A. BACKGROUND

Mongolia received a credit from the International Development Association (IDA) for the Strengthening Fiscal and Financial Stability Project (SFFSP). The Objective of the SFFS Project is designed to improve fiscal policy and sustainability in a mineral-based economy, protect the poor and vulnerable, and restore confidence in the financial sector. The project is designed into five components: (I) Strengthening Macroeconomic and Fiscal Management; (II) Improving the Efficiency of Public Financial Management; (III) Enhancing Financial Sector Stability; (IV) Strengthening the Social Protection System; (V) Project Management and Monitoring. The objectives are to Strengthening fiscal responsibility and implementing relevant policy measures, improving fiscal discipline, strengthening the resiliency of the banking system, improving public expenditure quality in social protection, providing support for Project implementation, coordination, monitoring, and evaluation, including, inter alia, audit arrangements, reporting requirements, procurement, and financial management activities respectively. As stated in Article 5.4 of “Vision – 2050”, Mongolian long-term development strategy policy which has been approved by the Mongolian Parliament as Annex 1 of the Resolution №52 in 2020, “Build a service that serves its citizens, also is professional, efficient, transparent, effective, and sophisticated.” Within the framework of implementing the 1st stage of the objective, which indicated as “Standards of quality is to be established, and make it available for citizens and the general public to monitor the public service as well as engraining service culture that wins the trust of people.”  in Section 5 of the Action Plan from 2021 to 2030.

The Social Insurance sector currently employs about 1500 employees and inspectors in the social insurance sector. 

SIGO usually organizes the training for employees in classrooms, and training for insured citizens in the form of an open day at organization offices, university, secondary schools’ buildings in mobile form. Also information is provided in the form of video content and posters through the social insurance website and social media pages.

Regarding future activities, it has become a necessity to improve the e-learning equipment, select suitable methods, and bring programs and content in line with modern training requirements in order to organize the training and development activities of social insurance organizations regardless of space and circumstances.

Therefore, in order to increase the capacity of the sector to build the capacity of social insurance employees and inspectors, the project plan for 2022 includes the assignment to develop e-learning content for the social insurance sector's human resources and its curriculum, videos, and handouts that enable social insurance organizations in order to officials to learn systematically and continuously.

In this context, the Ministry of Labor and Social Protection (MLSP) established a working group to develop technical requirements for the e-training content and  online learning platform by order A24 dated March 4, 2021. The technical requirements for the supply and installation of an online training platform to be purchased under the World Bank's Mongolia Employment Support Project were developed by the working group of the MLSP. The Mongolia Employment Support Project, WB has contracted to purchase an online training platform and the supplier has handed over the platform to SIGO and GOLWS. 

The MLSP working group instructed the Social Insurance General Office (SIGO) to develop a training program based on the study of training needs of social insurance employees and inspectors from 21 aimags and 9 districts. The working group also studied the principles and content of the sector's medium-term human resource development strategy and developed a training plan to be reflected in the sector's online human resources training platform based on feedback from the members of the working group to develop technical requirements for the online training content. 

In the future, it will be possible to organize training and development activities of social insurance organizations regardless of space and circumstances and to improve social insurance services to citizens. It is possible to enrich, increase and update the training content in the future, and the training department and the insurance department of the SIGO will continue to implement this work.

The MLSP is keen to hire an experienced professional entity to prepare training content within the training package of the social insurance organization and to palace its online training platform to improve the knowledge and skills of social insurance employees. The features of the online training platform are now available to the MLSP. Therefore, a professional entity should do the following tasks: i) determine the overall learning objective for each topic and specific objectives for each module of the given topic and key content /script for each module; specification the types of presentation techniques to be used (audio,   motion graphics, animation, etc.); ii)  finalize upon the MLSP’s feedback and seek MLSP’s approval; iii) develop the training modules for each topic as specified above and according to the approved script and using the methods identified (audio, motion graphics, animation, etc.).

