A. BACKGROUND
Mongolia received a credit from the International Development Association (IDA) for the Strengthening Fiscal and Financial Stability Project (SFFSP). The objective of the SFFS Project has been to contribute to the Government of Mongolia’s efforts to strengthen fiscal and financial stability and improve the quality of expenditure. The project is designed into five components: (A) Strengthening Macroeconomic and Fiscal Management; (B) Improving the Efficiency of Public Financial Management; (C) Enhancing Financial Sector Stability; (D) Strengthening the Social Protection System; (E) Project Management and Monitoring. The Development Financing and Investment Department (DFID) of the Ministry of Finance (MOF) is responsible for developing and coordinating cooperation between the Government of Mongolia and its partner countries, international banks, international financial institutions. Within its mandate of integrated management of government external loans and grants, the MOF develops long, medium and short term policy and strategies, concludes financing agreements, organizing, coordinating and monitoring its implementation. As at the end of 2021, there were 104 projects being implemented by the Government of Mongolia with loan and grant financing from development partners. In addition, there were numerous technical assistance and technical cooperation grant projects.
Currently, there are project and programs that need development financing and are aimed at ensuring the implementation of the following: Vision-2050 -- Mongolia’s long-term development policy approved by the Parliament; the Government Action Plan for 2020-2024; policy measures of MNT 10 trillion in the comprehensive economic recovery plan and the New Revival Policy for stimulating the economy during the pandemic. The Government aims to revive the post COVID-19 economy within 2022 through fiscal policy measures that would enable launching development projects, ensuring inclusive growth, increasing exports, and promoting investment projects.
Within the context above, in order to avoid any gaps and inefficiencies in the cooperation between the Government of Mongolia and the International Financial Institutions, it is required to facilitate smooth operation of the projects, identify the gaps and improve monitoring and evaluation of the projects.
B. OBJECTIVE OF THE ASSIGNMENT
The main objective of the consultancy service is to conduct studies and take necessary actions to improve the monitoring and evaluation of the Government loans and grants projects.
C. SCOPE OF WORK
The assignments will require the national consultant to carry out the tasks including, but not limited to, the following:
1. Analyze project monitoring & evaluation, and prepare a consolidated report;
2. Develop a proposal to update the project monitoring, evaluation model and improve the monitoring processes;
3. Improve the monitoring model for the records of project implementation staff and individual consultants, track and monitor the records;
4. Conduct a study of project implementation staffs and consultants;
5. Conduct consolidated research/study and analysis of the purpose of projects implemented / being implemented with foreign loans and grants, their results, efficiency, and job creation;
6. Carry out the other tasks as reasonably requested and/or assigned by the Director General of DFID and Head of DFDivison.
D. DELIVERABLES
Based on the contracted assignments and detailed contract implementation plan approved by the client, the national consultant’s deliverables will include:
E. SELECTION CRITERIA
Education: A suitable candidate should have a bachelor’s degree in business and/or public administration, and other relevant fields.
Experience: Incumbent should have at least 2 years of relevant professional experience. Previous work experience in central government agencies and for donor projects would be preferred.
Language skills: Excellent written and spoken skills in both English and Mongolian languages;

F. SUPERVISION AND REPORTING
The consultant will report directly to the Director-General of the Development Financing and Investment Department of the MOF and work on a daily basis with the relevant officers of the DFID and other relevant government agencies.
All information provided to, and produced by, the consultant during the term of the assignment shall be regarded as confidential and information shall not be shared with any outside individuals or organizations.
The consultant will prepare monthly progress reports detailing the achievements and impediments in executing the entire work plan effectively. These progress reports will be discussed with the director of the DFID
G. CONTRACT DURATION
The consultancy assignment is expected to commence in June 2022. The total duration for this consultancy service will be 8 (eight) months. If any task is not completed and approved for acceptance by the Client within the agreed-upon date, consultants should complete the tasks without any additional cost.
H. INSTITUTIONAL ARRANGEMENTS
The relevant specialists of the DFID will provide the necessary data and information to the consultant for performing the assignment. The MOF will provide an office space with the needed furniture, internet access, computer and printers. On a day-to-day basis the consultant should consult and cooperate with the MOF specialists in charge of the technical issues covered under the consultancy.
