2018-2022. The overarching objective of the strategy was to improve governance and achieve effective resource allocation and efficient public service delivery. The implementation status of the PFM Action Plan is indicated as “Certain results have been achieved” at the rate of 85 percent.

LAUNCHED BETA VERSION OF THE REDEVELOPED GLASS ACCOUNT PORTAL

The Ministry of Finance Mongolia has developed and successfully launched the Intermediate Service Platform (ISP) in 2022 within the framework of the Strengthening Governance in Mongolia Project. The main purpose of the system is to provide a possibility of information /web services/ exchange between the independent systems of the Ministry of Finance and other organizations in a easy and flexible way. In addition, it is solving the issues of overlapping connections and development between many information systems and organizations, transferring them to a unified standard, making it has no complexity, and more secure.