B. OBJECTIVE OF THE ASSIGNMENT

The aim of this assignment is to increase the capacity of social insurance employees and inspectors monitoring, evaluating, and auditing staffs on recurrent and emerging topics by equipping them with access to online training modules developed in line with training needs. 

C. SCOPE OF THE WORK

The professional entity will work closely with the working group of MLSP, SIGO, and other respective agencies and be responsible for the following tasks for this assignment. These include:

 i) determine the overall learning objective for each topic and specific objectives for each module of the given topic and key content /script for each module; specification the types of presentation techniques to be used (audio, motion graphics, animation, etc.);

ii)  Review and finalize upon the MLSP’s feedback and seek MLSP’s approval;

iii) Transforming the training content and materials into an online based training format. Develop the online training modules for each topic as specified above and according to the approved script and using the methods identified (audio, motion graphics, animation, etc.).

The professional entity should get closely familiarized with the MLSP’s online training platform characteristics and featuresprior to commencing the technical tasks.  

Task 1. Script development and finalization. For each topic as described in ANNEX I, (i) determine the overall learning objective for each topic and specific objectives for each module of the given topic; key content /script and text for each module; specification of the types of presentation techniques to be used (audio, video, motion graphics, animation, etc.); learning assessment/quiz questions and responses for each module;  list of self-reading materials for each topic; prepared draft presentations, the training materials should be made available in the form of PPTs, tables, and graphs if necessary, with corresponding descriptive texts formulated/articulated in a clear, concise, and efficient manner. (ii) Present them to the MLSP for review, and (iii) upon consultation and endorsement from the MLSP finalize upon the MLSP’s feedback and seek MLSP’s approval for all above documents.

Task 2. Transforming the script into digital training content. For each topic described in ANNEX I, transform the finalized script into a digital training content using the methods identified/and approved (audio, video, motion graphics, animation, etc. The MLSP will review and approve/accept them if the developed modules meet the technical requirements ANNEX II. 

D. DELIVERABLES

The professional entity shall collaborate with a contractor procured by the MLSP to supply the e-learning platform and seek its comments and suggestions at all the above-mentioned work stages in order to design contents that meet the technical requirements of the e-learning platform.

The MLSP will establish a technical working group that is charged with reviewing, providing feedback, and approving all deliverables.

Deliverable I:  Full and complete scripts developed for  three training topics chosen from ANNEX I, reflecting the modules and units of each topic as specified and all necessary content and materials specified under Task 1.  The full scripts will be finalized based on MLSPs feedback.  The MLSP will approve the finalized full and complete scrip for each three chosen topics.  

At this stage, if the scripts prepared by the professional entity do not meet the requirements set by the MLSP, the contract will be terminated.

Deliverable II:  Full and complete scripts developed for the remaining three training topics chosen from ANNEX I, reflecting the modules and units of each topic as specified and all necessary content and materials specified under Task 1.  The full scripts will be finalized based on MLSPs feedback.  The MLSP will approve the finalized full and complete scrip for each three chosen topics.  

At this stage, if the scripts prepared by the professional entity do not meet the requirements set by the MLSP, the contract will be terminated.

Deliverable III. Digital training content fully developed for three topics, in accordance with final and authorized documents as per Deliverable 1 and according to technical requirements specified in Annex II. 

Deliverable IV. Digital training content fully developed for remaining three topics, in accordance with final and authorized documents as per Deliverable 1 and according to technical requirements specified in Annex II. 

E. CONSULTANT’S QUALIFICATIONS /SELECTION CRITERIA

Organization experience and criteria:

A professional entity shall meet the following criteria: 

i. Authorized professional entity or NGO; 

ii. The professional entity should have at least 5 years of experience in conducting adult training, professional training, including digital learning content in social development (evidence of training delivery and digital learning content development will be required) ;

iii. The professional entity should have a competent team for developing online training/learning content.  

The professional entity must have a team of key experts and consultants, who meet the following qualifications:

Trainer and instructor:

Education: A candidate should have at least a master’s degree in teaching degree or tutors or adult education.

Experience: A candidate should have at least 5 years of experience in the education field. 

Language skills: A candidate should have excellent writing skills in the Mongolian language and at least an intermediate level of English proficiency.

Other: Excellent communication and interpersonal skills with the ability to function effectively and collaboratively in a team environment, the ability to present data and findings in a concise manner, communicate policy messages effectively to a high-level audience, and high proficiency in drafting documents, and the ability to work independently.

Social Insurance Consultant 1 

Education:  A suitable candidate should have at least a master’s degree in social science, social insurance or related fields.

Professional qualifications: A suitable candidate should have extensive understanding and experience with social insurance policy development and/or implementation mechanisms, including learning from international trends and best practices, and the experience in developing policy documents, legislation would be a plus. 

Experience: A candidate should have at least 8 years of directly relevant professional experience in the field of social development or social assistance policy,  implementation and/or research. 

Language: A candidate should have excellent writing skills in the Mongolian language and at least intermediate level of English proficiency. 

Other: Excellent communication and interpersonal skills with the ability to function effectively and collaboratively in a team environment, the ability to present data and findings in a concise manner, communicate policy messages effectively to a high-level audience, and high proficiency in drafting documents, and the ability to work independently.

Social Insurance Consultant 2

Education:  A suitable candidate should have at least a master’s degree in social science, social insurance or related fields.

Professional qualifications: A suitable candidate should have extensive understanding and experience with social insurance policy development and/or implementation mechanisms, including learning from international trends and best practices, and the experience in developing policy documents, legislation would be a plus. 

Experience: A candidate should have at least 8 years of directly relevant professional experience in the field of social development or social assistance policy,  implementation and/or research. 

Language: A candidate should have excellent writing skills in the Mongolian language and at least intermediate level of English proficiency. 

Other: Excellent communication and interpersonal skills with the ability to function effectively and collaboratively in a team environment, the ability to present data and findings in a concise manner, communicate policy messages effectively to a high-level audience, and high proficiency in drafting documents, and the ability to work independently.

Graphic designer/illustrator:

Education:  A suitable candidate should have at least a bachelor’s degree or higher in as a graphic designer/illustrator.

Professional qualifications: A suitable candidate should have worked as a graphic designer/illustrator for not less than 3 video and animation content development projects;

Experience: A candidate should have at least 5 years of directly relevant professional experience as a graphic designer/illustrator

Language: A candidate should have excellent writing skills in the Mongolian language and at least an intermediate level of English proficiency. 

Other: Excellent communication and interpersonal skills with the ability to function effectively and collaboratively in a team environment, the ability to present data and findings in a concise manner, communicate policy messages effectively to a high-level audience, and high proficiency in drafting documents, and the ability to work independently.

F. SUPERVISION AND REPORTING

The professional entity will report directly to the Head of a working group, and Director of the Planning Department (PPD) of MLSP.  Work progress will be presented during the working group meeting or other meetings as needed.   

The Director of PPD shall evaluate the performance on the agreed deliverables and approve the invoices for the delivered outputs.   

G. CONTRACT DURATION

The consultancy is expected to commence in December 2022 with a total duration of four months. 

If any of the tasks specified is not finished and approved by the MLSP within the agreed-upon timeline, the consultant’s payment will be reduced proportionally. 

H. PAYMENT CONDITION

Payments will be released upon satisfactory completion of all deliverables due for each task, according to the following schedule:

Submission of Deliverable I stated in the ToR conditional on the MLSP’s acceptance: 15% of the total contract amount;

Submission of Deliverable II stated in the ToR conditional on the MLSP’s acceptance: 15 % of the total contract amount; 

Submission of Deliverable III stated in the ToR conditional on the MLSP’s acceptance:  35% of the total contract amount.

Submission of Deliverable IV stated in the ToR conditional on the MLSP’s acceptance: 35 % of the total contract amount.

The payment will be based on the documented outcome/s only and should be attached to the invoice and related documents.

MLSP will own all copyright of the training program under this consultancy service.

I. INSTITUTIONAL ARRANGEMENTS

The MLSP will provide office space for the team to work with the working group.
